RESOLUTION NO.
A RESOLUTION DECLARING THAT THE MOST
ADVANTAGEOUS METHOD TO DEVELOP
IMPROVEMENTS ON CITY -OWNED
WATERFRONT LAND KNOWN AS THE NORRIS
CUT FILL SITE, A 70 ACRE TRACT
LOCATED AT THE NORTHERNMOST PORTION
OF VIRGINIA KEY, IS BY A UNIFIED
DEVELOPMENT PROJECT (UDP),
AUTHORIZING THE CITY MANAGER TO
PREPARE A DRAFT REQUEST FOR
PROPOSALS (RFP) FOR A UDP, AND
CONFIRMING THE SETTING OF A PUBLIC
HEARING FOR JUNE 9, 1988, AT 3z30
P.M., TO TAKE TESTIMONY REGARDING
THE RFP FOR THE DEVELOPMENT OF
DESTINATION RESORT FACILITIES
INCLUDING HOTEL, RECREATION, RETAIL,
AND ENTERTAINMENT USES, TO AUTHORIZE
THE ISSUANCE OF THE RFP, TO SELECT A
CERTIFIED PUBLIC ACCOUNTING FIRM AND
TO APPOINT MEMBERS OF A REVIEW
COMMITTEE.
WHEREAS, the City of Miami Charter Section 53(c) allows for
"Unified Development Projects" where an interest in real property
1 is awned or is to be acquired by the City and is to be used for
development of improvements; and
WHEREAS, the City Commission determines that for the
development of destination resort facilities including hotel,
recreation, retail and entertainment uses to be located on City-
owned waterfront land known as the Norris Cut Fill Site, a 70
j acre tract located at the northernmost portion of Virginia Key,
it is most advantageous for the City to procure from a private
person the following integrated package:
- Planning and design, construction, leasing and
management; and
WHEREAS, Charter Section 53(c) requires that the City
Commission hold a public hearing to consider the contents of the
Request for Proposals; and

ENCLOSURES:
It is respectfully recommended that the City Commission adopt the
attached Resolution declaring that the most advantageous method
to develop certain improvements on City -owned waterfront land
known as the Norris Cut Fill Site, a 70-acre tract located at the
northernmost portion of Virginia Key, is by a Unified Development
Project (UDP) and authorizing the City Manager to prepare a draft
j Request for Proposals (RFP). Said Resolution also confirming the
setting of a public hearing for June 9, 1988, at 2:30 P.M., to
take testimony regarding said RFP for the development of
destination resort facilities including hotel, recreation, retail
and entertainment uses; and at the conclusion of the Public
Hearing authorizing the issuance of the RFP, selecting a
certified public accounting firm and appointing members of a
review committee to evaluate proposals and report findings to the
City Manager as required by the City Charter and Code.
BACKGROUND:
The Department of Development recommends that the City Commission
determine it is most advantageous for the City to develop
destination resort facilities including hotel, recreation, retail
and entertainment uses at the northernmost portion of Virginia
Key by the Unified Development Project (UDP) process.
Due to the nature, of the proposed project and the uses the City
is seeking for the site, it is desirable that the City, as
defined in Section 18-52.9 and in accordance with Section 53 (c)
of the City of Miami Charter, procure from a private person the
following integrated package:

At the conclusion of a public hearing on June 9, 1988, the City
Commission authorizes the issuance of the RPP, selects a
3' certified public accounting firm and appoints members to a review
committee to evaluate proposals and render a written report to

It is recommended that the City Commission adopt the attached
resolution establishing said Unified Development Project and
authorizing the preparation of a draft Request for Proposals as
j specified herein.
