PLANNING, DESIGN AND ECONOMIC ANALYSIS OF THE OLD CITY INCINERATOR FACILITY; AUTHORIZING THE CITY MANAGER TO ADVERTISE FOR THE REQUIRED PROFESSIONAL PLANNING AND DESIGN SERVICES; APPOINTING A CERTIFICATION COMMITTEE OF NOT LESS THAT THREE APPROPRIATELY LICENSED PROFESSIONALS FROM THE CITY'S STAFF; AUTHORIZING THE CITY MANAGER TO APPOINT A FOURTH CERTIFICATION COMMITTEE MEMBER FROM THE PRIVATE SECTOR SUBSEQUENT TO RECEIPT OF THE PROPOSALS, AND APPOINTING JOSEPH A. INGRAHAM, DIRECTOR, DEPARTMENT OF SOLID WASTE, AS CHAIRMAN OF THE COMPETITIVE SELECTION COMMITTEE, ALL IN ACCORDANCE WITH FLORIDA STATUTES CHAPTER 287.055, AND CITY OF MIAMI ORDINANCE NO. 9572, ADOPTED FEBRUARY 10, 1983, WHICH ORDINANCE ESTABLISHED PROCEDURES FOR CONTRACTING FOR SUCH PROFESSIONAL SERVICES AND ALSO ESTABLISHED NEGOTIATION REQUIREMENTS WITH REGARD TO THE FURNISHING OF SUCH SERVICES. WHEREAS, in 1951 the City of Miami completed construction and commenced operation. of Incinerator No. 1 on 9.27 acres of City -owned land, located at 1950 NW 12 Avenue; and WHEREAS, this facility, which burned garbage and trash and generated steam that was sold to local hospitals, was closed in 1971 because of state pollution control regulations and it has remained out of operation since then; and WHEREAS, in order to evaluate the City's options .for reuse of this property, currently assessed at $6,087,455 and comply with forthcoming state legislation related to recycling, the Incinerator Facility needs to be analyzed in terms of its potential for conversion to various types of recycling, composting, waste to energy and/or cogeneration and the CITY COMMISSION MEETING OF MAY 12 10 _ IN N.- f�1g"422 ■ regulatory And economic opportunities And constraints of each Or these and any other options; and WHEREAS, based on this &hblYSigo the City will be able to consider its options and it appropriate Move forward with the planning, design, construction and operation of this facility, in the most beneficial manner; and WHEREAS,' It order to 'produce the initial analysis and subsequently proceed with the development option selected by the City, professional Environmental Planning and Designt and Economic Feasibility Services are required from consultants with expertise and experience in, the planning, design, regulation, operational requirements and economic analysis of resource recovery system; and WHEREASt in acquiring the professional services for the initial analysis phase the City, may also ,choose.to contract with these consultants for the subsequent planning, design, and construction admini,stration 'phases of this project, re,quire that the selected design team provide- professional expertise in. additional areas, solicit thee professional expertise in .additional". areas, solicit the: professional, expertise of other design professionals ora, proceed:,in an, alternate direction to be ,established once the initial.analysis is complete;.and ..WHEREAS,, the City Manger recommends, that the planning and design, including the initial Environmental. Planning and Design!, Economic- Feasibility Study of the Redevelopment of the IncineratorFacility be designed as Category IBI Project: in Page 2 acdordance With the provisions of Ordinance No. 9579t F.tbroarY 10, 198S; and WHEREAS; Ordinance No. 9572 also requires the establishment of a Certification Committee Of not less than three professionals qualified in the fields of endeavor or practices involved 1.11 the project, to review the qualifioations, performance data and relatedinformation provided by those responding to the City's Request for professional Services; and WHEREAS, in order to enhance the expertise of the Certification Committee it is desirable to appoint an appropriately qualified professional from. the private sector as the fourth' Certification Committee `Member, subsequent to the receipt of the proposals, to participate in the Certification Committee's required activities; and WHEREAS, in accordance with the Ordinance No. 9572 the Certification Committee shall in reviewing the statements of qualification submitted by, .each provider include in the factors to ;be considered, adequacy and capability of personnel .for the project; the ability to meet time, schedules and budgets; good past. performance' and experience record; project administration and cooperation with others involved in the project; and WHEREAS, the City Manager recommends that Joseph A. The planning and design including the initial Environmental Planning and Design, and Economic Feasibility Study of the Redevelopment of the old Incinerator Facility Is hereby designated a Category 181 Project, it accordance with the provisions or City Ordinance No. 9572, adopted February 10, 1983# which Ordinance established procedures for contracting for certain professional services and also established competitive negotiation requirements with regard to the furnishing of such .services, Section, 2. The City Manager is: hereby authorized to advertise for the aforementioned professional planning and design services,,. including an Environmental Planning and Design, and Economic Feasibility Study and to issue a Request for Proposals for Professional Services Document.related to the procurement of such services, in accordance ,with .Ordinance No. 95720 �Sedtion 3. BACKGROUND: The Department of Solid Waste recommends the attached resolution designating as a Category 'B' Project the environmental planning, design and economic analysis of the Old City Incinerator Facility; authorizing the City Manager to advertise for the required professional planning and design services; appointing a Certification Committee of not less than three appropriately licensed professionals from the City's staff; authorizing the City Manager to appoint a fourth Certification Committee Member from the private sector subsequent to the receipt of proposals and appointing Joseph A. Ingraham, Director, Department of Solid Waste, as Chairman of the Competitive Selective Committee. In order to evaluate the City's options for reuse of this property, currently assessed at $6,087,455 and comply with forthcoming state legislation related to recycling, the Incinerator Facility needs to be analyzed in terms of its potential for conversion to various types of recycling, composting, waste to energy and/or cogeneration, and the regulatory and economic opportunities and constraints of each of these and any other options. Based on this analysis, the City will be able to consider its options and if appropriate move forward with the planning, design, construction and operation of this facility, in the most beneficial manner. In order to produce the initial analysis and subsequently proceed with the development option selected by the City, professional Environmental Planning and Design, and Economic Feasibility Services are required from consultants with expertise and experience in the planning, design, regulation, operational requirements and economic analysis of resource recovery systems. In acquiring the professional services for the initial analysis phase, the City may also choose to contract with these consultants for the subsequent planning, design, and construction administration phases of this project; require that the selected design team provide professional expertise in additional areas; solicit the professional expertise of other design professionals or proceed in an alternate direction to be established once the initial analysis is complete. The attached resolution initiates the professional planning and design Consultant Selection process as established by Florida Statutes Chapter 287.055 and City of Miami Ordinance 9572, adopted February 10, 1983. It is therefore recommended that the proposed resolution be adopted by the City Commission on May 12, 1988. Attachment: Proposed Resolution 2 88-422.
