A RESOLUTION AUTHORIZING THE CITY
MANAGER TO EXECUTE AN AGREEMENT, IN A
FORM ACCEPTABLE TO THE CITY ATTORNEY,
WITH METROPOLITAN DADE COUNTY 1) FOR
DATA CONVERSION PROGRAM AND PROGRAM
MODIFICATION SERVICES PERFORMED BY THE
MIAMI-DADE WATER AND SEWER AUTHORITY
DEPARTMENT IN CONJUNCTION WITH THE
IMPLEMENTATION PHASE OF THE CITY OF
MIAMI STORMWATER UTILITY PROGRAM,
USING PREVIOUSLY ALLOCATED FUNDS IN
THE AMOUNT OF $17,500 FROM THE 1984
STORM SEWER GENERAL OBLIGATION BOND
FUND, PROJECT NO. 352250, CITYWIDE
STORM DRAINAGE MASTER PLAN; AND 2) FOR
UTILITY BILLING AND COLLECTION
SERVICES ESTABLISHED AT $1.59 PER
BILL; ; AUTHORIZING PAYMENT OF BILLING
AND COLLECTION SERVICES FROM PROCEEDS
OF THE STORMWATER UTILITY FEE.
WHEREAS, The City Commission enacted Ordinance No. 10395 on
March 10, 1988 establishing a Stormwater Utility Program and
billing system; and
WHEREAS, said Ordinance identifies the Miami -Dade Water and
Sewer Authority Department as the agency that will collect the
Stormwater Utility fees in behalf of the City; and
WHEREAS, in order to complete the implementation phase of the
Stormwater Utility billing system it will be necessary for the
Miami -Dade Water and Sewer Authority Department to provide
1; certain services, namely, the preparation of data conversion
programs and existing program modifications; and
WHEREAS, the Miami -Dade Water and Sewer Authority Department
has estimated said conversion and implementation programming to
cost $17,500; and
WHEREAS, the Miami -Dade Water and Sewer Authority Department
will bill and collect all stormwater fees and administer utility
operations in behalf of the City as part of its regular billing
mechanism; and

WHEREAS, it will be necessary for the City of Miami to
compensate the Miami -Dade Water and Sewer Authority Department
for said billing, collection and administrative services; and
WHEREAS, payment to the Miami -Dade Water and Sewer Authority
Department as compensation for said services has been established
at $1.59 per bill; and
WHEREAS, said conversion and implementation costs and billing
and collection charges are fair and reasonable compensation for
these services; and
WHEREAS, it will be necessary for the City to enter into an
agreement with Metropolitan Dade County to provide for data
conversion and implementation services and for the regular
billing, collection and administrative services in connection
with the Stormwater Utility billing system.
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The City Commission hereby authorizes the City
Manager to execute an agreement, in a form acceptable to the City
Attorney, with Metropolitan Dade County for data conversion
programs and existing program modification services in connection
with the implementation of a Citywide Stormwater Utility Program
and for services provided for the regular billing and collection
of fees and administration of the stormwater utility system.
Section 2. Funds for said programming services are hereby
allocated in an amount not to exceed $17,500 from the 1984 Storm
Sewer General Obligation Bond Fund, Project No. 352250, Citywide
Storm Drainage Master Plan.
Section 3. A compensation fee payable to the Miami -Dade Water
and Sewer Authority Department of $1.59 per bill in connection
with the billing and collection of all stormwater utility charges
is hereby approved.

Section 4. Deductions from the proceeds of the stormxater
Utility collections as payment for said compensation are hereby
approved.

RECOMMENDATION:
It is respectfully recommended that the City Commission adopt a
Resolution authorizing the City Manager to execute an Agreement
with Metropolitan Dade County for programming services in
conjunction with the implementation of a Stormwater Utility
Program and for the collection of utility fees.
BACKGROUND:
The Department of Public Works, in developing a Stormwater
Utility Ordinance, recommended that the Stormwater Utility fee be
collected by the Miami -Dade Water and Sewer Authority Department
in behalf of the City. This recommendation was made a part of
Lhe SLurIuwctLer ULilit.y Ordinance enacted by the City Commission
on March 10, 1988. In order to complete the implementation phase
of the Stormwater Utility billing system, it will be necessary
for the Authority to prepare new data conversion programs and
modify existing programs in conjunction with its billing system.
The Authority has estimated these program services to cost
$17,500. Additionally, it will be necessary for the City to
compensate the Authority for services in connection with the
regular collection of fees and administration of the utility
billing system. The service fee to be reimbursed to the
Authority has been established at $1.59 per bill. An agreement
must be entered into between the City and Dade County to
compensate the Miami -Dade Water and Sewer Authority Department
for the programming and billing services.
The Department of Public Works recommends the adoption of the
attached Resolution authorizing the City Manager to execute an
Agreement with Dade County for services in conjunction with the
Stormwater Utility Program implementation and regular billing
operations.
