ENCLOSURES Resolution
RECOMMENDATION:
It is respectfully recommended that the City Commission adopt the
attached Resolution authorizing the City Manager to execute an
Amendment, in a form acceptable to the City Attorney, to the
Agreement dated June 15, 1987 between Spillis, Candela &
Partners, Inc., and the City of tdiami, for the renovation and
expansion of the Coconut Grove Exhibition Center. This amendment
further authorizes the City Manager to expend a total amount not
to exceed $100,000 from monies budgeted for this Project for
additional professional services related to representing the City
as its project representative throughout the Construction Phase
of the Project.
BACKGROUND:
The Department of Development and the Department of Public
recommend the execution of an Amendment, in a form acceptable to
the City Attorney, to the Agreement dated June 15, 1987 between
Spillis, Candela & Partners, Inc., and the City of Miami for the
renovation and expansion of the Coconut Grove Exhibition Center.
This amendment authorizes the additional professional services
required for the Consultant to provide a qualified individual to
act on behalf of the City as its project representative
throughout the construction phase. It also requires the
expenditure of an amount not to exceed $100,000 for said
professional and technical services. Funding to cover the cost
of these services has already been established in the project
budget.
The construction phase of this important project necessitates the
professional and technical services of a project representantive
who on behalf of the City of Miami, will observe and monitor the
progress and quality of all stages of construction on a daily

basis. Compensation is based on an hourly rate in accor,3ance
with the terms of the City's agreement with Spillis Candela &
Partners, Inc. Payment will he made only on the basis of actual
time spent at the site and,/or carrying out the responsibilities
of the job. The hourly cost includes the standard work week as
well as Saturdays, Sundays and Holidays, as required to monitor
the construction in the existing exhibit hall and 45,000 square
foot expansion.
It is in the best interest of tine City to monitor this project
with a full-time representative so that the construction is
implemented on schedule and completed in time for the ASTA
Convention in October 1989. This should be considered as a
companion item to tine award of the construction contract for the
Coconut Grove Exhibition Center Expansion and Renovation Project,
also scheduled for the City Commission 'fleeting of June 23, 1998.
