HomeMy WebLinkAboutR-88-02880 J-88-303 04/06/88 RESOLUTION NO. 148.28d A RESOLUTION APPROVING THE PURCHASE OF ADDITIONAL MICROCOMPUTERS AND PERIPHERAL EQUIPMENT FROM BURROUGHS CORPORATION, NOW UNISYS CORPORATION, UNDER AN EXISTING DADE COUNTY CONTRACT FOR THE ENHANCEMENT OF: THE POLICE DEPARTMENT'S ELEVEN -POINT PLAN; THE FIRE DEPARTMENT'S COMPUTER AIDED DISPATCH SYSTEM; EXISTING COMPUTER SYSTEMS IN THE PLANNING DEPARTMENT; AT A PROPOSED COST OF: $148,000.00 FOR THE POLICE DEPARTMENT, ALLOCATING FUNDS THEREFOR FROM THE DEPARTMENT'S CAPITAL IMPROVEMENT PROJECT NO. 312014, INDEX CODE 299401-84U; $119,000.00 FOR THE FIRE DEPARTMENT OVER A PERIOD OF FIVE (5) YEARS WITH A FISCAL YEAR 1987-88 PAYMENT OF $37,686.00, ALLOCATING FUNDS FROM THE DEPARTMENT'S CAPITAL IMPROVEMENT PROJECT NO. 313212, INDEX CODES 289401-840 AND 880; $37,440.00 FOR THE PLANNING DEPARTMENT OVER A PERIOD OF FIVE ( 5 ) YEARS WITH A FISCAL YEAR 1987-88 PAYMENT OF $7,880.00, ALLOCATING FUNDS FROM THE DEPARTMENT'S FISCAL YEAR 1987-1988 GENERAL FUND, INDEX CODE 380101-880 FOR THE AMOUNT OF $4,640.00 AND FROM THE MIAMI COMPREHENSIVE NEIGHBORHOOD PLAN, ACCOUNTS 110039-380245 AND 125001-380246 FOR THE AMOUNT OF $3,240.00; AUTHORIZING THE CITY MANAGER TO INSTRUCT THE CHIEF PROCUREMENT OFFICER TO ISSUE PURCHASE ORDERS FOR THE EQUIPMENT. WHEREAS, the five years data processing plan prepared for the City and approved by the Commission on September 7, 1983 called for the development of a unified policy on the acquisition and support of word processing and microcomputers; and WHEREAS, over three hundred B-20 microcomputers have been installed in city-wide departments to provide a multitude of applications; and WHEREAS, there is a currently effective Dade County Contract, No. #1059-7/31/87-OTR with UNISYS Corporation for furnishing B-20 microcomputers and associated peripherals equipment; and WHEREAS, the Miami Police Department has implemented an Eleven -Point Plan to address its reorganization and restructuring with emphasis on efficiency, improved productivity and services, requiring additional microcomputers and peripheral equipment to assist with the development and monitoring of the Policing By CITY COMMISSION MEETING OF APR 14 1986 no. t i Objectives Project, and the Police Department, in conjunction with the Department of Computers, analyzed the need for additional microcomputers and peripheral equipment to enhance the existing Burroughs/UNISYS equipment in order to improve the Department's ability to access the most current mainframe computer files for up-to-date management reporting; and WHEREAS, the Miami Fire Department has implemented a Computer Aided Dispatch System to address a Management Information System which would assist departmental administrators in decision -making regarding fire safety, finance and training requiring additional microcomputers and peripheral equipment to assist with the development and monitoring of the Management Information Systems Project and the Fire Department, in conjunction with the Department of Computers, analyzed the need for additional microcomputers and peripheral equipment to enhance the existing Burroughs/UNISYS equipment in order to improve the Department's ability to access the most current mainframe computer files for up-to-date management reporting; and WHEREAS, the Miami Planning Department has the need to add to and expand the capacity of currently existing equipment along with having the capability to utilize IBM - compatible software in order to further the departmental goal of complete office automation and in order to allow the Department to meet the requirements of the Florida Local Government Comprehensive Planning Act; and WHEREAS, said firm's contract constitutes a responsible and responsive bid that meets the city's specifications for equipment; and WHEREAS, funds for these purchases are available in the Police Department Capital Improvement Project No. 312014, index code 299401-840 in the amount of $148,000.00; Fire Department Capital Improvement Project No. 313212, index codes 289401-840, and 880 in the amount of $37,686.00 for the Fiscal Year 1987-88 f fi payment, at a total cost of $119,000.00 over a five (5) year period; Planning Department Fiscal Year 1987-88 General Fund and Miami Comprehensive Neighborhood Plan, index code 380101-880 and accounts 110039-380245 and 125001-380246 in the amount of $7,880.00 for the Fiscal Year 1987-88 payment, at a total cost of $37,440.00 over a five (5) year period; and WHEREAS, the City Manager and the Director of the Department of Computers recommend that the purchase of said equipment from the UNISYS Corporation be approved; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The City Manager is hereby authorized to instruct the Chief Procurement Officer to issue purchase orders, under the existing Dade County contract with UNISYS Corporation, for the purchase of additional microcomputers and peripheral equipment for the purpose of: advancing the Miami Police Department's Eleven -Point plan; enhancing the Miami Fire Department's Computer Aided Dispatch System; expanding the capacity of existing computer systems in the Miami Planning Department; allocating funds from the Police Department Capital Improvement Project No. 312014, index code 299401-840, in an amount not to exceed $148,000.00; and from the Fire Department Capital Improvement Project No. 313212, index codes 289401-840 and 880; in the amount of $37,686.00 for the Fiscal Year 1987-88 and in amount not to exceed a total cost of $119,000.00 over a five (5) year period; and from the Planning Department Fiscal Year 1987-88 General Fund, index code 380101-880 and Miami Comprehensive Neighborhood Plan, accounts 110039-380245 and 125001-380246, in the amount of $7,880.00 for the Fiscal Year 1987-88 in an amount not to exceed a total cost of $37,440.00 over a five (5) year period. Odio City Manager aNCLOSURas RECOMMENDATIONc MAR 3 1 1988 "La Recommendation for Resolution Authorizing Purchase of Unisy Corporation Micro compu- ter/Peripheral Equipment It is respectfully recommended that the City Commission adopt the attached resolution authorizing the purchase of additional microcomputers and peripheral equipment from Burroughs Corporation, now the Unisys Corporation for the followings 1) Enhancement of the Miami Police Department's Eleven -Point Plan at a proposed cost of $148,000 funded from Capital Improvement Project No. 312014, "Police Microcomputer and I.D. System Enhancements". 2) Enhancement of the Miami Fire Department's Computer Aided Dispatch System. The proposed cost of $119,000 over a period of five years with the Fiscal Year 1987-88 payment of $37,686, will be funded from Capital Improvement Project No. 313212, "Computer Aided Dispatch System". 3) Adding to and expanding the capacity of existing equipment in the Miami Planning Department in order for the department to further its goal of complete office automation, as well as, having the capability to utilize IBM - compatible software now being developed by and for planners nationwide. The proposed cost of $37,440 over a period of five years with the Fiscal Year 1987-88 payment of $7,880, will be funded from the Planning Department FY'88 General Fund, index code 380101-880, "Capital Leases" and "Miami Comprehensive Neighborhood Plan" accounts 110039-380245 and 125001-380246. BACKGROUND: In Fiscal Year 1983-84, the Department of Computers began the conversion and enhancement of all Police systems from the DEC Microcomputers to the Burroughs B-7900 and a Resolution No. 83-795 was issued to cover these purchases. Police Department Capital Improvement Funds for the conversion and enhancement were provided in a joint effort to upgrade microcomputers to state-of-the-art equipment to meet the City's needs for many years. N -1 r Page TWO The Honorable Mayor and Members of the City Commission With the acquisition of the Burroughs B-7900 computers, terminals and microcomputers were introduced to the Police Department to maintain systems to perform tasks which had previously been performed manually. With the recurrent demands for more and more data manipulation for management analysis, on-line F.A.M.I.S. financial systems and personnel systems, office automation, data management, spreadsheet applications, as well as emergency systems, there is a more fervent demand for microcomputer equipment to assist with the handling of an ever increasing workload. The Miami Police Department developed an Eleven -Point Plan which called for the reorganization and restructuring of the Police Department with emphasis on efficiency, improved productivity and services. In order to complete the full implementation of this plan, it is necessary to purchase additional microcomputers and peripheral equipment to assist with the development and monitoring of the Policing -By -Objectives Project. The Police Department, in conjunction with the Department of Computers, has analyzed the additional microcomputer needs to provide the most efficient configuration of the existing equipment which will be supported by the additional microcomputers and peripheral equipment and has developed a Police Department -wide Microcomputer Plan. The Department -wide Microcomputer Plan will enhance the Department's ability to access the most current mainframe computer files for up-to-date management reporting. Concurrently, in Fiscal Yea: 190-3-94. the Department of Computers began the conversion and enhancement of all systems in the Department of Fire, Rescue and Inspection Services from the Burroughs B-6800 to the Burroughs B-7900. Fire Department Capital Improvement Funds for the conversion and enhancement were provided in a joint effort to upgrade microcomputers to state-of-the-art equipment to meet the City's needs for many years. With the acquisition of the Burroughs B-7900 computers, terminals and microcomputers were introduced to the Fire Department to maintain systems to perform tasks which had previously been performed manually. Subsequently, the Miami Planning Department, based on an internal survey and the increasing workload created by the state new planning legislation, currently needs to add and expand the capacity to its current equipment for word processing and microcomputers. It additionally requires the need to add the capability to utilize IBM - compatible software now being developed by and for planners nationwide. It is therefore, respectfully recommended that the City Commission adopt the attached resolution authorizing the purchase of additional microcomputers and peripheral equipment from Unisys Corporation.
