A RESOLUTION AUTHORIZING AN AMh:N1)MF.NT OF THE EXISTING CONTRACT WITH VALLE-AXELBERD AND ASSOCIATES, INC., FOR THE PURPOSE OF ADMINISTERING PSYCHOLOGICAL SCREENING PROCEDURES FOR POLICE OFFICER APPLICANTS FOR AN ADDITIONAL TWELVE MONTH PERIOD AT A COST NOT TO EXCEED FORTY-SEVEN THOUSAND ONE HUNDRED AND SEVENTY-FIVE DOLLARS ( $47, 175) WITH FUNDS THEREFOR Aw,UCA,m) FROM THE POLICE DEPARTMENT BUDGET; SAID AMENDMENT TO BE IN A FORM ACCEPTABLE TO THE CITY ATTORNEY. WHEREAS, there is an existing contract with Valle-Axelberd and Associates, Inc. duly entered into on May 1, 1987 for the purpose of administering psychological screening procedures for police officer applicants; .ind WHEREAS, it is appropriate to extend this contract for an additional twelve month period as authorized in the existing contract; and WHEREAS, the funds necessary for the extension of this contract are available from the operating budget of the Police Department, account code 290201-260; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The City Manager is hereby authorized to extend the existing agreement with Valle-Axelberd and Associates, Inc. for psychological screening of Police Officer candidates for an additional twelve month period with funds not to exceed $47,175 therefor hereby allocated from the operating budget of the Police Department. Odio City Manager * V RECOMMENDATION: DATE March 30, 1988 "LE su8.ECr Proposed Resolution and Contract Extension - Psychological Services for Police Officer Selection 01E01ERENCEi ENCLOSURES It is recommended that the City Commission adopt a Resolution authorizing a twelve-month extension of the existing contract with Valle-Axelberd and Associates, Inc., to provide psycho- logical screening for Police Officer applicants at a cost not to exceed -"0'47,175 with funds available in the Police Department operating budget. BACKGROUND: As a result of my formulating a Police Task Force in December, 1986, the Departments of Personnel Management and Police analyzed the Police Officer selection process. The Police Task Force, consisting of top members of my staff and of the Police Depart- ment staff, jointly reviewed procedures with the Police Depart- ment and recommended changes directed at strengthening operations and improving the efficiency of internal operating procedures. One of the main areas of concern was the need for clinical psychological evaluation of Police Officer candidates. The analysis by the Departments of Personnel Management and Police resulted in several recommendations designed to incorporate comprehensive job -related selection practices and techniques which provide for more in-depth screening of candidates. Included in the recommendations was the incorporation of compre- hensive psychological screening within the Police Officer selec- tion process. On May 1, 1987, the City entered into a contract with Valle-Axelberd and Associates, Inc., to provide psychologi- cal screening of Police Officer applicants. The original contract which expires April 30, 1988, contains a provision to allow for an additional twelve-month extension. CPS -/ 88-294 . The Honorable Mayor and Members of the City Commission March 309 1988 Page 2 The incorporation of the comprehensive psychological screening has served to increase the effectiveness of police hiring practices. Therefore, I am recommending a twelve-month extension of the existing contract with Valle-Axelberd and Associates, Inc. Funds not to exceed $479175 are available in the operating budget of the Police Department. The contractual cost per police applicant evaluation is $185.00. Each applicant will undergo five (5) screening devices designed to identify undesirable as well as desirable job -related characteristics. Attachments T- r AMENDMENT NO. I VALLE-AXELBERD AND ASSOCIATES, INC. An amendment to the Agreement dated May 1, 1987 between the City of Miami, hereinafter referred to as the "CITY" and VALLE- AXELBERD AND ASSOCIATES, INC. hereinafter referred to as the "CONTRACTOR". WHEREAS, the City Commission passed Resolution No. 87-235 on March 13, 1987 authorizing the City Manager to execute a professional services agreement with Valle-Axelberd and Assciates, Inc. for the purpose of administering Psychological screening procedures for police officer applicants. WHEREAS, the original Agreement expired on April 30, 1988 and contained a provision to allow for an additional twelve month extension. WHEREAS, the City would like to extend this Agreement for an additional twelve month period; and WHEREAS, funds necessary for the extension of this contract are available from the operating budget of the Police Department. THEREFORE, in mutual consideration of the covenants made herein, and in the Agreement of which this is an Amendment, the parties hereto understand and agree as follows: 1. That Article III, Terms of Contract of this Agreement between the parties, above stated, is hereby amended to read terminate on the 30th day of April, 1989-. 2. Total payments to the CONTRACTOR for the twelve month term of the extension shall not exceed forty-seven thousand one hundred and seventy-five dollars ($47,175). 3.
