HomeMy WebLinkAboutR-88-0273f r J-88-164 3/14/84 RESOLUTION NO. taV'_4,I A RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE AN AGREEMENT, IN SUBSTANTIALLY THE FORM ATTACHED, BETWEEN THE CITY OF MIAMI AND THE FLORIDA DEPARTMENT OF TRANSPORTATION, RELATING TO THE MAINTENANCE OF PLANTS AND PLANTERS, INCLUDING ANY DECORATIVE SIDEWALK OR STRUCTURE, WITHIN THE NON -ROADWAY PORTION OF NORTHWEST 7TH AVENUE BETWEEN 58TH AND 64TH STREETS; AUTHORIZING THE CITY MANAGER TO OBTAIN NECESSARY PERMITS FROM THE FLORIDA DEPARTMENT OF TRANSPORTATION FOR CITY LANDSCAPING PROJECTS AND CITY -SPONSORED LANDSCAPING PROJECTS IN SAID RIGHT-OF-WAY. WHEREAS, the City of Miami has actively participated in the development of the Edison Center Gateway Project; and WHEREAS, the Edison Center Business District Economic Committee was organized to revitalize the Edison Center Business District; and WHEREAS, the private sector has Committed $31,000 towards the development of the Edison Center Gateway Project; and WHEREAS, the Florida Department of Transportation has committed $240000 towards the development of the Edison Center Gateway Project; and WHEREAS, Metro -Dade County has committed S30,000 towards the development of the Edison Center Gateway Project; and WHEREAS, the City of Miami has committed $30,000 towards the development of the Edison Center Gateway Project; and WHEREAS, the City of Miami through the Tacolcy Economic Development Corporation has expressed an interest in the beautification of the Edison Center Gateway Project; and WHEREAS, the State through the Florida Department of Transportation requires a maintenance agreement with the City of Miami to maintain the beautification of the Edison Center Gateway Project; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, CITY COMMISSION, MEETING OF MAR 24 1988 rt:;,Ui�lU41 h% u —lei IRHAARKS f r J-BA-164 3/14/88 RESOLUTION NO. s.It 'I, k A RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE AN AGREEMENT, IN SUBSTANTIALLY THE FORM ATTACHED, BETWEEN THE CITY OF MIAMI AND THE FLORIDA DEPARTMENT OF TRANSPORTATION, RELATING TO THE MAINTENANCE OF PLANTS AND PLANTERS, INCLUDING ANY DECORATIVE SIDEWALK OR STRUCTURE. The City Manager is hereby authorized to execute an agr"wanto in substantially the attached form, between the Florida Department of Transportation and the City of Miami relating to maintenance of plants and planters within the non -roadway portion of the right -of -May, including any decorative sidewalk or structure placed therein, of Northwest lth Avenue between 58th and 64th Streets. Section 2. The City Manager, or designee, is hereby authorized to obtain necessary permits from the Florida Department of Transportation for r. Members of the City Commi ssi on •�•�E�� Resolution Authorizing the City Manager to Enter Into a Landscape Maintenance Agreement for room REFER[NG[•: N.W. 7 Avenue - 58 to 64 Street Cesar H. (For Commission Meeting of March 24, 1988) RECOMMENDATION: It is respectfully recommended that the City Commission adopt a resolution authorizing the City Manager to enter into an Agreement with the Florida Department of Transportation accepting maintenance responsibilities for the landscaping and decorative sidewalk installed in the non -roadway portion of N.W. 7 Avenue from 58 Street to 64 Street. BACKGROUND: The Department of Public Works has reviewed the Florida Department of Transportation Maintenance Agreement for N.W. 7 Avenue between N. W. 58 and N. W. 64 Street, and is in the process of preparing plans for implementing the development of the Edison Center Gateway Project. The City of Miami Planning Department has been coordinating the development of the Edison Center Gateway Project by the private sector, the City of M1 ami , Metro -Dade County, and the Florida Department of Transportation. The Tacolcy Economic Development Corporation (TEDC) submitted a proposal to the City of Miami for implementation of the work. The cost of the entire project as proposed by the TEDC exceeds the amount of funds available. Initial funding for the project is being provided as follows: 1. $30,000 from the City of Miami 12th Year Community Development Program Grant funds 2. $30,000 from Metro -Dade County 3. $24,000 from the Florida Department of Transportation 4. $31,000 from the private sector All of the participants will be requested to provide additional funds to complete the project in its entirety. The City of Miami Planning Department is working with the Tacolcy Economic Development Corporation on the additional funding required. 88-2'73 Ob Honorable Mayor and Members of the City CoMission Page 2 Northwest 7 Avenue is designated as a Florida Department of Transportation road. The Florida Department of Transportation does not maintain any decorative sidewalk and landscaping that are placed within their rights -of - way. The agreement would require that the City maintain and assume liability for any problems caused by the landscaping and the decorative sidewalk. Without the City entering into an agreement with the Florida Department of Transportation, the State will not permit the installation of any of the proposed landscaping and decorative sidewalk.
