A RESOLUTION CONDITIONALLY AUTHORtZJ NG METRO-
POLITAN DADE COUNTY ON BEHALF OF THE CITY OF
MIAMI TO ADVERTISE FOR, EVALUATE, AND ACCEPT
THE BID(S) ()P A VENDOR OR VENDORS TO PK()V 1 1)1-,

(USDA) APPROVED LUNCHES TO ELIGIBLE CHILDREN
DURING THE SUMMER OF 1988, AND FURTHER
AUTHORIZING METROPOLITAN DADE COUNTY TO ENTER
INTO THE NECESSARY CONTRACT S) AND/OR AGREE-
MENT(S) WITH THE SUCCESSFUL BIDDER(S).
WHEREAS, the United States Department of Agriculture,
through the Florida Department of Education, has terit3tively
agreed to fund the City of Miami's annual Summer Food Service
Program in 1988; and
WHEREAS, Metropolitan Davie County has offered to includN 1.be
City of Miami in a bid proposal. to select a vendor(s) to prov-1-1-
summer lunches; and
WHEREAS, being a part of the Metro -Dade County bid package
allows vendors to offer summer lunches at a rate lower than that
which could be obtained by the City of Miami having a separate
bid package; and
WHEREAS, the City of Miami plans to serve 84,480 lunches
(1,920 lunches/day X 44 days) to eligibl_-� children at twenty-
seven sites throughout the City during the summer of 1988;
NOW, T1111,'REPORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section I. Metropolitan Dade County is hereby authorized to
advertise for, evaluate, and accept the bids(s), on behalf of the
City of Miami, from a vendor(s) to provide United States
Department of Agriculture approved lunches to eligible children
during the summer of 1988, and is hereby further authorized to
enter into the necessary contract(s) and/or agreement(s) with the
successful bidder(s).

RECOMMENDATION:
It is respectfully recommended that the City Commission adopt the
attached resolution authorizing Metropolitan Dade County, on behalf
of the City of Miami, tn advertise for, evaluate, and accept bid(s)
of vendors) to provide lunches to Eligible children during the
summer of 1988 and to enter iritt) -, coritract(s) and/or agreement(O
with the successful bidder(s) to serve the number Ii,•'i
specified by the City of Miami at a fixed rate per lunch not to
exceed the reimbursement rate established by the Florida Deparr_'necit_
of Education.
BACKGROUND:
The City of Miami Summer Food Service Program, conducted by the
Department of Parks, Recreation and Public Facilities, provides a box
lunch to children aged 1S and under during the period from June 20 -
Augus,. 19, 1988. .,:..c.. ..�..1 Miami Yias provide 9 these
summer lunches as an integral part of its summer recreation program
which offers arts and crafts, sporting activities, field trips, and
special events. This year, we are planning to serve up to 1,920
lunches daily at twenty-seven (27) sites carefully chosen to provide
reasonable access to all of Miami's youth.
The Florida Department of Education (DOE) has again selected Metro -
Dade County as the agency responsible for the selection of the vendor
who will supply lunches under a U.S. Department of Agriculture (USDA)
program. Other agencies participating in the USDA/DOE program are
covered under the "umbrella" bid conducted for the Summer Food
Program by Metro -Dade County. The "invitation to bid" document
prepared by Metro -Dade County is reviewed and approved by DOE for
conformance with the rules and regulations promulgated by USDA. For
example, the lunch menu must meet USDA's strict nutritional
requirements. Preparation of our own bid document would be an
arduous task requiring approval of DOE. Also, it is expected that
the rate per lunch will be lower if the City participates in Dade
County's "umbrella" bid. All operational and administrative expenses
will be paid by the USDA.
An ordinance-ippropriating USDA funds for the operation of the
program is also being presented for City Commission action.
