A RESOLUTION ACCEPTING, IN PRINCIPLE, THE BURLE-MARX
MASTER DESIGN PLAN FOR BISCAYNE BOULEVARD AND
INSTRUCTING THE CITY MANAGER TO CONDUCT PUBLIC
PRESENTATIONS OF THE CONCEPTUAL PLAN PREPARATORY TO A
COMMISSION HEARING ON ITS APPROVAL AS THE DESIGN
GUIDELINE FOR IMPROVEMENTS TO BISCAYNE BOULEVARD
PUBLIC RIGHT-OF-WAY AND ADJACENT FRONT YARD AREA
SETBACKS FROM THE MIAMI RIVER TO NE 18 STREET.
WHEREAS, Biscayne Boulevard has been historically recognized as the
primary entrance to downtown Miami, and a symbol of the city; and
WHEREAS, the condition of the boulevard has physically deteriorated in
recent years and no longer conveys an image consistant with its role; and
WHEREAS, the ongoing renewal and redevelopment of districts along the
boulevard including the Omni area, Park West, the public waterfront park
system and Dupont Plaza will rely upon an upgraded boulevard to unite and
showcase them; and
WHEREAS, a master design plan, commissioned by the New World Foundation,
has been prepared by noted artist and designer Roberto Burle-Marx for the
Boulevard from the Miami River to NE 18th Street;
NOW,THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1: The master design plan for Biscayne Boulevard prepared by
Roberto Burle-Marx as commissioned by the New World Foundation, including
sidewalk, crosswalk, landscaping, lighting and special feature designs, is
hereby accepted, in principle.
Section 2: The City Manager is instructed to conduct public
presentations of the plan to obtain community -wide comments on the conceptual
plan, prior to a public hearing to consider adopting the plan as the design
guideline for improvement of the Biscayne Boulevard public right-of-way, from
the Miami River to NE 18th Street, and where appropriate, according to Zoning
Ordinance 9500, the improvement of yard area setbacks fronting on the
boulevard.
Section 3: A public hearing before the City Commission to consider
adoption of the Burle-Marx plan as a design guideline for the Boulevard shall
be scheduled within 30 days of passage of this resolution.

It is respectfully recommended that the City Commission adopt the attached
resolution which accepts the design plan for the Biscayne Boulevard right-of-
way, from the Miami River to N.E. 18th Street, as designed by Roberto Burle-
Marx, instructs the City Manager to conduct public presentations of the plan
and schedules a public hearing after the Commission to consider formal
adoption of the plan as a design guideline.
BACKGROUND!
The Planning Department and the Downtown Development Authority have received
presentation boards which conceptualize the master design plan prepared by
Roberto Burle-Marx, under contract to the New World Foundation (an agency of
the Downtown Development Authority).
Mr. Burle-Marx is expected to be available at the Commission Chambers the
morning of May 12th.
It is now in order for the Commission to express its intent through this
resolution; to be followed by public presentations to receive public input and
support. A public hearing will be scheduled in the next 30 days in order for
the Commission to consider formal adoption of the design plan as a guideline.
