Odio City Manager RECOMMENDATION: PZ=19 DATE ; 1 j .� FILE. d � ;988 SUBJECT Discussion Item June 23, 1938 Agenda Miami Comprehensive REFERENCES Neighborhood Plan 1989-2000 ENCLOSURES. No recommendation is appropriate at this time. The purpose of the Planning Department in presenting this discussion item now is to acquaint the Commission with the process for adoption of the Comprehensive Plan and alert the Commission to the State -mandated public hearing for transmission scheduled fnr the ,II11v 28. 1988 Commission meeting. The City's proposed Comprehensive Plan must be considered at the July 28, 1988 meeting and recommended by an affirmative vote of not less than a majority of the total membership for transmittal to the State of Florida Department of Community Affairs (DCA) for their review according to Chapter 163, Florida Statutes. (The action is merely to recommend transmittal of the proposed Plan for State review. Adoption of the Plan will not take place until late 1988 or early 1989). BACKGROUND As you may be aware, the City of Miami Planning Department is preparing a new City of Miami Comprehensive Neighborhood Plan 1989-2000 to comply with the Local Government Comprehensive Planning and Land Development Regulation Act, Chapter 163, Florida Statutes and Chapter 9J-5 FAC, Minimum Criteria for Review of 'Local Government Comprehensive Plans and Determination of Compliance. Since the Plan sets City policy, the Planning Department is making every effort to insure that during its preparation the appropriate input and review is received from the various City departments affected by the policies contained in the Plan. During the past year, the Planning Department staff have developed the following elements of the Plan as required by DCA. 1. Conservation (of natural resources) 2. Potable Water and Natural Groundwater Aquifer Recharge 3. Sanitary and Storm Sewers 4. Solid Waste Page 1 of 3 /Scves/'lJx/ Honorable mayor and Members of the City Commission 5. Traffic Circulation (including State and County Roads) 6. Mass Transit 7. Port and Aviation Facilities 8. Recreation, Open Space and Public Facilities 9. Housing 10. Coastal Management 11. Future Land Use (including a nap to be consistent with zoning) 12. Capital Improvements (including a project schedule with funding identified) 13. Intergovernmental Coordination 14. Optional Elements chosen by the City: a) Citywide Socio-economic Conditions b) Neighborhood Development (for CD Target Areas and others) c) Historic Preservation The basic format of the criteria for each of the elements requires the identification of available data, analysis of such data and preparation of goals, objectives, and policies to accomplish desired ends. The City's plan must be "consistent with, and further" both the Regional and the State Policy Plans. The City of Miami must transmit its proposed comprehensive plan to DCA for initial compliance review no later than September 1, 1988, having had the requisite July 28, 1988 public hearing. Within 45 calendar days (or by October 15, 1988) the DCA will have received written responses on the City plan from the appropriate State, Regional and County reviewing agencies and will, within the following 45 calendar days, (or by November 30, 1988) send back to the City DCA's comments, objectives and recommendations. The City will then have 60 calendar days (or by January 28, 1989) to, by Ordinance, adopt or adopt with changes the proposed, revised comprehensive plan. Upon receipt of the forwarded adopted plan, the DCA shall review, within 45 calendar days, (or by March 12, 1989) the adopted, revised plan to determine compliance and shall issue a notice of intent to find the plan in compliance or not in compliance. The pity will then have one year to revise its Zoning Ordinance to be in conformance with the Land Use Element (and Map) of the adopted Comprehensive Plan. The intent of the Florida Legislature is that the public participate in the comprehensive planning process to the fullest extent possible. During consideration of the proposed plan the City is directed to provide for broad dissemination, opportunity for written comment, provision for open discussion and consideration of, and response to, public comments.
