A RESOLUTION RATIFYING APPROVING AND
CONFIRMING THE ACTION OF THE CITY MANAGER IN
ACCEPTING A ONE HUNDRED SEVENTY FIVE THOUSAND
SIX HUNDRED ELEVEN DOLLARS ($175,611) SENIOR
CITIZEN SPECIALIZED POLICING PROGRAM GRANT
FROM THE STATE OF FLORIDA DEPARTMENT OF
COMMUNITY AFFAIRS FOR THE PURPOSE OF
EMPLOYING THIRTEEN (13) LAW ENFORCEMENT
OFFICERS TO PATROL THIRTY-FOUR (34) SENIOR
CITIZEN SITES AND TO PROVIDE THESE RESIDENTS
WITH CRIME PREVENTION PRESENTATIONS;
ALLOCATING FUNDS, IN AN AMOUNT NOT TO EXCEED
ONE HUNDRED SEVENTY FIVE THOUSAND SIX HUNDRED
TEN DOLLARS ($175,610) FROM THE CITY OF MIAMI
LAW ENFORCEMENT TRUST FUND FOR THE PURPOSE OF
PROVIDING MATCHING FUNDS TO IMPLEMENT THIS
PROJECT; FURTHER AUTHORIZING THE CITY MANAGER
TO INSTRUCT THE DEPARTMENT OF PERSONNEL
MANAGEMENT TO EMPLOY SUCH PERSONS.
WHEREAS, the City of Miami has an estimated 71,533 elderly
residents (age 62 and over), of which some 4,326 live within the
thirty-four (34) public senior sites located in the City of
Miami; and
WHEREAS, the City Commission recognizes the importance of,
and fully supports, law enforcement efforts to reduce crimes
against the elderly; and
WHEREAS, the United States Bureau of Justice Assistance,
through the Florida Department of Law Enforcement, has awarded
the City of Miami a $175,611 grant to provide public safety/crime
prevention services to the elderly residing within the thirty-
four ( 34 ) senior housing sites located in the City of Miami for
the period from April 1, 1988 through March 31, 1989; and
WHEREAS, the City Commission approved Resolution No. 86-55
allocating $20,000.00 for the implementation of a Senior Citizen
Alert Network (SCAN) to provide direct communications with the
Police Department to more effectively combat crime around senior
citizen sites and offer better protection to the residents; and
WHEREAS, the implementation of Senior Citizens Specialized
Policing Program will provide additional resources to launch a

full time dedicated program to prevent criminal acts against
theelderly and help establish Crime Prevention Programs in the 34
centers; and
WHEREAS, the Senior Citizen Alert Network will work in
conjunction with the Senior Citizen Specialized Policing Program
to provide specialized police services to the residents of the
congregate living facilities; and
WHEREAS, (13) Law Enforcement Officers will be employed to
provide police /crime prevention services to the elderly at
public housing sites; and
WHEREAS, these (13) Law Enforcement Officers will have had a
minimum three hundred twenty (320) hours of training and will be
certified by Florida State Standards; and
WHEREAS, funds to cover the required cash match, in the
amount of $175,610, have not been included within the Police
Department's normal operating budget for fiscal year 1987-1988;
and
WHEREAS, the Chief of Police has recommended adoption of
this resolution and funds to cover the cash match are available
in the City of Miami Law Enforcement Trust Fund; and
WHEREAS, both parties are agreeable to providing funds for
the continuation of the program identified, under the terms and
conditions set forth in said grant;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The action of the City Manager in applying for
and accepting the grant application from the United States Bureau
of Justice Assistance, through the Florida Department of
Community Affairs, in the amount of $175,611 and to provide
specialized policing/crime prevention services to the elderly
residing at public housing sites within the City of Miami, is
ratified, approved and confirmed.
Section 2. Funds in an amount not to exceed one hundred
seventy five thousand six hundred ten dollars ($175,610) are
hereby allocated from the City of Miami Law Enforcement Trust

Fund to provide matching funds for the continuation of the Senior
Citizens Specialized Policing Program.
