A RESOLUTION AUTHORIN NG THE DEPARTMENT OF
PUBLIC WORRS TO RESTRICT VEHICULAR ACCESS TO
INAGUA AVENUE; SWANSON AVENUE, TRAPP AVENUE,
AND LINCOLN AVENUE AT THE NORTHEASTERLY SIDE
OF THEIR INTERSECTION WITH AVIATION AVENUE,
AND INAGUA AVENUE. AND TRAPP AVENUE, AND
LINCOLN AVENUE AT THE EASTERLY SIDE OF THEIR
INTERSECTION WITH SOUTHWEST 27TH AVENUE SY
INSTALLING AND MAINTAINING TEMPORARY
BARRICADES AT SAID INTERSECTIONS FOR A NINETY
(90) DAY TRIAL PERIOD; REQUIRING A SUBSEQUENT
POLL OF NEARBY PROPERTY OWNERS ON THE FUTURE
PERMANENCY OF SAID ACCESS RESTRICTIONS; AND
PROVIDING PERMANENCY PROCESS.
WHEREAS, at the February 25, 1988, Citv Commission meeting,
Transportation Analysis Professionals Inc. presented its findings
and recommendations of the Coconut Grove Traffic Study; and
WHEREAS, at said City Commission meeting, a group of
property owners expressed concern to the City Commission about
the intrusion of undesirable traffic into their residential
neighborhood bounded by Southwest 28th Street, Tigertail Avenue,
Southwest 22nd Avenue and Southwest 27th Avenue, and requested
the City Commission to consider the restriction of vehicular
traffic into said neighborhood; and
WHEREAS, the Solid Waste Department has reviewed the subject
proposal and has expressed no objection to restricting vehicular
traffic at said intersections on a trial basis; and
WHEREAS, the Fire, Rescue & Inspection Services Department,
Police Department and Public Works Department have expressed
various objections to vehicular traffic restrictions at the
subject intersections; and
WHEREAS, notwithstanding said objections, it is in the best
interest and general welfare of the citizens of the City of Miami
to restrict traffic at the subject streets, as specified, on a
trial basis;

Section 1. The b0partMent of Public Works is hereby
authorized and instructed to erect and maintain# for a gb=day
trial Periods temporary barricades at the following locations:
a. Across Inagua Avenue, Swanson Avenue, Trapp
Avenue and Lincoln Avenue at the
northeasterly side of their intersection with
Aviation Avenue; and
b. Across Inagua Avenue, Trapp and Lincoln
Avenue at the easterly side of their
intersection with Southwest 27th Avenue,
Section 2. Said barricades are to prevent vehicular access
only.
Section 3. After 60 days of the 90-day trial period have
elapsed, the Department of Public Works shall send letters to all
property owners within a 1000-foot radius of the aforementioned
intersections soliciting their approval or disapproval for,._
construction of permanent barricades. The property owners shall
respond directly to the Department of Public Works utilizing
postage paid postcards included with the letters.
Section'4. Property owner response will be evaluated by
City Staff and the herein vehicular access prohibition shall be
made permanent only upon approval of the City Commission, by
Resolution, after a properly advertised public hearing on the
matter.

RECOMMENDATION:
It is respectfully recommended that the City Commission NOT adopt
the attached resolution authorizing the restriction of venicular
traffic at several locations in Coconut Grove.
BACKGROUND:
The Department of Public Works, after studying the area and
considering the wishes of the property owners, and in a
continuing effort to serve all residents of the City of Miami, is
against the proposal by a group of Coconut Grove residents to
restrict vehicular access at several locations' in their
neighborhood. (The proposed closures are indicated on the
attached map.)
At the February 25, 1988 Commission Meeting, the City's traffic
consultant for the Coconut Grove area, Transportation Analysis
Professionals Inc., presented their findings and recommendations
of the Coconut Grove Traffic Study. At said meeting a group of
property owners expressed concern to the Commission about the
intrusion of undesirable traffic into their residential
neighborhood bounded by S.W. 28 Street, Tigertail Avenue, S.W. 22
Avenue and S.W. 27 Avenue and requested the Commission to
consider the restriction of vehicular traffic into said
neighborhood.
The main purpose of the vehicular access restriction would be to
prevent traffic generated by, office, commercial and higher
density residential from using the streets which run through the
single family neighborhood to bypass traffic congestion on the
arterial roadways. It is the contention of the City's traffic
consultant and the Department of Public Works that the perception
by the property owners of intrusion of traffic into their
neighborhood cannot be substantiated by actual traffic counts as

Section 54-17 of the City Code gives the City Commission the
power, after a properly advertised public hearing, to restrict
vehicular access at an intersection where such restriction is
found to be in the best interest of the public. Section 54-17 of
the Code also requires that recommendations be made by the Police
Department, Fire, Rescue & Inspection Services Department and
Solid Waste Department. Recommendations were requested from
these Departments on April 4, 1988. To date, only the Fire,
Rescue & Inspection Services Department has responded. Attached
is a copy of Chief Duke's April 18th memo in which he objects to
the proposed closures along Aviation Avenue but finds the
cin.iiree elo.r+g. S .W- 27th Avenue to be acceptable.
The Department of Public Works endorses only one of the proposed
closures, at the intersection of Inagua Avenue and S.W. 27
Avenue. Due to the geometry of this intersection and its
proximity to the intersection of Bird Avenue and S.W. 27 Avenue,
traffic safety considerations would justify the closure of Inagua
Avenue at the easterly side of S.W. 27 Avenue.
Metropolitan Dade County's Public Works Department was also
informed about the proposed street closures. Attached is a copy
of the Director's response in which an alternate method (one-way
series of streets) is proposed to accomplish traffic control in
this neighborhood.
On May 5, 1988, the Department of Public Works mailed letters to
all owners of property within 1000 feet of each of the proposed
closures and informed the owners about the May 19th public
hearing.

In reviewing tha map forwarded with your April 4, 1988 letter, we note
that the streets being considered for closure are not a part of the
section line, half section line, County arterial roadway network and,
therefore, generally.serve the adjacent neighborhood.
In the event a trial program of closure is put into effect, traffic
volume counts may be needed before and after so that a determination
can be made from a traffic engineering study.
Closing streets cause considerable confusion for individuals attempting
to find an address. Also, police, fire, and rescue units are delayed
in responding.
An alternative way to accomplish traffic control, considering the
geometry of this community, would be a one—way series of roadways and
stop control as appropriate.

Commission meeting, a group of property owners expressed concern
to the City Commission about the intrusion of undesirable traffic
into their residential neighborhood bounded by S.W. 28 Street,

property owners requested that the Commission consider the
restriction of vehicular traffic into their neighborhood on a
trial basis.
Enclosed is a map showing the locations of seven street closures
as proposed by some of the neighborhood residents. A public
hearing has been scheduled for the May 19, 1988 City Commission
meeting to discuss these specific street closures and traffic
conditions in general in your neighborhood. The public hearing
will be held at Miami City Hall,.3500 Pan American Drive, Dinner
Key. Please contact the City Clerk's Office at 579-6065 after
May 16th to ascertain the scheduled time of the hearing.
