A RESOLUTION AUTHORIZING THE CITY MANAGER TO
ACCEPT A RENTAL REHABILITATION PROGRAM GRANT
FROM THE U.S. DEPARTMENT OF HOUSING AND URBAN
DEVELOPMENT (HUD) FOR $918,000 TO INCREASE
THE SUPPLY OF AFFORDABLE, STANDARD HOUSING
FOR LOWER INCOME FAMILIES; AND FURTHER
AUTHORIZING THE CITY MANAGER TO SUBMIT THE
PROGRAM DESCRIPTION TO THE U.S. DEPARTMENT OF
HOUSING AND URBAN DEVELOPMENT FOR APPROVAL.
WHEREAS, Section 17 of the United States Housing Act of
1937 establishes a program known as the Rental Rehabilitation
Program to increase the supply of affordable, standard housing
for lower income families; and
WHEREAS, the City of Miami is experiencing a severe
rental housing shortage affordable to lower income families; and
WHEREAS, the U. S. Department of Housing and Urban
Development has allocated $918,000 of Rental Rehabilitation
Program Grant funds to the City of Miami; and
WHEREAS, a Rental Rehabilitation Program description is
required to be submitted to the U. S. Department of Housing and
Urban Development by May 19, 1988;
NOW THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE
CITY- OF MI AM I, FLORIDA:
Section I. The City Manager, as chief administrative
officer for the City of Miami, is hereby authorized to accept the
Rental Rehabilitation Program Grant from the U. S. Department of
Housing and Urban Development for $918,000.
Section 2. The City Manager is further authorized to
submit the required program description to the U. S. Department
of Housing and Urban Development.

It is respectfully recommended that the City Commission approve a
resolution authorising the City Manager to accept a Rental
Rehabilitation Program Grant from the U. S. Department of Housing and
Urban Development for $918,000 to increase the supply of affordable,
standard rental housing for lower income families, and further
authorizing the City Manager to submit the required program
description to the U. S. Department of Housing and Urban Development
for approval.
BACKGROUND:
The Housing Conservation and Development Agency recommends that the
City Commission authorize the City Manager to: (1) accept a Rental
Rehabilitation Program Grant from U. S. HUD for $918,000 and (2)
submit the required program description to U. S. HUD for approval.
The City of Miami has been designated eligible to receive an
allocation of $918,000 of FY 1988 Rental Rehabilitation Program Grant
funds by the U. S. Department of Housing and Urban Development. In
addition, Section 8 Vouchers will be made available based on a ratio
of one for every $7,500 of grant funds. Fiscal Year 1988 marks the
fifth consecutive year in which federal funds have been granted to
the City of Miami for this program.
The Rental Rehabilitation Program provides rental rehabilitation
grants to units of local government to help finance the cost of
rehabilitation of privately owned rental housing developments. The
Program is designed to increase the supply of standard housing units
affordable to lower income families. This is achieved by (1)
supplying government funds for financial assistance to rehabilitate
existing units and (2) providing rental subsidies in the form of
Section 8 vouchers to lower income families to help them afford the
rent of units in projects assisted with program funds or to find
alternative housing.

Rental Rehabititatiorn program Grant financing will be made available
to owners of real property located in Community Development Target
Areas. The funds will be used in conjunction with Community
Development Block Grant funds to leverage private dollars to finance
the rehabilitation of multifamily rental housing.
The program description must be submitted to the U. S. Department of
Housing and Urban Development by May 19, 1988- It is recommended
that the City Commission authorize the City Manager to accept this
