RESOLUTION NO.
A RESOLUTION AUTHORIZING THE EXTENSION OF THE
EXISTING CONTRACT FOR LABORATORY SERVICES TO
TOXICOLOGY TESTING SERVICE, INC., APPROVED
ORIGINALLY BY RESOLUTION NO. 86-745, BID
NO. 85-86-96, TO PROVIDE LABORATORY SERVICES
TO THE PERSONNEL MANAGEMENT DEPARTMENT FOR
SIXTY DAYS AT A TOTAL PROPOSED COST OF
$30,000; ALLOCATING FUNDS THEREFOR FROM
BUDGETED FUNDS OF THE CITY'S ADMINISTRATIVE
DEPARTMENTS AND SPECIAL PROGRAMS AND
ACCOUNTS, SUBJECT TO THE AVAILABILITY OF
FUNDS.
WHEREAS, this service will be used by the Department of
Personnel Management for the purpose of performing pre -employment
and annual physical drug/alcohol screenings and to perform
substance abuse testing when needed; and
WHEREAS, funds for this purchase will be available from the
1987-88 Operating Budgets of the using departments and Special
Programs and Accounts; and
WHEREAS, this contract was originally approved by Resolution
No. 86-745 on September 11, 1986, and allowed for annual
renewals; and
WHEREAS, this contract has been extended on Resolution
No. 87-801.1 on September 8, 1987, for a period of ninety (90)
days; Resolution No. 87-1138 on December 10, 1987, for an
additional ninety (90) days; and by the City Manager on
February 25. 1988 by an amount not to exceed $4,500; and
WHEREAS, the City Manager and the Assistant City Manager for
the Department of Personnel Management recommend that the
extension for sixty days for laboratory services to be provided
by Toxicology Testing Service, Inc., be approved in order to
provide continuity of service;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:

REMARKS:
Seotioh 1. The extension of the existing contract with
Toxicology Testing Service, Inc. approved originally by
Resolution No. 86-745, Bid No. 85-86-96, to provide laboratory
services for the Department of Personnel Management for sixty
(60) days at a total proposed cost of $30,000 is hereby approved
with funds therefor hereby allocated from the operating budgets
of the using departments and Special Programs and Accounts.
Section 2. The City Manager is hereby authorized to
instruct the Chief Procurement Officer to issue a Purchase Order
for this service, subject to the availability of funds.

you in your deliberations at tomorrow's Meeting:

providing regulations for persons engaged in solid
waste collection] A provision for the renewal of the
waste hauler regulatory permit has been added to the
proposed ordinance. already distributed in the Agenda
Packet. The only other modification is the express
repealer of certain City Code Seotions (Seotions 22-
18.8 and 22-18.7) which will be redundant if the item
is approved. The attached ordinance should be
substituted in your Agenda Packet.
AdAnda Item e3 (J-88-483) [Emergency Ordinance
establishing surcharge on paid admissions to events at
City facilities and parks] As distributed in the
Agenda Packet, the above surcharge would apply to
events at the Miami Arena; however. this language
should be removed because the Miami Arena is not owned
by the City. A000rdingly, a new original approved
ordinance is being prepared and forwarded to the City
Cleric which does not contain this inapplicable
provision.
(J-88-487) [Resolution
authorizing extension of existing contract for
laboratory services] At the request of the Personnel
Management Department, we have prepared the attached
resolution which implements your direotion at the last
Commission Meeting (May 12, 1988, No. 88-420) that the
agreement for employee drug testing services be
extended on an interim basis only pending the City's
oompletion of the competitive procurement prooess for a
new long-term agreement to provide for this service.
