CITY OF MIAMI ON MAY 9, 1988 AUT14ORI Z I NG THE CLOSURE OF DESIGNATED STREETS TO THROUGH VEHICULAR TRAFFIC, SUBJECT TO THE ISSUANCE OF PERMITS BY THE DEPARTMENTS OF POLICE AND FIRE, RESCUE AND INSPECTION SERVICES; AND THE CONDITION THAT THE CITY WILL BE INSURED AGAINST ANY POTENTIAL LIABILITY. WHEREAS, Metropolitan Dade County in cooperation with City of Miami will conduct a parade on May 9, 1988; and WHEREAS, certain streets must be closed to through vehicular traffic during specified dates and hours to insure the safety of participants and pedestrians attending this event; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. In order to effectuate safe passage during the "Say No To Drugs" Parade to be conducted by Metropolitan Dade County in cooperation with the City of Miami, the following streets are hereby closed to through vehicular traffic from 11:30 A.M. to 1:00 P.M. on May 9, 1988 as specified below: Flagler Street from Biscayne Boulevard to West First Avenue. Southeast 3rd Avenue from East Flagler Street to Southeast First Street. Northwest First Avenue from West Flagler Street to to Northwest First Street. Northwest First Street from Northwest First Court to Northwest Second Avenue. Included in the herein closure are all streets, avenues, alleys, ways and thoroughfares which intersect the enumerated areas delineated in this Section. Section 2. Such closing of streets is subject to State approval and issuance of permits by the Departments of Police and Fire, Rescue and Inspection Services. Said permit from the Department of Police is to be issued upon full approval of the CITY COMMISSION MEETING OF APR 14 1988 98-31 P DN No. Chief of Police after giving all due consideration to the safety and traffic needs of residents, businesses, and religious institutions in the area for entering and crossing through said arterials and upon the favorable exercise of the City Manager's judgement predicated upon all factors set forth herein. Odi City Manager RECOMMENDATION: DATE i1AR 3 1 1988 "LE SusiEC* Resolution Closing Streets for "Say No To Drugs " Parade REFERENCES Commission Agenda Item ENCLOSuREApr i 1 14, 1988 It is respectfully recommended that the City Commission adopt the attached resolution authorizing the closure of certain streets for a parade to be conducted by Metropolitan Dade County in cooperation with the City of Miami on May 9, 1988. The street closures are subject to the issuance of permits by the Departments of Police and Fire, Rescue and Inspection Services. BACKGROUND: The Department of Community Development has prepared the appropriate legislation for the closure of Flagler Street between Biscayne Boulevard and West First Avenue for the "Say No To Drugs" Parade to be conducted by Metro -Dade in cooperation with the City of Miami on Monday, May 9, 1988. The parade will start at 12:00 noon at the intersection of Flagler Street and Biscayne Boulevard and proceed West on Flagler Street to the Metro Government Center, 111 N.W. First Street. The parade which is being conducted in connection with the "Just Say No To Drugs Campaign, focuses attention on a drug -free community. The parade will feature Metro -Dade and City of Miami officials, sanitation trucks, police vehicles and high school marching bands. Attachment: (1) Resolution 0 -/ 95-315
