it is respectfully recommended that the City Commission adopt the
attached Resolution declaring that the most advantageous method
to develop certain improvements on City -owned land is by a
Unified Development Project (UDP) and authorizing the City
Manager to prapare a draft Request for Proposals (RFP) for a UDP;
confirming the setting of a public hearing for September 8, i988
at 2:OU P.M., to take testimony regarding said RFP for the
development of a not -for -profit Olympic Sailing and 'Training
Center on an approximately 1.5-acre:, City -owned, waterfront land
parcel located at the southeasterly portion of David 'r. Kennedy
Park adjacent to Biscayne Bay in Coconut Grove, and at the
conclusion of the public hearing authorizing the issuance of an
RFP, selecting a certified public accounting firm and appointing
members of a review committee to evaluate proposals and report
findings to the City brznager as required by the city Charter and

BACKGROUND:
The Department of Development recommends that the city Commission
determine that for the development of a not for profit Olympic
Sailing and 'Draining Center on an approximately 1.5-acre, City -
owned, waterfront land parcel located at the southeasterly
portion of David T. Kennedy Park, it is most advantageous for the
City to develop these improvements by a Unified Development
Project (UDP).
Due to the nature of the proposed project and the use the City is
seeking for the site, it is desirable that the City, as defined
in .Section 18-52.9 and in accordance with Section 53 (c) of the
City of Miami Charter, procure from a private person the
following integrated package:

At the conclusion of a public hearing on September 8, 1968 the
City Commission, if disposed to proceed, authorizes the issuance
of a RPP for this UDP,_selects a certified public accounting firm
and appoints members to a review committee to evaluate proposals
and render a written report to the City Manager.
The anticipated Unified Development Schedule for the City-
owned, waterfront land parcel located at the southeasterly
