WHEREAS, in iyuu the City of Niami completed construction of the Administration Building in Government Center, located on Block No.95N, Lots 5 through lb, bounded on the south by 14W 2nd Street, on the west by NW ird Avenue and on the north by NW 3rd Street, comprising an approximately 2 acre City -owned site; and WHEREAS, this building, which presently houses part of the administrative offices of the City of Miami is considered Phase I of the City's Administration Complex in Government Center; and WHEREAS, in order to improve City services and consolidate all of the administrative offices of the City of Miami at Government Center, a Program Development and Needs Assessment Analysis is currently being conducted to determine the size and development program for a second City Administration Building, referred to as Phase 11; and WHEREAS, upon completion of the aforementioned Analysis, the City will be seeking the professional services of an appropriately qualified and experienced architectural consultant CITY COMMISSION MEETING OF APR 14 1988 SOLUTION No. s-a2fi to provide, along with sub -consulting engineers and landscape architects complete design and construction administration services for the planniny, design and construction of the City Administration Building Phase 11; and WHEREAS, the City Manager recommends that the planning and design of the City Administration Building Phase 11 be designated a Category "B" Project in accordance with the provisions of Ordinance No. 9572, adopted February 10, 19us; and WHEREAS, Ordinance No. 9572 also requires the establishment of a Certification Committee of not less than three professionals qualified in the fields of endeavor or practices involved in the project, to review the qualifications, performance data ana related information provided by those respo►aing to the City's Request for Professional Services; and WHEREAS, in order to enhance the expertise of the Certification Conuaittee it is desirable to appoint an appropriately qualified professional from the private sector as the fourth Certification Committee Member, subsequent to the receipt of the Proposals, to participate in the Certification Committee's required activities; and WHEREAS, the City Manager recommends that John E. Gilchrist Director of the Department of Development, be appointed as chairman of the Competitive Selection Committee, in accordance with the provisions of Ordinance No.9572; NOW, THEREFORE, BE 1T RESOLVED 6Y THL COMMISSION OF THE CITY OF MIAM1, FLORIDA: Section 1. The planning and design of the City Administration Building Phase II is Hereby designated a Category "B" Project, in accordance with the provisions of City Ordinance No. 9572, adopted February 10, 19b3, which Ordinance established procedures for contracting for certain professional services and also established competitive negotiation requirements with regard to the furnishing of such services. 14 A Section The City ;tanager is hereby authorized to advertise for the aforementioned professional planning end design services, and to issue i Request for i,roposals for Frofessional Services i;ucument reiated to t'ie procurement of such Services, in accordance with ordinance No. >;72. Section j. Tne City Aanager is hereby -iuthorized, subsequent to receipt of tree responses to the City's Request for Proposals for Professional Services uocument, to appoint a fourth member to the Certification Committee, with said person being a registered architect working in the private sector with no vested interest and /or financially remunerative relationship with any of the firms or individuals being considered during the Certification and Selection process. Section 5. John E. Gilchrist, Director, Department of Development is hereby appointed as Chairman of the Competitive Selection Committee, in accordance with the provisions of Ordinance No. 9572 and Section 287.055 F.S.. Odio City Manager RECOMMENDATION: Dn1tE • BAR 3 1000 RILE sus.,ECT Designation as a Category ' B' Project the Planning ana Design of the City Admin- REFERENCEf istration Building Phase it For City Commission 11-leeting ENCLOSURtS of April 14, l9u6 It is respectfully recommended that the City Conunission adopt the attached resolution designating as a Category ' B' Project the planning and design of the City Administration Building Phase II; authorizing the City Manager to advertise for the required professional planning and design services; appointing a Certification Committee of not less than three appropriately licensed professionals from the City's staff; authorizing the City Manager to appoint a fourth Certification Committee Member from the private sector subsequent to receipt of the proposals and appointing John E. Gilchrist, Director, Department of Development, as Chairman of the Competitive Selection Committee, all in accordance with FS Chapter 287.055 and City of Miami Ordinance No. 9572 adopted February 10, 1983, which Ordinance established procedures for contracting for such professional services and also established negotiation requiremectts with regard to the furnishing of such services. BACKGROUND: The Department of Development recommends the attached resolution designating as a Category 'a' Project the planning and design of tine City Administration Builaing Phase II; authorizing the city Manager to advertise for the required professional planning and design services; appointing a Certification committee of not less than three appropriately licensed professionals from the City's staff; authorizing the City Manager to appoint a fourth Certification Committee Member from the private sector subsequent to the receipt of proposals and appointing John E. Gilchrist, Director, Department of Development as Chairman of the Competitive Selective Committee. 0�9 -1 '88-32b e Honorable Mayor and Members of the City Commission Page two In 198G construction was completed on the City's Administration Building located within the Government Center area of Downtown Miami and a portion of the City's administrative offices were relocated to this facility. in order to improve services and consolidate all of the City's administrative offices in the Government Center, a Program Development and Needs Assessment Analysis is currently being conducted to determine the size and development program for a second City Administration Building referred to as Phase II. Once the Analysis is complete it will be in the City's best interest to proceed with the planning and design of this new facility. The attached resolution initiates the professional planning and design Consultant Selection process as established by Florida Statutes Chapter 267.055 and City of hiiami Ordinance 9572, adopted February 10, 1983.
