AGAINST WHICH SPECIAL ASSESSMENTS
SHALL BE MADE FOR A PORTION OF THE
COST THEREOF AS LAWRENCE WATERWAY

WHEREAS, the City has received numerous complaints
concerning the unsightly appearance of Lawrence Canal and the
odor emanating from said canal; and
WHEREAS, construction of a seawall and dredging of the
canal bottom are needed to control the odor problem; and
WHEREAS, there is also a need to rebuild the deteriorated
streets adjacent to Lawrence Canal and to improve the drainage
facilities that flow into the canal;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:
Section 1. A local improvement described as LAWRENCE
WATERWAY HIGHWAY IMPROVEMENT H-4536, shall be made under Section
56 of the Charter of the City of Miami, as amended, located at
N.W. 17th Place and N.W. 18th Avenue between N.W. 7th Street and
State Road 836.
Section 2. This improvement shall include clearing and
grading, construction of asphaltic pavement, concrete curbs
and/or gutters, concrete sidewalks and landscaping if feasible.

Section 3. This improvement shall be designated in all
proceedings and assessments as LAWRENCE WATERWAY HIGHWAY
IMPROVEMENT H=4536 and the property against which special
assessments shall be made for a portion of the cost thereof,
hereunder shall be designated as LAWRENCE WATERWAY HIGHWAY
IMPROVEMENT DISTRICT H=4536 with the following property
descriptions by lot and block number constituting all of the
pieces of property affected by the said improvements:

RECOMMENDATION:
It is respectfully recommended that the City Commission adopt the
attached resolution ordering Lawrence Waterway Highway
Improvement and designating the property against which special
assessments shall be made for a portion of the cost thereof as
Lawrence Waterway Highway Improvement District H-4536.
BACKGROUND:
The Department of Public Works, after studying the area and
considering the wishes of the property owners, and in a
continuing effort to serve all residents of the City of Miami, is
proposing an assessable improvement under Section 56 of the
Charter of the City of Miami described as Lawrence Waterway
Highway Improvement. This improvement district is located at
N.W. 17th Place and N.W. 18th Avenue between.N.W. 7th Strict end
State Road 836.
Property owners in the vicinity of the Lawrence Canal have
complained to the City about the unsightly condition of the canal
and the odor emanating from the canal. Also, the condition of
the streets adjacent to Lawrence Canal and the condition of the
drainage facilities that flow into the canal have deteriorated
and need to be rebuilt.
Lawrence Waterway Highway Improvement (C.I.P. Project No. 341160)
will consist of rebuilding N.W. 17th Place and N.W. 18th Avenue
between N.W. 7th Street and State Road 836. The improvements
will consist of clearing & grading, new asphaltic pavement,
concrete sidewalk and concrete curb & gutter. This highway
improvement will be constructed in conjunction with Lawrence
Waterway Renovations (C.I.P. Project No. 352194) which will
,consist of dredging and bulkheading the Lawrence Canal and
rebuilding the drainage facilities that flow into the canal.
