Odio, City Manager City Hall 3500 Pan American Drive Miami, Florida Dear Cesar: Several African American contractors have shared with me concerns relative to not having access to contractual/vending services with the City of Miami. These expressed concerns have given cause for me to review Resolution 86-983 and Ordinance 10062. It is understandable why the Minority and Women Business Affairs and Procurement Program is not working. The location, staffing and reporting relationship of this operation is indicative of a low -priority. There also appears to be role and function confusion relative to compliance as well as misplacement of authority. Within the next two weeks, I expect to have a set of specific recommendations for freeing up the impediments to African American contractors receiving their fair share. In the meantime, I wish to receive a copy of certain pertinent documents - recommended minority sub -vendor goals, recommendations of the MWPAC, approved set -asides, compliance report, and actual dollar amount received by African American vendors. I will be prepared to share my recommendations with you by the first commission meeting in April. Please consider this a request to appear on the next meeting's agenda. Sincerely, d " Bill Perry SP:w cc: Mayor Xavier Suarez City Commissioners RECOMMENDED RELIEF RE: MBE PROGRAM POLICY -Revisit and strengthen Minority and Women Business Affairs and Procurement Ordinance N10062 (clean up vague language). n -Include analysis and assessment of MBE program as part of the managers mid -year ; and annual evaluation. -Direct the law department to work with MBE administrator to devise some creative solutions to problems resulting from Ordinance #F10332 e.g., a drastic reduction in the number of certifiable African American and Latin American contractors. t -Establish a bonding assistance program. -Centralize the MBE operation b grantingprogram control to the director along with commensurate authority and havep the director report directly to the city attorney (or the manager). -Re-establish a committed vigilant, sensitive watchdog committee comprised l of City of Miami voters. ADMINISTRATION -Increase staffing of MBE program by at least four and provide clerical assistance with a computer and necessary software. -Provide the MBE program with a budget. -Have the director of the MBE program initiate on -going training sessions with mid -level and top-level management to sensitize them to the expectancies of viable MBE and affirmative action programs, including leveraging the city's power relationship with the private sector. z,`
