HomeMy WebLinkAboutR-88-0418348=427 4/25/88 RESOLUTION NO.�'1� A RESOLUTION CONCERNING THE 1988 MIAMI/SAHAMAS GOOMBAY FESTIVAL TO BE HELD JUNE 3, 41 AND 5, 1988, PROVIDING FOR THE CLOSURE OF DESIGNATED STREETS TO THROUGH VEHICULAR TRAFFIC,, - ESTABLISHING A PEDESTRIAN MALL SUBJECT TO THE ISSUANCE OF PERMITS BY THE DEPARTMENTS OF POLICE AND FIRE, RESCUE AND INSPECTION SERVICES; AUTHORIZING A TWO-DAY PERMIT TO SELL BEER AND WINE IN CONNECTION WITH SAID EVENT SUBJECT TO THE ISSUANCE OF ALL PERMITS REQUIRED BY LAW; FURTHER ESTABLISHING AN AREA PROHIBITED TO RETAIL PEDDLERS DURING THE PERIOD OF THE EVENT; CONDITIONED UPON THE REQUIREMENT THAT THE CITY WILL BE INSURED AGAINST ANY POTENTIAL LIABILITY AND UPON ORGANIZERS PAYING FOR ALL NECESSARY COSTS OF CITY SERVICES ASSOCIATED WITH SAID EVENT BEYOND THE COSTS ALLOCATED BY RESOLUTION #87- 1021 ADOPTED NOVEMBER 19, 1987. WHEREAS, the 1988 Miami/Bahamas Goombay Festival Committee is will conduct the Miami/Bahamas Goombay Festival to be held on June 3, 4 and 5, 1988 in Coconut Grove with a kickoff ceremony the evening of June 3rd in Peacock Park; and WHEREAS, certain streets must be closed to through vehicular traffic, establishing a pedestrian mall and an area j 4 restricting retail peddlers on June 4 and 5, 1988 during specified hours to ensure the safety of participants and Y attendees; and WHEREAS, the organizers of the event have requested i permission to sell beer and wine for a two-day period during the specified hours of the event; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. In order to effectuate safe passage and establish a temporary pedestrian mall during the 1988 Miami/Bahamas Goombay Festival, the following streets are hereby CITY CommsSI0x MEETING OF MAY 12 1988 KSOLUTION No. :`UAARKS: 1P closed to through vehicular traffic froth 6200 A*M, to 000 P,M. on June 4 and So 1088 as specified belowt roughs Road from U,.S. 1 to Grand Avenue Grand Avenue from Douglas Road to Matilda Street Commodore Plata from Grand Avenue to Main Highway Included in the herein closure are all streets, avenues# alleys, ways and thoroughfares which intersect the enumerated areas delineated in this Section. Section 2. Such closing of streets is subject to State approval and issuance of permits by the Departments of Police and Fire, Rescue and Inspection Services. Said permit from the Department of Police is to be issued upon the full approval of the Chief of Police after giving all due consideration to the safety and traffic needs of residents, businesses, and religious institutions in the area for entering and crossing through said arterials and upon the favorable exercise of the City Manager's judgement predicated upon all factors set forth herein. Section 3. Upon the issuance of a temporary permit by the Florida Department of Business Regulation, Division of Alcoholic. Beverages and Tobacco, to sell beer and wine pursuant to City Code 54-12.1, the request of the Miami/Bahamas Goombay Festival to sell beer and wine for a two-day period in connection with the 1988 Miami/Bahamas Goombay Festival to be held June 4 and 51 1988, is hereby granted subject to the issuance of all permits required by law. Section 4. Pursuant to the provision of City Code Section 39-13, all retail peddlers' occupational licenses issued under the provisions of Chapter 31 of the City Code, as amended, will not be valid on June 4 and 5, 1988, during the hours of 6:00 A.M. to 9:00 P.M. on the above designated streets and on all intersecting streets for two blocks in all directions. Section 5. Odio RERERENCESsell beer and wine/Goombay City Manager ENCLOSURESCommission Agenda Item May 12, 1988 RECOMMENDATION: It is respectfully recommended that the City Commission adopt .the attached resolution authorizing the necessary street closures, establishing a pedestrian mall, restriction of retail peddlers in the area and a two-day permit to sell beer and wine in connection with the 1988 Miami/Bahamas Goombay Festival to be conducted by the Miami/Bahamas Goombay Festival Committee. These authorizations are subject to and conditioned upon the issuance of all permits required by law and compliance with such conditions and limitations as prescribed by the City of Miami and upon the organizers paying for the cost of City services beyond the funding provided by Festival Resolution No. 87-1021 adopted November 19, 1987. BACKGROUND: The Department of Community Development has prepared the appropriate legislation in connection with the 1988 Miami/Bahamas Goombay Festival an annual event held in Coconut Grove to be conducted on June 3, 4 and 5, 1988. Miami/Bahamas Goombay Festival Committee has requested authorization for the closure of certain streets, restricting retail peddlers and a two-day permit for the sale of beer and wine in connection with the aforementioned Festival.
