HomeMy WebLinkAboutR-88-02661 J - 8 8 - 2 3 3 3/7/88 RESOLUTION NO. 48-'26G A RESOLUTION ALLOCATING $205,395 FROM THE SPECIAL REVENUE FUND ENTITLED "SUMMER YOUTH EMPLOYMENT AND TRAINING PROGRAM - 1988/JTPA II-B" TO THE BELAFONTE TACOLCY CENTER, INC., IN AN AMOUNT NOT TO EXCEED $138,600 AND TO YOUTH CO-OP, INC., IN AN AMOUNT NOT TO EXCEED $66,795, FOR THE IMPLEMENTATION AND OPERATION OF THE FY 1988 JTPA TITLE II-B SUMMER YOUTH EMPLOYMENT AND TRAINING PROGRAM; FURTHER AUTHORIZING THE CITY MANAGER TO EXECUTE AGREEMENTS WITH BELAFONTE TACOLCY CENTER, INC. AND YOUTH CO-OP, INC., IN A FORM ACCEPTABLE TO THE CITY ATTORNEY. BE IT RESOLVED BY THE COMMISSION OF THE: CITY OF MIAMI, FLORIDA: Section 1. Funds from the Special. Revenue Fund entitled "Summer Youth Employment and Training Program - 1988/JTPA II-B" are hereby allocated as follows: AGENCY AMOUNT Belafonte Tacolcy Center, Inc. $138,600 Youth Co -Op, Inc. 66,795 TOTAL $205,395 Section 2. The City Manager is hereby authorized to enter into agreements, in a form acceptable to the City Attorney, with Belafonte Tacolcy Center, Inc. and Youth Co -Op, Inc., to assist the Department of Community Development in the implementation of the FY 1988 Summer Youth Employment and Training Program, subject to the conditions and limitations contained herein and established by the South Florida Employment and Training Consortium (SFETC). Odio ENcLosUREs City Commission Meeting City Manager March 10, 1988 RECOMMENDATION: It is respectfully recommended that the City Commission adopt the attached Resolution allocating funds in the amount of $138,600 to Belafonte Tacolcy Center, Inc. and $66,795 to Youth Co -Op, Inc. to assist in operating the 1988 Summer Youth Employment Program through the Department of Community Development.. BACKGROUND: The South Florida Employment and Training Consortium (SFETC) has notified the Department of Community Development that it has been approved for Summer Youth Employment Training Program funding in the amount of $762,972. This funding will provide summer jobs for approximately 659 youth between the ages of 14 to 21. This allocation is approximately eighteen percent (18%) less than the FY 1987 allocation. However, a supplemental allocation may be forthcoming, if the SFETC receives additional funds from the federal government. The Job Training Partnership Act was passed on October 13, 1982, to establish employment and training programs for youth and individuals who are unskilled, economically disadvantaged and face serious barriers to employment. Title II-B of the Act authorizes funds from the United States Department of Labor for the Summer Youth Employment and Training Program, including that administered by the City of Miami. Two (2) subcontractors have been selected to assist the Department. of Community Development in operating the Summer Youth Employment_ and Training Program (SYETP)% Belafonte Tacolcy Center, Inc. and Youth Co -Op, Inc. Belafonte Tacolcy Center would operate a dropout for in school youth identified as such at Miami High School. This component of the SYETP aims at youth identified as potential dropouts for acaden attendance, appropriate levels of effort an behavioral standards. This is the second ye program. In addition, for those youth who remain in school to graduate, the program offers the opportunity for permanent full-time positions following their high school graduation. Four hundred forty-four (440) participants would be served. Youth Co -Op would operate a drop -out prevention component for 155 students at Miami Senior High School. In addition, the Agency would operate a work experience component for 64 in -school. youth who are not potential dropouts. The Department of Community Development reviewed proposals from five (5) agencies which responded to the request for proposals to assist the Department in this effort. A total of ten (10) agencies were initially contacted. Belafonte Tacolcy Center and Youth Co -Op were selected based on their previous experience in assisting the City, and their capability as evaluated by the SFETC. The attached resolution allocates $138,600 to Belafonte Tacolcy Center, Inc. and $66,795 to Youth Co-oP, Inc., and authorizes City Manager to execute agreements with these agencies to assist_ in implementing the FY 1988 SYETP.
