At the time the Resolution No. 88-480 temporarily closing
certain streets was adopted, the City Commission indicated that
additional streets were to be included. However, City Code
Section 54-17 does not allow those additional streets to be
included without additional public notice specifically addressing
those streets. Accordingly, you should reflect the City
Commission action in its adding of those extra streets as simply
a Motion. A copy hereof is being sent to the appropriate
administrative department for its reference in beginning to take
the steps necessary to authorized temporary closing of those
extra streets in a subsequent resolution after a public hearing.

RESOLUTION NO,
A RESOLUTION AUTHORIZING THE DEPARTMENT 0
PUBLIC WORKS TO RESTRICT VEHICULAR ACCESS TO
INAGUA AVENUE, SWANSON AVENUE, TRAPP AVENUE,
AND LINCOLN AVENUE AT THE NORTHEASTERLY SIDE
OF THEIR INTERSECTION WITH AVIATION AVENUE,
AND INAGUA AVENUE, AND TRAPP AVENUE, AND
LINCOLN AVENUE AT THE EASTERLY SIDE OF THEIR
INTERSECTION WITH SOUTHWEST 27TH AVENUE BY
INSTALLING AND MAINTAINING TEMPORARY
BARRICADES AT SAID INTERSECTIONS FOR A NINETY
(90) DAY TRIAL PERIOD•, REQUIRING A SUBSEQUENT
POLL OF NEARBY PROPERTY OWNERS ON THE FUTURE
PERMANENCY OF SAID ACCESS RESTRICTIONS: AND
PROVIDING PERMANENCY PROCESS.
WHEREAS, at the February 25, 1988, City Commission meeting,
Transportation Analysis Professionals Inc, presented its findings
and recommendations of the Coconut Grove Traffic Study; and
WHEREAS, at said City Commission meeting, -a group of
property owners expressed concern to the City Commission about
the intrusion of undesirable traffic into theirresidential
neighborhood bounded by Southwest 28th Street, Tigertail Avenue,
Southwest 22nd Avenue and Southwest 27th Avenue, and requested
the City Commission to consider the restriction of vehicular
traffic into said neighborhood; and
WHEREAS, the Solid Waste Department has reviewed the subject
proposal and has expressed no objection to restricting vehicular
traffic at said intersections on a trial basis; and
WHEREAS, the Fire, Rescue & Inspection Services Department,
Police Department and Public Works Department have expressed
various objections to vehicular traffic restrictions at the
subject intersections; and
WHEREAS, notwithstanding said objections, it is in the best
interest and general welfare of the citizens of the City of Miami
to restrict traffic at' the subject streets, as specified,.on a
trial basis;

authorized and instructed to erect and maintainj for a 90-day
trial ptriodp temporary barricades at the following locations!
A6 Across tnagua Avenue# Swanson Avenue# Trapp
Avenue and Lincoln Avenue at the
northeasterly aide of their intersection with
Aviation Avenue:
and
b. Across Inagua
Avenue# Trapp and Lincoln
Avenue at the
easterly side of their
intersection with
southwest 27th Avenue.
Section 2. Said barricades
are to prevent vehicular access
only,
Section .3. After 60
days of the 90-day trial period have
elapsed, the Department of
Public Works shall send letters to all
property owners within a-.1000-foot
radius of the aforementioned
intersections soliciting,
their approval. or, disapproval for
construction of permanent'
barricades.The property owners shall
respond directly to. the.
Department'. of -Public Works utilizing
postage paid postcards included
with the letters.
Section 4.. Property.<
owner response' will be evaluated by
City Staff and the herein
'vehicular access prohibition shall be
made permanent only upon
approval of the, City Commission, by
Resolution, after a properly advertised public 'hearing on the
matter.
