AN EMERGENCY ORDINANCE ESTABLISHING A NEW SPECIAL REVENUE FUND ENTITLED: "JTPA/OLDEEi WORKER, FY' 87•-88" , APPROPRIATING FOR THE SAME IN THE AMOUNT OF $17,800 FROM THE SOUTH FLORIDA EMPLOYMENT AN I) TRAINING CONSORTIUM TO PROVIDE JOB DEVELOPMENT AND PLACEMENT ACTIVITIES FOR PERSONS 55 YEARS OF AGE AND OLDER, AND AUTHORIZING THE CITY MANAGER TO ACEPT THE AFOREMENTIONED GRANT AWARD AND ENTER INTO THE, NECESSARY CONTRACT AND/OR AGREEMENT WITH THE SOUTH FLORIDA EMPLOYMENT AND TRAINING CONSORTIUM: CONTAINING A REPEALER PROVISION AND A SEVERABILITY CLAUSE. WHEREAS, the South Florida Employment and Training Consortium has awarded the Neighborhoods Jobs Program of the City of Miami $17,800 to provide a job development and placement project for persons 55 years or older; and WHEREAS, funds from the aforesaid award are retroactive to February 29, 1988 and this legislation is presented as an emergency ordinance to recover operating costs incurred at the commencement of the award; NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: SECTION 1. The following Special Revenue Fund is hereby established and resources are hereby appropriated as described herein.: FUND TITLE: JTPA/OLDER WORKER, FY - 87-88 RESOURCES: SOUTH FLORIDA EMPLOYMENT AND TRAINING CONSORTIUM $17,800 APPROPRIATION: JTPA/OLDER WORKER, FY'87-88 $17,800 Section 2. This appropriation is contingent upon funding allocation from the South Florida Employment and Training Consortium and the City Manager's acceptance thereof. Section 6. This ordinance is hereby declared to be an emergency measure on the grounds of urgent publ.ic need for the preservation of peace, health, safety, and property of the City of Miami. and upon the further grounds of the necessity to make the required and necessary payments to its employees and officers, payment of its debts, necessary and required purchases of goods and supplies, and to generally carry on the functions and duties of municipal affairs. Section 7. The requirement, of reading this ordinance on two separate days is hereby dispensed with by a vote of not less than four -fifths of the members of the Commission.
