HomeMy WebLinkAboutO-10443J-88-543 6/02/88 ORDINANCE NO. 10443 AN EMERGENCY ORDINANCE AMENDING ORDINANCE NO.10347, ADOPTED NOVEMBER 19, 1987, AS AMENDED, THE CAPITAL IMPROVEMENT APPROPRIATIONS ORDINANCE, BY INCREASING THE APPROPRIATIONS FOR EIGHT EXISTING PROJECTS ENTITLED "WINONA SANITARY SEWERS", PROJECT NO. 3511694 IN THE AMOUNT OF $150,000, "SOUTH GROVE SANITARY SEWERS',' PROJECT NO. 351174, IN THE AMOUNT OF $6,571,000, "CITYWIDE SANITARY SEWER REPLACEMENT-FY '87'j PROJECT NO. 351275/ IN THE AMOUNT OF $500,000, "N.W. 36 STREET SANITARY SEWER IMPROVEMENT".) PROJECT NO. 351276, IN THE AMOUNT OF $1,053,000, "LAWRENCE PUMP STATION -BAR SCREEN'S PROJECT NO. 352184, IN THE AMOUNT OF $100,000, "CITYWIDE STORM DRAINAGE MASTER PLAN"A PROJECT NO. 352250� IN THE AMOUNT OF $100,000, "PUMP STATION RENOVATIONS-FY '88' PROJECT NO. 352254�, IN THE AMOUNT OF $350,000, AND "LOCAL DRAINAGE PROJECTS-FY '88) PROJECT NO. 352251, IN THE AMOUNT OF $400,000; AND CONTAINING A REPEALER PROVISION AND A SEVERABILITY CLAUSE. WHEREAS, the City Commission adopted Ordinance No. 10347 on November 19, 1987, to establish appropriations for capital Improvements, continue previously approved capital Improvement projects, and establish new capital Improvement projects to begin during fiscal year 1987-88; and WHEREAS, said Qrdinance No. 10347 appropriated $6,900,000 for the construction of Winona Sanitary Sewers, Project No. 351169).in the area bordered by West 62 Avenue, the F.E.C. Railroad right of way, S.W. 8 Street and the North City Limits; and WHEREAS, an increase in Indirect costs from 0.5% to 1.1% and an Increase in the cost of surveying services provided by private surveyors has Increased the total project cost for Winona Sanitary Sewers by $150,000; and WHEREAS, it Is now in order to Increase the funds i appropriated for Winona Sanitary sewers from $6,900,000 to $7,060,000 In Sanitary Sewer General Obligation Bonds to reflect I the actual cost; and WHEREAS, said 0•rdinance No. 10347 appropriated $429,000 to cover preliminary expenses and design costs for South Grove Sanitary Sewers, Project No. 351174, to be constructed in the area bordered by S.W. 37 Avenue, S.W. 42 Avenue, North Prospect Drive and Kumquat Avenue; and 1.QAIt-1 WHEREAS, the City has made application under P.L. 92-500 for federal grant funding of up to 55% of the project construction cost for South Grove Sanitary Sewers and must demonstrate its ability to pay for the total project cost under the terms of the grant; and WHEREAS, In order to complete the design phase and to Implement the construction phase of South Grove Sanitary Sewers an additional appropriation of $5,671,000 must be accomplished; and WHEREAS, It is therefore In order to Increase the funds appropriated for South Grove Sanitary Sewers from $429,000 to $8,000,000 in Sanitary Sewer General Obligation Bonds to reflect the anticipated total project cost; and WHEREAS, said Ordinance No. 10347 appropriated $1,055,000 for Citywide Sanitary Sewer Replacement-FY '87, Project No. 351275, for the design and construction of various sewer replacement projects citywide; and WHEREAS, In conjunction with East Little Havana Street Improvements -Phase i1, deteriorated sanitary sewers must be replaced in the area bordered by S.W. 1 Street, S.W. 8 Street, S.W. 8 Avenue and S.W. 12 Avenue, necessitating an increase in appropriations in the amount of $500,000; and WHEREAS, it is therefore In order to Increase the funds appropriated for Citywide Sanitary Sewer Replacement-FY '87 from $1,055,000 to $1,555,000 In Miami -Dade Water and Sewer Authority Replacement Funds to reflect the anticipated total project cost; and WHEREAS, said Ordinance No. 10347, appropriated $47,000 to cover preliminary expenses and design costs for N.W. 36 Street Sanitary Sewer Improvement, Project No. 351276 which will be constructed in N.W. 36 Street between N.W. 27 and 37 Avenues; and WHEREAS, said sewer Improvement will be constructed in conjunction with the Florida Department of Transportation's proposed reconstruction of N.W. 36 Street and an additional $1,053,000 appropriation Is needed to Implement the construction of said sewer Improvement; and - 2 - 1,` 1044a WHEREAS, it Is therefore in order to Increase the funds appropriated for N.W. 36 Street Sanitary Sewer Improvement from $47,000 to $1,100,000 in Sanitary Sewer General Obligation Bonds to reflect the anticipated total project cost; and WHEREAS, said Ordinance No. 10347 appropriated $350,000 for Lawrence Pump Station -Bar Screen, Project No. 352184, to fund the design and Installation of a mechanical bar screen at said station; and WHEREAS, the scope of the work at said pump station has been revised from Installing a new bar screen within the existing station to constructing a separate vault outside of the station, necessitating an Increase in appropriations In the amount of $100,000; and WHEREAS, it is therefore in order to Increase the funds appropriated for Lawrence Pump Station -Bar Screen from $350,000 to $450,000 in Storm Sewer General Obligation Bonds to reflect the anticipated total project cost; and WHEREAS, said Ordinance No.10347 appropriated $350,000 for Citywide Storm Drainage Master Plan, Project No. 352250; and WHEREAS, the scope of said Plan has been Increased to Include the Implementation of the Stormwater Utility Program which will Include extensive coordination between various City departments as well as agencies of Metropolitan Dade County and will require an additional appropriation of $100,000 to complete; and WHEREAS, it Is therefore In order to Increase the funds appropriated for the Citywide Storm Drainage Master Plan from $350,000 to $450,000 In Stormwater Utility Trust Funds to reflect the anticipated total project cost; and WHEREAS, said a-rdinance No. 10347 appropriated $200,000 for Pump Station Renovations - FY '88, Project No. 352254; and WHEREAS, proposed renovations to the Lawrence Pump Station have expanded to Include extensive repair and/or replacement of the existing deteriorated metal grating and catwalk system in addition to the replacement of the two existing pumps and engines, thus requiring an additional appropriation of $350,000; and - 3 - 10443 WHEREAS, It Is therefore In order to increase the funds appropriated for Pump Station Renovations-FY 188 from $200,000 to f $550,000 In Storm Sewer General Obligation Bonds to reflect the anticipated total project cost; and WHEREAS, said Ordinance No. 10347 appropriated $800,000 for Local Drainage Projects-FY '88, Project No. 352251, to be utilized for miscellaneous storm drainage Improvements throughout the City; and WHEREAS, due to a large number of citizen complaints and Inquiries pertaining to drainage problems citywide, the Department of Public Works has expanded the scope of Local Drainage Projects-FY '88 to eliminate more drainage problems than originally planned, thereby necessitating an additional appropriation of $400,000; and WHEREAS, it is therefore in order to Increase the funds appropriated for Local Drainage Projects-FY '88 from $800,000 to $1,200,000 in Storm Sewer General Obligation Bonds to reflect the anticipated total project cost; NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. Section 1 of Ordinance No. 10347, as amended, adopted November 19, 1987, is hereby amended In the following particulars: 1/ "Section 1. The herein appropriations are hereby made for implementation of all municipal capital Improvements of the City of Miami, including new capital Improvement projects scheduled to begin during fiscal year 1987-88. The herein appropriations which are hereby designated by reference to descriptive project title and number also Include appropriations for previously approved scheduled projects as well as re -appropriations of prior fund appropriations. The source of revenues to support the herein appropriations is hereby Identified by fund and project with the project appropriations and revenues therefor being set forth i for seven program areas (I-VII) based upon use or functional category within said areas, as follows: Words and/or figures stricken through shall be deleted. If any section, part of section, paragraph, clause, phrase or word of this ordinance is declared invalid, the remaining provisions of this ordinance shall not be affected. Section 3. All ordinances, or parts of ordinances Insofar as they are Inconsistent or in conflict with provisions of this ordinance are hereby repealed. Section 4. This ordinance Is hereby declared to be an emergency measure on the grounds of urgent public need for the preservation of peace, health, safety, and property of the City of Miami and upon the further grounds of the necessity to make the required and necessary payments to generally carry out the functions and duties of municipal affairs. Section 5. The requirements of reading this ordinance on two separate days is hereby dispensed with by a vote of not less than four -fifths of the members of the Commission. IA CITY OF MIAMI, FLORIDA INTER -OFFICE MEMORANDUM TO: Honorable Mayor and Members DATE: of the City Commission SUBJECT: FROM: REFERENCES: J U N 1 1988 FILE Proposed Ordinance Amending Capital Improvement Appro- priations Ordinance No. 10347 (For sewer projects) Cesar H. ,Odio ENCLOSURES: (For June 9, 1988 Commission City Manager Meeting) RECOMMENDATION: It is respectfully recommended that the City Commission adopt the attached emergency ordinance amending the Capital Improvement Appropriations Ordinance No. 10347 by increasing appropriations for eight sewer projects. BACKGROUND: The Department of Public Works, in a continuing effort to serve all residents of the City of Miami, has determined that the Capital Improvement Appropriations Ordinance No. 10347 must be amended for eight sewer projects. The following is an explanation for each of the eight projects: WI•NONA SANITARY SEWER IMPROVEMENT (351169) Ordinance No. 10347 established appropriations of $6,900,000 for the construction of sanitary sewers in the area bordered by W. 62 Avenue, th"e F.E.C. Railroad right of way, S.W. 8 Street and the North City Limits. The system is now being completed and the City is permitting house connections by residents in the area. As a result of increases in indirect costs from 0.5% to 1.11% and an increase in the cost of surveying services provided by private surveyors, additional funds in the amount of $150,000 must be appropriated to complete the project. SOUTH GROVE SANITARY SEWER IMPROVEMENT (351174) Ordinance No. 10347 established appropriations of $429,000 to cover preliminary expenses and design costs for sanitary sewers in the area bordered by S.W. 37 Avenue, S.W. 42 Avenue, North Prospect Drive and Kumquat Avenue. Application has been made under P.L. 92-500 for • federal grant funding of up to 55% of the project construction cost. The City must demonstrate its ability SG -/ ,Il tY A Il Ol to pay for the total cost of the project under the terms of the grant. The appropriated funds are insufficient to implement the construction phase of the project. It is now in order to appropriate additional funds in the amount of $5,571,000 to begin construction and complete the project. CITYWIDE SANITARY SEWER IMPROVEMENT-E. LITTLE HAVANA (351275) Ordinance No. 10347 established appropriations of $1,055,000 for various sewer replacement projects citywide. This particular project will consist of replacing old sanitary sewers in the area bordered by S.W. 1 Street, S.W. 8 Street, S.W. 8 Avenue and S.W. 12 Avenue. After a televised inspection of the existing sewers, the scope of the work was increased substantially from the original estimate. An additional $500,000 must be appropriated to completely fund the project. This is a reimbursable project with funds designated from the Miami -Dade Water & Sewer Authority Department. This project is being constructed in conjunction with E. Little Havana Street Improvements -Phase II (341124) and construction must be completed before the City's highway contractor can begin work. N.W. 36 STREET SANITARY SEWER IMPROVEMENT (351276) Ordinance No. 10347 established appropriations of $47,000 for the design of N.W. 36 Street Sanitary Sewer Improvements. This project is being. constructed in conjunction with the Florida Department of Transportation's proposed reconstruction of N.W. 36 Street between N.W. 27 and 37 Avenues. An additional $1,053,000 must be appropriated to completely fund construction of the project prior to the FDOT's rebuilding project. LAWRENCE PUMP STATION BAR SCREEN (352184) Ordinance -No. 10347 appropriated $350,000 for the installation of a mechanical bar screen in the Lawrence Pump Station. A detailed and thorough investigation revealed that the modifications to the -floor and roof of the pump station in order to place the screen within the existing structure are not a viable option. Therefore the Department has decided to construct an underground vault outside of the pump station to eliminate the need for expensive structural modifications to the roof and equipment room floor. The proposed vault is the less expensive alternative, but will require the appropriation of an additional $100,000 in order to award a contract for construction and complete the project. CITYWIDE STORM DRAINAGE MASTER PLAN (352250) Ordinance No. 10347 appropriated $350,000 for the Citywide Storm Drainage Master plan. The scope of the original plan has been increased to include the implementation of the Stormwater Utility L atka Program and the collection of Stormwater Utility Fees for the creation of a Stormwater. Utility Trust Fund. The program implementation includes coordination with other departments within the City as well as agencies of Metropolitan Dade County. In order to complete the implementation phase an additional $100;000 must be appropriated from the Stormwater Utility Trust Funds. LAWRENCE PUMP STATION RENOVATION (352254) Ordinance No. 10347 appropriated $200,000 for the purpose of replacing' a 30,000 gallon per minute (gpm) pump and engine. Further investigations now reveal the need to replace a second 30,000 gpm pump and engine and the existing bar screen platform and metal catwalks. It would be advantageous for the City to replace the deteriorated metal work at the same time that the pumps and engines are replaced. An additional $350,000 must be appropriated to accomplish this extra work. LOCAL DRAINAGE PROJECTS - FY 188 (352251) Ordinance No. 10347 appropriated $800,000 for miscellaneous storm drainage improvements in fiscal year 1987-88. Due to a large number of citizen complaints and inquiries pertaining to drainage problems citywide, the Department has expanded the scope of this project to eliminate as many of these problems as possible. An additional $400,000 must be allocated from Storm Sewer G.O. Band funds in order to award a contract for the Department's latest local drainage project which will include approximately 30 locations citywide.
