A RESOLUTION APPROVING, IN PRINCIPLE, THE PRELIMINARY RECOMMENDATIONS CONTAINED IN THE COMPREHENSIVE TRAFFIC STUDY OF COCONUT GROVE AS PRESENTED BY THE CITY'S CONSULTANTS, TRANSPORT ANALYSIS PROFESSIONALS, INC., WITH THE EXCEPTION OF (1) THE WIDENING OF SOUTH BAYSHORE DRIVE, (2) THE CLOSING OF THE INTERSECTION OF GRAND AVENUE WITH MAIN HIGHWAY AND MCFARLAND ROAD, (3) THE EXTENSION OF MCDONALD STREET FROM GRAND AVENUE TO MAIN HIGHWAY, AS ADDRESSED BY RESOLUTION NO. 88-187, (4) TRAFFIC INTRUSION CONTROL MEASURES ON CERTAIN RESIDENTIAL STREETS, WHICH SHALL BE THE SUBJECT OF A PUBLIC HEARING; AND (5) MANAGEMENT OF OFF-STREET PARKING, WHICH SHALL BE STUDIED FURTHER. WHEREAS, by Resolution No. 87-405 adopted April 30, 1987, the City Commission authorized the City Manager to execute a contract with Transport Analysis Professionals, Inc. for the purpose of conducting a Comprehensive Traffic Study of Coconut Grove and authorized the allocation of funds for that purpose; and WHEREAS, on June 26, 1987 the City Manager executed a Professional Services Agreement with Transport Analysis Professionals, Inc. to perform all services required for the Comprehensive Traffic Study of Coconut Grove as provided for in a Scope of Services attached to and made a part of the Agreement; and WHEREAS, at its meeting of February 25, 1988 the City Commission was presented with a draft report by Transport Analysis Professionals, Inc. on "Issues, Analysis, and Recommendations" containing findings and preliminary recommendations for discussion and consideration; and WHEREAS, it is the desire of the City Commission to place on the record its response to said preliminary recommendations in order to provide direction for the Consultant and City Staff in the preparation of final recommendations to be contained in the report on the Comprehensive Traffic Study of Coconut Grove; CITY COMMISSION, MEETING OF MAR : 44 1988� f RESOLUTION No 03 , MARKS: 0 0 NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The City Commission approves in principle the preliminary recommendations presented by Transport Analysis Professionals, Inc. for the Comprehensive Traffic Study of Coconut Grove, except for the following: (1) The recommendation for the widening of South Bayshore Drive to provide an additional southbound lane to the north and south of S.W. 17th Avenue; (2) The recommendation for the closing of the intersection of Grand Avenue with Main Highway and McFarland Road; (3) The recommendation for the extension of McDonald Street from Grand Avenue to Main Highway, and has precluded this possibility by Resolution No. 88-187 adopted February 25, 1988; and (4) The Commission only accepts the following recommendations for traffic intrusion control measures on certain residential streets and will hold a public hearing within approximately 60 days: a) In the neighborhood lying just east of S.W. 27th Avenue; proposed closures of the following streets: Andros Avenue between S.W. 27th Avenue and Washington Street; Abaco Avenue between S.W. 27th Avenue and Washington Street; Inagua Avenue at S.W. 27th Avenue; Inagua Avenue at Aviation Avenue; Swanson Avenue at Aviation Avenue; Trapp Avenue between S.W. 27th Avenue and Blaine Avenue; Trapp Avenue at Aviation Avenue; Lincoln Avenue between S.W. 27th Avenue and Darwin Street; and Lincoln Avenue at Aviation Avenue. b) In the neighborhood east of Main Highway; proposed conversion from two-way to one-way operation: One-way eastbound for a portion of Charles Avenue. (5) The recommendations regarding management of off-street parking, which are to be studied further and presented in greater detail for Commission consideration. 98-2'75. Section 2. The City Manager is hereby instructed to direct Transport Analysis Professionals, Inc. to incorporate the herein approval(s) and exceptions in its final report on the Comprehensive Traffic Study of Coconut Grove. Odio City Manager RECCOWNDATION: DATE c-41AR i 4 Igoe VILE SU8.1ECT Resolution Approving in Principle Certain Preliminary Traffic REFERENCES Recommendations for Coconut Grove ENCLOSURES It is respectfully recommended that the City Commission adopt the attached resolution approving in principle the preliminary recommendations contained in the Comprehensive Traffic Study of Coconut Grove as presented to the Commission at its meeting of February 25, 1988, with certain exceptions. BACKGROUND: The Planning Department has been working with the City's Consultants, Transport Analysis Professionals, Inc., on the Comprehensive Traffic Study of Coconut Grove. At its meeting of February 25, 1988, the City Commission received a preliminary report and recommendations, a summary of which is attached hereto, on the Comprehensive Traffic Study of Coconut Grove by the City's Consultants, Transport Analysis Professionals. The City Commission at that time informally agreed to the preliminary recommendations, excepting (1) widening of South Bayshore Drive in the vicinity of S.W. 17th Avenue; (2) closure of the intersection of Grand Avenue at Main Highway and McFarland Road; (3) extension of McDonald Street from Grand Avenue to Main Highway; and (4) certain traffic control measures .recommended for the residential neighborhood just east of S.W. 27th Avenue. Also at its February 25, 1988 meeting, the City Commission adopted Resolution No. 88-187 specifically precluding any extension of McDonald Street, and scheduled a Public Hearing for March 24, 1988 to hear public comments on traffic control measures in the residential neighborhood just east of S.W. 27th Avenue. Adoption of this Resolution will advise and direct further work by the Consultant and City staff on preparation of the final report and recommendations.
