We would like to offer testimony regarding future funding for the City of Miami/Douglas Gardens Senior Adult Day Care Center at Legion Park. As you know, this facility cares for 41 frail Miami residents with a variety of services designed to keep the elderly in their homes and prevent premature or needless long term insitutionalization. The Miami Jewish Homes remains committed to this day care program which has proven to be an integral part of a cost effective, viable method of delivering vital health care and social services to this segment of the population critically in need of this professional intervention. We have been deeply vital participation to.many more years assistance. I remember 13 years ago when the City Commission asked the Miami Jewish Home to open a day center for the frail elderly citizens of Miami. We already operated one such center at our main cam- pus, but agreed to open a second with the full support and backing of the City of Miami. In the true spirit of cooperation that reflected the joint commitment of Douglas Gardens and the City, the costs were to be shared and the space offered free of charge. That commitment by the Miami Jewish Home remains as firm today as it was 13 years ago. However, we can no longer operate this program without the con- tinued full support of the City of Miami. Over the past three years, we have witnessed the steady erosion of that support. In 1985, the city pro- vided $108,000. This past year, $35,000 was appro- priated. only emergency intervention by the State of Florida has kept the Center going. However, that intervention was temporary at best. The commitment was, and must remain, with the City of Miami. Wherever possible we will find other placements and services for our clients, but we know that some will have to be institutionalized. However, the alternative is equally unthinkable: to operate an understaffed program with fewer activities because of insufficient funding. Similar programs in other sections of Miami are being fully funded by the City. Yet Legion Park, which requires only 1/3 of its budget to be funded by the City and is the only city -supported adult day program in the northeast area, is being targeted for cuts. As a sensitive and caring leader of this community, please do not allow Legion Park to close. Work with us to ensure that this scenario does not take place. The frail elderly of Miami need us and depend on us. Together, let us continue to be there for them. It is my understanding that if the Center closes, many of the participants may become institutionalized and that their average age is 82, 95% are low income, 25% are Black, 13% are Hispanic, 62% are Caucasian, 75% have no family support and 100% have been evaluated as in need of nursing care. These may be difficult times budgetwise for the City of Miami but it seems to me that sufficient waste and controllable extraneous expenses can be curtailed to enable the City of Miami to keep its faith to these frail elderly, most of whom are indigent.
