LEOtS M ON PAOE NO. 1. $50.000 REWARD OFFERED FOR INFORMATION R AS-Zf6 - 1-2 LEADING TO ARREST OF KILLERS) OF 4/1/88 OFFICER VICTOR ESTEFAN MINUTES OF SPECIAL MEETING OF THE CITY COMMISSION OF MIAMI, FLORIDA On the 1st day of April, 1968, the City Commission of Miami, Florida, met at its regular meeting place in the City Hall, 3500 Pan American Drive, Miami, Florida in Special Session. The meeting was called to order at 3:06 P.M. by Mayor Xavier Suarez with the following members of the Commission found to be present: ALSO PRESENT: Commissioner Victor De Yurre Commissioner Miller J. Dawkins Commissioner J. L. Plummer, Jr. Vice Mayor Rosario Kennedy Mayor Xavier L. Suarez Cesar Odio, City Manager Lucia Allen Dougherty, City Attorney Matty Hirai, City Clerk Walter J. Foeman An invocation was delivered by Mayor Suarez who then led those present in a pledge of allegiance to the flag. 1. $50,000 REWARD OFFERED FOR INFORMATION LEADING TO ARREST OF KILLERS) OF OFFICER VICTOR ESTEFAN ------------------------------------------------------------------------------ Mayor Suarez: This special session is called for the purpose of considering a matter of urgent public import, namely the offering of a cash reward in the connection with the killing of Miami police officer Victor Estefan. I believe that Commissioner Plummer has a specific motion in mind. It may be the one that the resolution for which has been drafted is in front of you. Mr. Plummer: Let me thank you for calling this meeting. I was in touch with the City Attorney early this morning, remembering in years past that we had done this before for civilians of this community. I don't think we can do any less for a member of the law enforcement of the City of Miami. I would like to read the resolution into the record. "A resolution authorizing and directing the City Manager to make funds available in the amount of $50,000 as reward for information leading up to or resulting in the apprehension, arrest and conviction of the killers of Miami police officer Victor Estefan; further stipulating that such reward shall remain in effect until the end of the current fiscal year (187-188); further stipulating that this reward is not applicable to law enforcement officers." Mr. Mayor, I offer that in the form of a motion. Mr. Dawkins: Second. Mrs. Kennedy: Second. Mayor Suarez: So moved and seconded. Any discussion? Mr. Plummer: For discussion, Mr. Mayor, it was the City Attorney's recommendation back then, and is now, that the time frame that is put in here is so that it doesn't go on forever and ever and ever. We can renew this for next year's budget, but so that there is a cutoff date, that is why that has been stipulated in this resolution. Mr. De Yurre: Mr. Mayor. Mayor Suarez: Commissioner De Yurre. ld 1 April 1, 1988 Mr. De Turre: One point, though, I think should be cleared up at this moment is, we are talking about more than one killer. What if there is more than one Individual offering information on separate of these individuals? It is going to be a total of $50,000, they split the pot. I think we should make that clear. If somebody comes up for the $50,000, he gets the $50,000. Somebody comes out two months later, and he wants another $50,000. Mr. Plummer: I would accept that, however the City Attorney recommends that It be amended. Mrs. Dougherty:; I'll insert the words,"To make total funds available in the amount of $50,000." Mayor Suarez: OK, we have that modification. The movant accepts that? Mr. Plummer: Yes. Mayor Suarez: Second? Commissioner Dawkins accepts it. Anything else from the Commission? Call the roll. The iblloving resolution was introduced by Commissioner Plummer, who moved its adoption: RESOLUTION NO. 68-276 A RESOLUTION AUTHORIZING AND DIRECTING THE CITY MANAGER TO MAKE FUNDS AVAILABLE IN THE TOTAL AMOUNT OF $50,000 AS REWARD FOR INFORMATION LEADING UP TO OR RESULTING IN THE APPREHENSION, ARREST AND CONVICTION OF THE KILLERS OF MIAMI POLICE OFFICER VICTOR ESTEFAN; FURTHER STOPULATING THT SUCH REWARD SHALL REMAIN IN EFFECT UNTIL THE END OF THE CURRENT FISCAL YEAR (1987- 1988); FURTHER STIPULATING THAT THIS REWARD IS NOT APPLICABLE TO LAW ENFORCEMENT OFFICERS. Upon being seconded by Commissioner Dawkins, the resolution was passed and adopted by the following vote: AYES: Commissioner Victor De Turre Commissioner Miller J. Dawkins Commissioner J. L.
