RECOF4ENDATION:
It is respectfully recommended that the City Commission adopt the
attached resolution appointing regular members and two (2)
alternates to the Miami Waterfront Board.
BACKGROUND:
The Department of Parks, Recreation and Public Facilities has
prepared the attached legislation. The purpose of this
resolution is to fill vacancies by appointing two (2) regular
members and two (2) alternate positions to the Waterfront Board.
The enabling Resolutions (79-172, 81-429) provide for the City
Commission to appoint representatives to, this Board whenever
necessary.
The vacancies on the Board correspond to the following
categories:
Group VI (1) Nominated and representing the City of Miami
(2) Commission in the first position, to serve
Total until April 18, 1991.

Stella Korpella
(1) Nominated and representing the City of Miami
Commission in the fourth position, to serve
until April 18, 1991.

In accordance with Section 7 of the Resolution no. 79-172, the
two (2) vacant regular positions are due to the expiration of the
terms of Henry Givens (Group VI, position one) and Ronald Falkey
(Group VI, position 4). The two (2) positions for the alternate
categories have been vacant for the past term.
This Board consists of a total of eleven (11) members, including
the alternates.
This is a companion to an item requested by Stuart Sorg, Chairman
of the Waterfront Board. . Mr. Sorg has requested that the
appointment of James Wellington ((per Resolution No. 88-360,
April 14, 1988) be rescinded. Should the Commission vote to
approve the rescission, the following additional vacancy will
occur for a regular position:
Group III (1) Representing the Environmental and Conservation
groups (Izaak Walton League of America, Sierra
Club, Friends of the Everglades, Tropical
Audubon Society, Marine Wilderness) to serve a
term until April 18, 1991.

EXPERIENCE
Dr. Marcus has over 8 years experience in biological
oceanography, marine ecology and environmental assessment in
the coastal and wetland environments of South Florida. He
is Environmental Director at Consulting Engineering &
Science.
Prior to joining our firm, Dr. Marcus was the Environmental
Administrator with the Florida Department of Transportation
for Dade and Monroe Counties where he served as chief
environmental advisor and supervised all environmentally
related DOT activities including environmental documents,
public involvement and permitting. He was responsible for
ecological studies and research, environmental impact
statements, Section 4(f) statements, negative declarations,
environmental assessments and environmental permits.
He has developed and supervised restoration and enhancement
programs to establish new habitat and shoreline
stabilization using mangroves, seagrasses and riprap;
prepared environmental determinations and assessments on
numerous projects including marine, wetland, air and noise
impacts; and has prepared and submitted- numerous
environmental permit applications at the Federal, State and
local levels.
Dr. Marcus also spent two years as a coastal wetlands and
marina specilist with Dade County Department of Environemtal
Resources Manageement (DERM) working in restoration and
enhancement projects in Biscayne Bay and evaluating coastal
permit applications.
Dr. Marcus has.been active in scientific research on corals,
mangroves, and seag rasses sponsored by the U.S. Department
of Energy and Mobile Oil Corporation; authoring or co-
authoring twenty (20) publications. He has been associated
with Florida International University and the Greater
Caribbean Energy and Environmental Foundation. He has also
taught coral reef ecology and zoology at FIU and Broward
Community College as an adjunct professor.
