$130,000 FROM THE SOUTH FLORIDA EMPLOYMENT
AND TRAINIG CONSORTium ro PROVIDE JOB
DEVELOPMENT AND PLACEMENT ACTIVITIES FOR
CUBAN/HAITLAN ENTRANTS AND REFUGEES,, AND
AUTHORIZING THE CITY MANAGER TO ACCEPT THE
AFOREMENTIONED GRANT AWARD AND ENTER INTO
THE NECESSARY CONTRACT AND/Ott AGREEMENT
WITH THE SOUTH FLORIDA EMPLOYMENT AND
TRAINING CONSORTIUM- CONTAINING A REPEALER
PROVISION AND A SEVLABILITY CLAUSE.
WHEREAS, the South Fl.ori.da Employment. and Training
Consortium has awarded the Neighborhoods Jobs Program of the City
of Miami. $130,000 to provide a job development. and pl.ace:ment
project for Cuban/Haitian entrants and refugees; and
WHEREAS, funds from the aforesaid. award are retroactive to
March 29, 1988 and this legislation is presented as an emergency
ordinance to recover operating costs incurred at the commencement
of the award;
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:
SECTION 1. The following Special. Revenue Fund is hereby
established and resources are hereby ' appropriated - as described
herein:
FUND TITLE: DHRS/ENTRANT ASSISTANCE, FY'87-88
RESOURCES: SOUTH FLORIDA EMPLOYMENT AND TRAINING
CONSORTIUM $130,000
APPROPRIATION; DHRS/ENTRANT ASSISTANCE, FY'87--88 $130,000
Section 2. This appropriation is contingent upon funding
allocation from the South Florida Employment and Training
Consortium and the City Manager's acceptance thereof.
Section 3 The City Manager is hereby authorized to accept,
the grant as set forth in the preamble to this ordinance and to
enter into the necessary contract and/or agreement to accept this
grant,

Section 2. This appropriation -is contingentupon funding

Section 6 This ordi-nance i.s hereby declared to be an
emergency measure on the grounds of urgent-. pub.l.i.c need for the
preservation of peace, health, safety, and property of the C:i.ty
of ` Mi:ami_ and upon the further grounds of the necessity to make
the requ:i.red and necessary payments to its employees and
officers, payment of its debts, necessary and required purchases
of goods and supplies, and to general.l.y carry on the functions
and duties of municipal- affairs
Section 7. The requirement of reading this ordinance on two
separate days i.s hereby dispensed with by a vote of not less than
four -fifths of the members of the Commission.
PASSED AND ADOPTED this 12th day of May 1988.

RECOMMENDATION
it is respectfully recommended that the City Commission adopt the
attached emergency ordinance which establishesa' new special
revenue fund entitled "DHRS/Entrant Assistance, FY'87-88"
appropriating $130,000 for a grant from the South Florida
Employment and Training Consortium and authorizes the City
Manager to accept the grant and enter into -the necessary
implementing agreement.
-BACKGROUND
The Department of Community Development has been advised' that the
Neighborhoods Jobs Program has been awarded a grant from the
South Florida Employment and Training Consortium in the amount of
$130,000 for the purpose of providing a job development and
placement program for Cuban/Ha.itian entrants and refugees.
Adoption of the proposed emergency ordinance authorizes the Ci_ty,,
Manager to accept the grant, establishes a new special revenue
fund appropriating the funds from the grant and authorizes the
City .Manager to enter into the necessary implementing agreement.
In order to receive grant funds to recover operating costs from
the March 22, 1988 commencement date of the program and enter
into the implementing agreement with the South Florida Employment
and Training Consortium, this ordinance is being submitted on an
emergency basis. -
