A RESOLUTION CONCERNING THE 1989 CARNAVAL
MIAMI PASEO TO TAKE PLACE. MARCH 5, 1989, THE
SK RUN ON MARCH 10, 1989, THE. BIKE DASH ON
MARCH 11, 1989 AND CALLF OCHO OPEN HOUSE
FESTIVAL ON MARCH 12, 1989, TO BE CONDUCTED BY
THE. KIWANIS CL11B OF LITTLE. HAVANA, PROVIDING
FOR THE CLOSURE OF DESIGNATED STREETS TO
THROUGH VEHICULAR TRAFFIC; ESTABLISHING A
PEDESTRIAN MALL SUBJECT TO THE ISSUANCE, OF
PERMITS BY THE DEPARTMENTS OF POLICE, AND FIRE,
RESCUE AND INSPECTION SERVICES; ESTABLISHING
AN AREA PROHIBITED TO RETAIL PEDDLERS DURING
THE PERIOD OF THE EVENTS; AUTHORIZING THE SALE
OF BEER AND WINE IN CONNECTION WITH SAID
EVENTS SUBJECT TO THE ISSUANCE OF ALL PERMITS
REQUIRED BY LAW; FURTHER RELAXING THE
LIMITATIONS ON THE DISPLAY OF FIREWORKS TO
ALLOW THE STAGING OF PYROTECHNIC DISPLAYS
UNTIL 12:00 MIDNIGHT FOR CARNAVAL NIGHT AT THE.
ORANGE BOWL STADIUM ON MARCH 4, 1989 AND IN
THE VIZCAYA AREA FOR A SPONSORS PARTY ON MARCH
11, 1989; CONDITIONED UPON THE REQUIREMENT
THAT THE CITY WILL BE INSURED AGAINST ANY
POTENTIAL LIABILITY AND UPON ORGANIZERS PAYING
FOR ALL NECESSARY COSTS OF CITY SERVICES
ASSOCIATED WITH SAID EVENTS BEYOND THE FUNDING
PROVIDED BY FESTIVAL ORDINANCE NO. 10206.
BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. In order to effectuate safe passage and
establish a temporary pedestrian mall during Carnaval Miami Paseo
on March 5, 1989; during Calle Ocho 8K Run on March 10, 1989,
Carnaval Miami Bike Dash on March 11, 1989 and Calle Ocho Open
House Festival on March 12, 1989, the following streets are
hereby closed to through vehicular traffic during the dates and
hours specified below:
CARNAVAL PASEO
Sunday, March 5, 1989 from 10:00 a.m. to 10:00 p.m.:
West Flagler Street from Twelfth Avenue to Twenty-second
Avenue.
Southwest First Street from Southwest Twelfth Avenue to
Southwest Twenty-second Avenue.

Southwest First Avenue from Southwest Eighth Street to
Southwest Tenth Street.
Southwest First Avenue from Southwest Seventh Street to
Southwest Eighth Street (southern most lane).
BIKE DASH
Saturday, March 11 , 1989 from 800 a.m. to 3:30 p.m.:
Southwest Eighth Street from Southwest Nineteenth Avenue
Southwest Twenty-third Avenue.
Southwest Seventh Street from Southwest Nineteenth Avenue to
Southwest Twenty-third Avenue.
Southwest Nineteenth Avenue from Southwest Eighth Street to
Southwest Seventh Street.
CALLE OCHO OPEN HOUSE FESTIVAL
Friday, March 10, 1989 from 10:00 a.m. to Monday, March 13,
1989 Noon:
Southwest Tenth Street Road from Southwest Eighth Street to
Southwest Ninth Street.
Southwest Twenty-third Avenue from Southwest Seventh Street
to Southwest Eighth Street.
Sunday, March 12, 1989, 2:00 a.m. to 12:00 midnight:
Southwest Eighth Street from Southwest Fourth Avenue to
Southwest Twenty-seventh Avenue.
Southwest Seventh Street from Southwest Fifth Avenue to
Beacom Boulevard.
Beacom Boulevard from Southwest Eighth Street to Southwest
Seventh Street.
Included in the herein closure are all streets, avenues,
alleys, ways and thoroughfares which intersect the
enumerated areas delineated in this Section.
Section 2. Such closing of streets is subject to State
approval and issuance of permits by the Departments of Police and
Fire, Rescue and Inspection Services. Said permit from the
Department of Police is to be issued upon the full approval of
the Chief of Police after giving all due consideration to the
safety and traffic needs of residents, businesses, and religious
institutions in the area for entering and crossing through said
arterials and upon the favorable exercise of the City Manager's
judgement predicated upon all factors set forth herein.

Section 3. Pursuant to the provision of City Code Section
39-13, all retail pecitilers' occupational licenses issued under
the provisions of Chapter 31 of the City Code, as amended, will
not be valid in the area of public right of way include(3 on the
above d esignate(i streets anI on all intersecting streets for two
blocks in all directions, 4uring the dates and hours specified
therein.
Section 4. Upon the issuance of a temporary permit by the
Florida Department of Business Regulation, Division of Alcoholic
Beverages and Tobacco, to sell beer and wine pursuant to City
Code 54-12.1, the request of the Kiwanis Club of tittle Havana to
sell beer and wine in soft containers for four (4) one -day
periods in connection with Carnaval Miami Paseo scheduled for
March 5, 1989, Calle echo SK Run, Carnaval Miami Aike Dash and
Calle Ocho Open House Festival scheduled for March 10, 11, and
12, 1989 respectively, is hereby granted, subject to the issuance
of all permits required by law.
Section 5. The time limitation on the display of fireworks
are hereby relaxed to allow the staging of pyrotechnic displays
until 12:00 midnight on Saturday, March 4, 1989, at the Orange
Bowl for Carnaval Night and on Saturday, March 11, 1989 in the
Vizcaya area in connection with a sponsors party, subject to the
issuance of appropriate permits from the Department of Fire,
Rescue and Inspection Services.
Section 6. Such authorizations are hereby conditioned upon
the organizers obtaining insurance requirements as mandated by
the City of Miami and paying for all necessary costs of City
services beyond the funding provided by Festival Ordinance No.
10206.

We respectfully regmest to be included in the Agenda of the
first possible City Commission Meeting in order to seek
approval of the following points for the implementation of
CAPNAVAL MiAMI 89 in March 19R9. (For references, rle+►se
skew City Remolution #A7-919).
1 - Extension of the fireworks deadline until 11:30 PM on
Saturday, March 4, 1989, during CAPNAVAL NIGHT at the
Orange Bowl Stadium.
2 - Closing West Flagler Street and Southwest First Street
between 12th and 22nd Avenues on Sunday, March 5, 1989
from 10:00 AM until 10:00 PM, as this day is schodmled
for CAPNAVAL MIAMI'm PASEO.
3 - Permission for the following streets to he closed on the
below mentioned dates:
S.W. 8th Street
For the Calle Ocho 8R Run
Friday, March 10, 1989 - From Beacom Blvd. to S.W. First
