A RESOLUTION RESCIND= RESOLUTIO NO. 88-360, ADOPTED APRIL 14, 1988, WHICA APPOINTED JAMES WELLINGTON TO SERVE ON TAE CITY OF MIAMI WATERFRONT BOARD. r WHEREAS, the City Commission adopted Resolu�ion No. 88-360 on April 14, 1988 appointing James Wellington tO the City of Miami Waterfront Board; and WHEREAS, Stuart Sorg, Chairman of th Waterfront Board, has requested that said appointment be resci ded in order to give the Commission the opportunity to review the background of other nominees; NOW THEREFORE, BE IT RESOLVED,�BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. Od City Manage DATE: MAY 41988 FILE: sue�ECT Resolution Rescinding James Wellington's Appointment to the Waterfront Board REFERENCES: ENCLOSURES: RECOMMENDATION: It is respectfully recommended that the City Commission adopt the attached resolution rescinding the April 14, 1988 Resolution No. 88-360 which appointed James Wellington to the City's Waterfront Board. BACKGROUND: The Department of Parks, Recreation and Public E'acilities has prepared the attached legislation, at the request of Mr. Stuart Sorg, Chairman of Miami's Waterfront Board. The purpose of this resolution is to rescind the appointment of James Wellington, representing Group III on the City of Miami Waterfront Board. Attached is a letter explaining Mr. Sorg's request. A companion resolution has been prepared to fill this vacancy, should the Commission act affirmatively on this rescission. A third item is being presented to the Commission which would fill other existing vacancies on this board. 3E—I 88-438 14 A WALTER E. GOLBY Director April 22, 1988 Cit� of 4Riarai Mayor Xavier Suarez City of Miami 3500 Pan American Drive Miami, Florida 33133 Dear Mayor Suarez: First of all, let me apologize for the confusion that Commission meeting when I appeared for the purpose of Commission in appointing new members to the Waterfront CESAR H. ODIO City Manager occurred at the last assisting the Board. It was not until Saturday night at the Grand Opening of the Amphitheater and following a brief conversation with Commissioner Plummer, that I realized that a nominees' package had not been submitted to the Commissioners. This resulted from my operating under procedures that were in effect years ago and the City's staff that supports the Waterfront Board operating under current instructions from the Manager. I am pleased to report that we have our act together and I look forward to reappearing before the Commission at the May meeting. Mr. Mayor, I will be requesting at the next Commission meeting for your consideration to rescind the motion appointing Jim Wellington to the Waterfront Board. In the interim prior to the May meeting, I will schedule a meeting with you and the other Commissioners individually to review the names of the nominees and their credentials and at the same time, I will have the opportunity to discuss any additional nominees' considerations. I might add that the next appointment belongs to Commissioner DeYurre as all other commissioners have made past appointments. I would not want the Manager's office, the City Commission, or the Waterfront Board to be placed in the questionable position of giving preferential or priority treatment to nominees when other candidates who are equally or more qualified were not given the opportunity to have their credentials submitted to the Commission for review. As you know it has been the long standing custom and requirement regarding nominees for all City of Miami boards and committees that each nominee would have an equal opportunity. I will be requesting that the City Manager place the Waterfront Board back on the agenda for the purpose of: 1. rescinding the motion nominating Jim Wellington, 2. selecting regular and alternate members to the Waterfront Board, 3. to establish a process of rotation giving the City Commission the opportunity to install a nominee selection procedure.
