RESOLUTION NO.
A RESOLUTION ALLOCATING $1,694,550 OF
FOURTEENTH YEAR COMMUNITY DEVELOPMENT BLOCK
GRANT FUNDS PREVIOUSLY APPROPRIATED BY
ORDINANCE NO. 10436, ADOPTED MAY 12, 1988,
AND $5,000 OF THIRTEENTH YEAR COMMUNITY
DEVELOPMENT BLOCK GRANT FUNDS PREVIOUSLY
APPROPRIATED BY ORDINANCE NO. 10287,
ADOPTED JUNE 3, 1987, TO THE HEREIN NAMED
SOCIAL SERVICE AGENCIES FOR APPROVED SOCIAL
SERVICE PROJECTS; FURTHER AUTHORIZING THE.
CITY MANAGER TO ENTER INTO AGREEMENTS WITH
SAID AGENCIES FOR SAID PROJECTS, IN A FORM
ACCEPTABLE TO THE CITY ATTORNEY.
BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
SECTION 1. $1,694,550 of 14th Year Community Development
Block Grant funds, previously appropriated by Ordinance No. 10436
adopted May 12, 1988, are hereby allocated as specified below:

SECTION 2. $5,000 of 13th Year Community Development. Block
Grant funds, previously appropriated by Ordinance No. 10287
adopted June 3, 1987, are hereby allocated to Cure Aids Now, Inc..
to provide a home delivered meals project to homebound aids
patients.
SECTION 3. The City Manager is hereby authorized to enter
into agreements, in a form acceptable to the City Attorney, with
the aforementioned agencies to implement their respective social
service projects, subject to the conditions and limitations
contained herein and in the City Code.

RECOMMENDATION
It is respectfully recommended that the City Commission adopt the
attached resolution which allocates $1,694,550 of 14th Year
Community Development Block Grant Funds and $5,000 of 13th Year
Community Development Block Grant Funds for public services to
previously named social service agencies and authorizes the City
Manager to enter into agreement with these agencies in a form
acceptable to the City Attorney.
BACKGROUND
The Department of Community Development has submitted the Final.
Statement of Community Development Objectives and Projected Use
of Funds for the 14th Year to the U.S. Department of Housing and
Urban Development. This statement was approved by the City
Commission at its meeting of May 12, 1988.
As you are aware, the City's 14th Year C.D. Grant has been
reduced by $643,000 and funds for public services have been cut
by $96,450, from $1,791,000 to $1,694,550. The attached
resolution continues 13th Year C.D. social service projects with
a 5.2% across the board reduction and adds one (1) new project
operated by Cure Aids Now, Inc. This Agency provides home
delivered meals to homebound aids patients. The Commission
authorized $29,386 of 14th Year C.D. funds and $5,000 of
unallocated 13th Year C.D. Funds to this new Agency.
At the May 12, 1988 City Commission Meeting, the Commission also
adopted motions which would restore 13th Year funding levels to
food programs and prioritized the use of 13th Year C.D. public
service carryover funds to other agencies. These priorities are
not included in the proposed resolution. However, staff will
present legislation to the City Commission at its September
meeting, at which time the amount of carryover funds will be
known.
Adoption of the proposed resolution allocates C.D. funds for
public services from the 14th C.D. Year and unallocated 13th Year

funds to previously approved social service agencies and
authorizes the City Manager to enter into agreements with these
agencies, The term of performance for current agreements with
these agencies expires June 30, 19886 Therefore, the proposed
legislation will also enable these agencies to continue operation
without a lapse in service at the conclusion of the current
contract period,
