RESOLUTION NO, 89-4014
A RESOLUTION APPROVING THE PURCHASE OF THREE
(3) MICROCOMPUTERS, ONE (1) LASER PRINTER AND
PERIPHERAL EQUIPMENT FROM BURROUGHS
CORPORATION, NOW UNISYS CORPORATION UNDER AN
EXISTING DADE COUNTY CONTRACT FOR THE POLICE
DEPARTMENT; AT A PROPOSED COST OF $22,100;
ALLOCATING FUNDS THEREFOR FROM THE POLICE
DEPARTMENT'S CAPITAL IMPROVEMENT BOND FUND
PROJECT NO. 312017, INDEX CODE 299401-840;
AUTHORIZING THE CITY MANAGER TO INSTRUCT THE
CHIEF PROCUREMENT OFFICER TO ISSUE PURCHASE
ORDERS FOR THE EQUIPMENT.
WHEREAS, these microcomputers will be used by the Miami Police
Department to provide rapid correlation of information, cross
referencing of names, addresses, vehicles, etc. and rapid retrieval
of all entered data involving homicide investigations; and
WHEREAS, hundreds of man-hours will be saved, and a more
professional and precise investigation will be conducted involving
major high profile cases which generate enormous volumes of
information; and
WHEREAS, there is a currently effective Dade County Contract,
No. #1059-7/31/87-OTR,. with UNISYS Corporation for furnishing B-20
microcomputers and associated peripheral equipment; and
WHEREAS, funds for these purchases are available in the Police
Department Capital Improvement Project No. 312017�index code #299401
840 in the amount of $22,100; and
WHEREAS, the City Manager and the Director -of the Department of
Computers recommend that the purchase of said equipment from the
UNISYS Corporation be approved;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The City Manager is hereby authorized to instruct
the Chief Procurement Officer to issue a purchase order, under the
existing Dade County contract with -UNISYS Corporation, for the
purchase of additional microcomputer and peripheral equipment use by
the Miami Police Department's Homicide Unit; allocating funds from

RECOMMENDATION:
SUBJECT Resolution Authorizing Purchase
of Unisys Corporation Micro
computer/Peripheral Equipment
REFERENCES
ENCLOSURES.
It is respectfully recommended that the City Commission adopt the
attached resolution authorizing the purchase of three (3) B-38
microcomputers, one (1) Laser Printer and peripheral equipment
from Burroughs Corporation, now the Unisys Corporation for use by
the Miami Police Department's Homicide Unit. The proposed cost
of $22,100 will be funded from the Miami Police Department's
Capital Improvement, Project Number 312017, "Police Department
Equipment Acquisition FY'88".
BACKGROUND:
As a result of the death of Officer Victor Estefan the Miami
Police Department's Homicide Unit initiated an intense
investigation which has generated an enormous amount of
information due to tips and leads. The Department of Computers
has loaned the Homicide Unit three B-38 microcomputers and
developed programs which provide rapid correlation of
information, cross referencing of names, addresses, vehicles,
etc. and rapid retrieval of all entered data.
It is the Department's understanding these computers will have to
be returned earlier than expected to the Department of Computers.
With the thousands of pages of documents generated thus far in
this investigation it is physically impossible to hand search the
case files for specific information.
The purchase of this computer equipment will revolutionize
current and future homicide investigations. Murder
investigations, such as the Stanley Cohen, Edvina Everett Blanc,
and the Juan Jose Peruyero cases, were major high profile cases
that generated volumes of information. If computerized, hundreds
of man-hours are saved and a more precise and professional

It is therefore, respectfully recommended that the City
Commission adopt the attached resolution authorizing the purchase

peripheral equipment from Unisys Corporation. The source of
funding will be the Police Department's Capital Improvement Bond
