CLAUSE�
WHEREAS, the City commission adopted Ordinance No. 10347 on
November 19, 1987, establishing appropriations for the
implementation of Capital improvements in the City of Miami; and
WHEREAS, in accordance with Section 2.136 of the Miami City,
Code (1980), the Planning Department has prepared and submitted
to the City commission a Capital Improvement Program (CIP) that
identities the sources of funding of all proposed capital
projects valued at $5,000 or more for the program years 1987-
1993; and
WHEREAS, this Program was adopted by the city Commission by
Resolution No. 87-935 on October 22, 1987; and
WHEREAS, the Property & Lease Management Division of the
General Services Administration Department performs the function
of acquiring property for development projects which the City is
presently implementing; and
WHEREAS, the acquisition of the herein property will assist
the City in implementing the marine -oriented development of
publicly owned properties along the Miami River from Southwest
2nd Avenue to Northwest 5th Street; and
WHEREAS, two appraisers retained by the City appraised the
Kreidt property at $20 000 and $31,400; and
WHEREAS, Resolution 77-73 established policy to provide a
bonus over the appraised value to property owners who sell their

CLAUSE.
WHEREAS, the City Commission adopted Ordinance No. 10347 on
November 190 1987, establishing appropriations for the
implementation of Capital Improvements in the City of Miami; and
WHEREAS, in accordance with Section 2.136 of the Miami City
Code (1960), the Planning Department has prepared and submitted
to the City Commission a Capital Improvement Program (CIP) that

Section 1. Section 1 of Ordinance No. 10347,

Ordinance for the acquisition of a 1,000+ square
river frontage as part of the
foot parcel of land with
implementation of the marine -oriented enhancement of publicly owned
property along the Miami River. This ordinance is a companion item
to Resolution authorizing offer to be made to Wallace Kreidt.
BACKGROUND
The General Services Administration Department has been working
with several departments in connection with the Northwest North
River Drive Project. The City owns an approximately .75 acre
triangular shaped parcel of land with 300 linear feet of river
frontage located between Northwest North River Drive and the Miami
River with public access to and from the site on Southwest Second
Street and Northwest North River Drive. This City owned site was
,acquired in 1975.
Via Resolution 85-1236, the City Commission adopted the Northwest
North River Drive Design concept that, among other things sets
forth a general development and implementation program for the
marine -oriented enhancement of publicly owned properties on the
Miami River between Southwest Second Avenue and Northwest Pifth
Streets
