HomeMy WebLinkAboutR-88-05261l J=88=542 06/01/88 RESOLUTION NO. 905-5iU; A RESOLUTION AUTHORIZING THE PAYMENT OF AN AMOUNT NOT TO EXCEED $50,000 SY RESOLUTION NO. 88-368, ADOPTED ON APRIL 28, 1988, TO THOSE INDIVIDUALS WHO FURNISHED INFORMATION WHICH LED TO THE ARREST, APPREHENSION AND CONVICTION OF THE OFFENDER RESPONSIBLE FOR SHOOTING OFFICER JAMES HAYDEN; APPROVING THE PROCEDURE FOR SAID PAYMENT AS AUTHORIZED BY EXISTING POLICIES. WHEREAS, the City of Miami Pol.ioe Department has a need for assistance in its efforts to deter crime; and WHEREAS, the City Commission passed Resolution Number 88-368 on April 28, 1988, authorizing and directing the City Manager to make funds available in the total amount of $50,000 as reward for information leading up to or resulting in the apprehension, arrest and conviction of the person or persons who participated in the shooting of Miami Police Officer James Hayden; and WHEREAS, the Miami Police Department is requesting that funds be paid by the City Manager in accordance with existing procedures and policies to those individuals deemed entitled to receive said payment; NOW, THEREFORE, BE IT RESOLVED BY THE CITY OF MIAMI, FLORIDA: Section 1. The City Manager, or his designee, is hereby authorized to disburse the total amount of $50,000 to those individuals who furnished information which led to the arrest, apprehension and conviction of the offender responsible for the shooting of Office James Hayden in accordance with the attached memorandum from the City Manager. 1988. Odio City Manager RECOMMENDATION: Member:; IJUN - 11988 tILE SLeJEC: proposed Emergency Ordinance and Resolution for "Officer James Hayden Reward Fund" P EttPENCES EN,:,CSu RES It is respectfully recommended that the City Commission adopt the attached emergency ordinance establishing a new special revenue fund entitled: "Officer James Hayden Reward Fund" as authorized by Resolution No. 88-368, dated April 28, 1988; and approve the attached resolution delineating the proposed procedure for the disbursement of funds. BACKGROUND: The Miami Police Department is requesting that a special fund, as authorized by Resolution No. 88-368, and adopted April 28, 1988 be established; and that the proposed procedure for the disbursement of funds be approved. The Department wishes to preserve the anonymity of the individuals receiving the reward monies to insure their safety and would like to utilize the "confidential informant" process, as presently established in the Department. The Department recommends two thirds of the reward be dispersed to individual number one (1), who led to the location of Offender Sainz; and one third be divided equally between individuals number two (2) and three (3), who located the offender's vehicle. It is, therefore, recommended that the City of Miami award payment of monies as authorized by Resolution No. 88-368, as adopted April 28, 1988 to three individuals leading to the apprehension, arrest and conviction of Offender Sainz for the shooting of Officer James Hayden.
