DATE JUN FILE. ,.)I the City Commission sueJE r Proposed Emergency ordinance and Resolution for "officer �'`i .James Hayden Reward Fund" rRom Cesar H , Od i o U PEFFRENCEs City Manager �.Nt�t_vsu�Es RECOMMENDATION: It is respectfully recommended that the City Commission adopt the attached emergency ordinance establishing a new special revenue fund entitled: "Officer James Hayden Reward Fund" as authorized by Resolution No. 88-368, dated April 28, 1988; and approve the attached resolution delineating the proposed procedure for tlae disbursement of funds. BACKGROUND: The Miamt'Police Department is requesting, that a spy (21,1L fund, as authorized by Resolution No. 88-363, „nd- adopted April 28, 193' be established; and that the proposed procedure f(,)r the disbursement of funds be approved. The Department wishes to preserve the anonymity of the individuals receiving the reward monies to insure their safety and would like to utilize the "confidential informant" process, as presently established in the Department. The Department recommends two thirds of the reward be dispersed to individual number one (1), who led to the location of Offender Sainz; and one third be divided equally between individuals number two (2) and three (3), who located the offender's vehicle. It istherefore, recommended _that the City of ,Miami award payment of monies as authorized by Resolution No. 88-368, as adopted April .28, 1988 to three individuals leading to the apprehension, arrest and conviction of Offender Sainz Co the shooting of Officer James Hayden.
