Odio Collection of Utility City Manager ENCLOSURES Fees RECOMMENDATION: It is respectfully recommended that the City Commission adopt a Resolution authorizing the City Manager to execute an Agreement with Metropolitan Dade County for programming services in conjunction with the implementation of a Stormwater Utility Program and for the collection of utility fees. BACKGROUND: The Department of Public Works, in developing a Stormwater Utility Ordinance, recommended that the Stormwater Utility fee be collected by the Miami -Dade Water and Sewer Authority Department in behalf of the City. This recommendation was made a part of Lhe SLurIuwctLer ULilit.y Ordinance enacted by the City Commission on March 10, 1988. In order to complete the implementation phase of the Stormwater Utility billing system, it will be necessary for the Authority to prepare new data conversion programs and modify existing programs in conjunction with its billing system. The Authority has estimated these program services to cost $17,500. Additionally, it will be necessary for the City to compensate the Authority for services in connection with the regular collection of fees and administration of the utility billing system. The service fee to be reimbursed to the Authority has been established at $1.59 per bill. An agreement must be entered into between the City and Dade County to compensate the Miami -Dade Water and Sewer Authority Department for the programming and billing services. The Department of Public Works recommends the adoption of the attached Resolution authorizing the City Manager to execute an Agreement with Dade County for services in conjunction with the Stormwater Utility Program implementation and regular billing operations. is 88-2W. .
