RESOLUTION NO. 89-457
A RESOLUTION CONCERNING THE MIRACLE LUNCH
BRUNCH ON JUNE 3, 1988 TO BE CONDUCTED BY
BUSINESS OWNERS AND MANAGERS ASSOCIATION,
PROVIDING FOR THE CLOSURE OF DESIGNATED
STREETS TO THROUGH VEHICULAR TRAFFIC;
ESTABLISHING A PEDESTRIAN MALL SUBJECT TO THE
ISSUANCE OF PERMITS BY THE DEPARTMENTS OF
POLICE AND FIRE, RESCUE AND IN�S�ECTION
SERVICES; FURTHER DIRECTING B.O.M.A.— O POST
A BOND TO COVER THE COST OF SOLID WASTE FEES
AND SERVICES; FURTHER ESTABLISHING AN AREA
PROHIBITED TO RETAIL PEDDLERS DURING THE
PERIOD OF THE EVENT; AUTHORIZING THE SALE OF
BEER AND WINE IN CONNECTION WITH SAID EVENTS
SUBJECT TO THE ISSUANCE OF ALL PERMITS
REQUIRED BY LAW; CONDITIONED UPON THE
REQUIREMENT THAT THE CITY WILL BE INSURED
AGAINST ANY POTENTIAL LIABILITY AND UPON
ORGANIZERS PAYING FOR ALL NECESSARY COSTS OF
CITY SERVICES ASSOCIATED WITH SAID EVENT.
BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. In order to effectuate safe passage and
establish a temporary pedestrian mall during the Miracle Lunch
Brunch on June 3, 1988 to be conducted by the Business Owners and
Managers Association, the following streets are hereby closed to
through vehicular traffic during the hours of 8:00 A.M. to 5:00
P.M. as specified below%
Flagler Street from Biscayne Boulevard to East 3rd Street
Included in the herein closure are all streets, avenues,
alleys, ways and thoroughfares which intersect the
enumerated areas delineated in this Section.
Section 2. Such closing of streets is subject to State
approval and issuance of permits by the Departments of Police and
Fire, Rescue and Inspection Services. Said permit from the
Department of Police is to be issued upon the full approval of
the Chief of Police after giving all due consideration to the

safety and traffic needs of residents, businesses, and religious
institutions in the area for entering and crossing through said
arterials and upon the favorable exercise of the City Manager's
judgement predicated upon all factors set forth herein.

EMARKS:
Section I. Business owners and Managers Association is
hereby directed to post a bond to cover the estimated cost of
Solid Waste fees and services.
Section 4. Pursuant to the provision of City Code Section
39-13 all retail peddlers' occupational licenses issued under the
provisions of Chapter 31 of the City Code, as amended, will not
be valid in the area of public right of way included on the above
designated streets and on all intersecting streets for two blocks
in all directions, during the dates and hours specified therein.
Section S. Upon the issuance of a temporary permit by the
Florida Department of Business Regulation, Division of Alcoholic
Beverages and Tobacco, to sell beer and wine pursuant to City
Code 54-12.1, the request of Business Owners and Managers
Association to sell beer and wine in soft containers for a one -
day period in connection with The Miracle Lunch Brunch is hereby
granted, subject to the issuance of all permits required by law.
Section 6. Such authorizations are hereby conditioned upon
the organizers obtaining insurance requirements as mandated by
the City of Miami and paying for all necessary costs of City
services.

Dear Ms. Kennedy:
Miami Children's 'Hospital provides a valuable service to our
community. Services like trauma care, research, training and
sppclal.ized medical services are provided daily to the youth of
our area.
Since the scope of services is much greater than the charges made
on an individual basis, it is necessary to ask for voluntary
^_ontributiona.
For the second year Building Owners and Managers Association of
Greater Miami has selected the Miami Children's Hospital Miracle
Network Telethon as the beneficiary of this year's charity drive.

Dear Mr. Odio:
The Building Owners and Managers Association of Greater Miami and One
Biscayne Tower are hosting the Second Annual "Miracle Lunch Bunch", a
Street Festival, at Flagler Street and Biscayne Boulevard on Friday,
June 3rd, 1988 to benefit Miami Childrens Hospital.
In order to hold this Festival, the "Miracle Lunch Bunch" needs the
help of the City of Miami in obtaining services, permits, etc. Below,

1. Permit to close Flagler Street from Biscayne Boulevard
to S..E. 3rd Avenue
2. Street Cleanup and Waste Removal
3. Police Patrol
4. Insurances necessary-
5. Fire Department Supervision
The Festival consists of booths selling food and beverages, including
beer and wine, one or two stages for entertainment, a raffle and
arts and crafts displays.
Since the Festival is for Charity, and there are no administrative costs
involved, it would be a tremendous help to have -the City of :Miami
issue the permits, licenses, insurances and provide the services free of
charge as was done last year. We greatly appreciate your helping us
bring this to the City Commission's attention and granting our request.
We would also like to invite the members of the City Commission as well
as yourself and Mayor Suarez to guests of honor at the Festival. Please

We would like to see this event be held annually and benefit Downtown
Miami as well as Miami Children's Hospital. With the help of the
City of Miami, it will be that and more.
