TO TAKE TESTIMONY REGARDING THE MIAMI DESIGN DISTRICT SPECIAL IMPROVEMENT DISTRICT, ESTABLISHED FOR A ONE YEAR PERIOD BY RESOLUTION N0. 88-221 ON MARCH 10, 1988; AT SUCH TIME ALL PROPERTY OWNERS OR ANY OTHER PERSONS INTERESTED THEREIN SHALL APPEAR BEFORE THE CITY COMMISSION, AND BE HEARD AS TO THE PROPRIETY, ADVISABILITY AND COST OF MAKING SUCH IMPROVEMENTS, AGAINST EACH PROPERTY SO IMPROVED; IN ACCORDANCE WITH FLORIDA STATUTES CHAPTER 87-103, SENATE BILL No. 268 SECTION 170.07-170608, WHEREAS, the Florida State Charter Chapter 81-103, 170.01— 170.21 allows.for "the levy and collection of special assessments against property benefited for the purpose of stabilizing and improving retail and/or wholesale business districts and/or nationally recognized historic districts through promotion, management, marketing and other similar services in business districts of the municipality"; and WHEREAS, On March 10, 1988, by resolution No. 88--221, the City Commission declared the Miami Design District a Special Improvement District; and WHEREAS, Chapter 87-103, 170.07 of the Florida ,Statutes requires. that a -public hearing be held to hearthe testimony of all property owners,and other parties interested, pertaining to the Miami Design District Special Improvement District; and WHEREAS, Chapter '87-103, 170.08 of the Florida Statutes states that all final considerations for the special assessment will be given after hearing testimony from the affected property. owners as to making the improvements and funding the with special assessments, and further states that following testimony, the Miami City Commission shall make a final decision on whether to levy the special' assessments, and if approved a final assessment_ role' shall be filed with the City of Miami's Clerk's office and such.assessments.shall stand confirmed] CITY COMMISSION MEETING OF MAY 12 -11988 No. 14 NOW, THEREFORE* BE tT RESOLVED BY THE COMMSStON OF THE CtTY OF MIAMto VLORtbAt seetion t* A public 'heating set for June 9* 1988 at all property oonets and those 100 P.M. to 'hear to-stifhoftY of petgong interested in the Miarof Design District gpeciAl tmptovetftent district* is hereby scheduled. Background On March 10, the Miami City Commission estab-lis;iesi Lae Klawl Design District as a Special Assessment District for a period of one year to be known as the 1988 1tairni Design District 3pecial Improvement District; designating the property upon which the Special Assessment will be made for a portion of the cost of marketing management and promotion to stabilize, benefit and improve the Miami Design District. In order to proceed with the Special. Improvement District the above public. hearing must be established as required by Florida Statutes Chapter 87-103, Sections.170.07-170.08.
