HomeMy WebLinkAboutR-88-0221J-88-225 2/24/88 RESOLUTION NO. f':h"'a;�;1 A RESOLUTION ORDERINt: A PECi41, IMPROVEMENT AND F.ST48LISMING A SPECIAL AGSF.S,MEN T DISTPICT FOR A PERIOD OF ONE YEAR To ME KNOWN AS THE 1988 MIAMI OK I G N DISTRICT SPECIAL IMPROVEMENT DISTRICT; DESIGNATING THE PROPERTY UPON WHICH THE SPECIAL ASSESSMENT SHALL AE MADE FOR A PORTION OF THE COST OF MARKETING, MANAGEMENT, PROMOTION AND SIMILAR SERVICES WHICH WILL STABILIZE, BENF.FIT AND IMPROVE, THE, MIAMI DFtiIGN DISTRICT; STATING WHICH PORTION OF THE, CUST THh.REOF SHALL BF PAID BY VIRTUE OF SPECIAL ASSESSMENT OVER A ONE YEAR PERIOD; STATING THE TOTAL ESTIMATE[) COST OF SUCH SPKCIAl, ASSESSMENT FUNDS ARE TO BE ADVANCED FROM THE GENERAL FUND TO BE REPAID THROUGH THE SPECIAL ASSESSMENT. WHEREAS, the Miami Design District in the City of Miami is the Premier Design Center of the Southeastern United States in terms of concentrated square footage of showrooms and annual sales; and WHEREAS, the Miami Design District represents an area of major employment within the District and generates significant ancillary economic activities; and WHEREAS, the Miami Design District contributes a significant amount to the tax base for the City of Miami; and WHEREAS, among other factors increased competition from other design districts in the area has driven various merchants, in the interior design trade to relocate from the District to other areas outside of the corporate limits of the City of Miami; and WHEREAS, the incidence of crime in areas adjacent or approximate to the Design District has damaged the reputation and economic viability of the Design District; and WHEREAS, the District has been receiving adverse publicity and attention in the national and local media as a center for crime, which has created a negative image for the District; and WHEREAS, various local merchants and organizations have expressed a concern over inadequate security in the design district and if security measures were strengthened, the public health, safety and welfare would be benefited by increased ..ram patronage and traffic flow to..."&--.J).e9.1LD.District; and CITY COMMISSION MEETING OF MAR 10 1988 F)S-2 21 ' o frLI4A.�i�%i REMARKS• WHEREAS, Chapter 170, Florida Statutes, was amended in 1997 by Chapter 87-103, Laws of Florida (Senate Bill Number 268), to provide that a Florida municipality could collect levy special assessments against property benefited for the purpose of stabilizing and improving retail and/or wholesale business districts and/or nationally recognized historic districts through 1 promotion, management, marketing, and other similar services in business districts of the municipality; and WHEREAS, the herein proposed improvement will include increased or new promotion, management, marketing, and security measures, and similar services within the Miami Design District; and WHEREAS, through the ordering of the herein improvement and the establishment of a Special Assessment District for Miami Design District, in the manner provided by law, property within said Special Assessment District will be greatly benefited the City's being able to stabilize, and improve the quality, security, exposure, and promotion of the Miami Design District; and WHEREAS, through such an improved District, merchants will also be able to meet increasing competition from suburban centers and halt the shrinkage of clientele; and WHEREAS, by the adoption of the herein resolution and its implementation, the economy of the city will be also greatly strengthened because sales shall he increased and new tenants will come into the District, and higher property values will be realized; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The findings and recitals contained in the preamble of this Resolution are hereby adopted by reference and hereby incorporated herein as fully set forth in this Section. Phase I - is hereby authorized and shall be made under the applicable sections of Chapter 170, Florida Statutes and Section Page 2 f-S--221 Page 256 of the Charter of the city of Miami, both As amended from time to time, which is located in the area bordered by Northeast 36th Street on the south; and Northeast +1st Street on the north; North Miami Avenue on the west; and N.E. 2nd Avenue on the East providing additionally that the area encompassed by the Special Assessment District is more particularly described in the legal description of said lands attAched to this Resolution as Exhibit "A", and expressly incorporated by reference in this 4 Resolution as if set forth in full herein. Section 2. This improvement shall consist of promotion, ( management, marketing, and other similar services to be provided in and to The Miami Design District, which specifically will be set forth As follows; particularly the benefits and enhancements of the foregoing services and improvements to the Districts are as follow: MANAGEMENT $ 72,000.00 MARKETING AND ADVERTISING 120,000.08 ART DEVELOPMENT 7,999.92 (Lay out and Mechanics for Advertising and promotions) TOTAL $200,000.00 Section 3. This improvement shall be designated in all proceedings assessments and legislation as the 1988 Miami Design District Special Improvement District — Phase I, and the property against which special assessments shall be made for Two Hundred Thousand Dollars ($200,000.00) representing one hundred percent (100%) of the total estimated cost of the improvement, shall be made on a basis of assessable property value at a rate of a 3.8 millage over what he is currently paying in taxes for his property. All properties within the district boundaries (Exhibit B) as reflected on the most current Dade County Real estate rolls, inclusive of both land and building, will be included in the assessment. D d i �, REREREMCEf City Manager Ehc►.osuREs Recommendation It is respectfully recommended that the Miami City Commission approve the attached resolution authorizing and establishing The 1988 Miami Design District as a Special Improvement District for a period of one year; and further declaring that the funds will be used for the marketing, management, promotion, and other similar services for the benefit of the District. Background The Department of Development recommends that The 1988 Miami Design District be designated as a Special Improvement District for a one-year period. Florida Statutes Chapters 87-103, Sections 170.01-170.16 were amended in 1987, to allow for the establishment of Special improvement Districts for "retail and/or wholesale business districts and/or nationally recognized historic districts to be improved, through promotion, management, marketing -and other similar services in business districts of the municipality." The Miami Design District is the premier Design Center of the Southeastern United States in terms of concentrated square footage of showrooms and annual sales. The area contributes a significant amount to the tax base and is an area of major employment in the City. There is apprOAimately $57,477,068 in assessable property value in the district which contributes $551,491 in City taxes per year. The District is made up of over 180 showrooms, representing 3,400 manufacturer lines, with more tnan 2,000,000 square feet of showroom space. Annual sales in 1986 were sg-2 21 A c . '4N f Honorable Mayor and Members of the City Commission Page 2 approximately $350 million and are projected to reach $450 million plus by 1990. The District provides 1500 jobs in a 12 block area with an additional 3,000 directly related jobs in Miami and Dade County. Since 1980 The Miami Design District has added over 500,000 square feet of showroom space, but at the same time has suffered from significant business losses as a direct consequence from the development of new interior design centers. The City of Miami , for the last seven years, has provided financial support to The Miami Design District Association. Last year $184,000 was granted to the association to promote business development opportunities. In addition, the association generated approximately $100,000 in revenues, the majority which has been utilized for special security service. During the last year while the emphasis has been on business retention 20 new businesses have been added. The Miami Design District Association proposes a $500,000 budget for the upcoming year in order to undertake an aggressive marketing program. The proposed Improvement District is being established as a result of a request of The Miami Design District Association. It will generate approximately $200,000 in revenues. Funds for the assessment are to be advanced from the General Funa to be repaid through a Special Assessment. The Assessment will be done on a one-year trial basis pending an amendment to current Florida Legislation. The assessment will be used for marketing, promotion, management and other similar services in the District. The assessment will apply to all properties in the SPI-8 Zoning District, (see exhibit 8) and will be based on assessable property value. The assessment will be calculated based on a 3.8 millage increase on what they are currently paying in taxes. Approximately 85Z of the land within this Zoning District is currently being utilized for activities related to the home furnishings industry. Non conforming uses will benefit from the proposed District since increased land values will benefit each property owner. Residential and industrial properties will be assessed for land value only. The assessments will be collected through the City's Finance Department which will bill the property owners periodically for the assessment. If the property owners do not pay the assessment, then, the City will bring appropriate legal proceedings. a 88-221, t*. 7 Honorable Mayor and ii Members of the city Commission Past 3 The City of Miami Department of Development met with The Miami Design District Association property owners and tenants to discuss The Improvement District on February 17, 1988. Approximately fifty merchants and property owners attended this meeting. The benefits of the proposed improvement district include a fairer distribution of costs for provisions of services and the creation of a sufficient funding base to establish an aggressive marketing program. (Comparable districts spend between t500,000- $19000,000). It is recommended that a public hearing be neld on April 28, to discuss the establishment of the District.
