RESOLUTION NO.
A RESOLUTION APPROVING, IN PRINCIPLE, THE RAY
HEIGHTS = NATOMA MANOR TRAFFIC STUDY FOR THAT
AREA BETWEEN SOUTH BAYSHORE DRIVE/SOUTH MIAMI
AVENUE AND SOUTH DIXIE HIGHWAY, FROM
SOUTHWEST 17TH AVENUE TO THE WESTERLY
BOUNDARY OF THE METRO DADE COUNTY SCIENCE
MUSEUM, AS REQUESTED BY MOTION 88-482;
MAY 19, 1988, WHICH STUDY RECOMMENDS TRAFFIC
RELIEF IN THE AREA THROUGH SELECTED OPTIONS,
DIRECTING THE ADMINIS'PRATION TO SCHEDULE A
PUBLIC HEARING IN 60 DAYS TO CONSIDER THE
CREATION OF A SPECIAL TAXING DISTRICT OR
OTHER MEANS, OF IMPLEMENTING TRAFFIC CONTROL
MEASURES.
WHEREAS, by Motion No. 88-482 at its meeting of
May 19, 1988, the City Commission requested that the
administration conduct a study of the Bav Heights - Natoma Manor
traffic intrusion problem and prepare recommendations for dealing
with it; and
WHEREAS, the Planning Department and Public Works Department
have presented the requested report containing recommendations
for alleviation of the traffic intrusion problem in the Bay
Heights Natoma Manor neighborhoods; and
WHEREAS, it is the desire of the City Commission to put the
recommendations before the citizens of the neighborhood for their
consideration and determination of a method for financing the
cost of such control measures;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recommendations contained in the "Bav
Heights - Natoma Manor Traffic study" (June, 1988) are hereby
approved in principle. A summary and recommendations therefrom
are attached hereto and incorporated herein by reference.
Section 2. The selected option so recommended should be
implemented in order to provide traffic relief for that area

Section 3. The administration is directed to schedule a

SUMMARY AND RECOMMENDATIONS
RECOMMENDATIONS
It is recommended that:
1. A series of three automatic unattended entry gates be designed for the
Natoma Manor/Bay Heights neighborhood, as shown on the attached map, to
prevent afternoon peak -hour traffic from using neighborhood residential
streets as connections between South Miami Avenue/South Bayshore Drive
and Tigertail Avenue;
2. The intersection of Halissee Street and S. Dixie Highway be closed; and
3. The designs and cost estimates for carrying out such a plan be presented
at a public hearing, at which time the neighborhood residents will
consider the proposal and the creation of a taxing district or other
means of financing its implementation.
It must be emphasized that these recommendations for control of traffic
intrusion are specific to the streets and travel patterns addressed by this
study, and should not be considered as applicable elsewhere. In general,
street closures are not desirable, and will be recommended only where local
circumstances require them, and where their use will not adversely increase
traffic on other streets in the immediate vicinity.
BACKGROUND
Traffic intrusion in the Bay Heights/Natoma Manor neighborhood was studied by
the Planning Department in 1985, the Public Works Department in 1986, and by
the City's consultants, Transport Analysis Professionals, in 1987. (The 1986
study included a neighborhood vote to select a traffic control plan which was
then implemented and has subsequently proved to be inadequate -- see below).
All three studies concluded that the most serious traffic intrusion on
neighborhood streets was the result of:
1. Afternoon peak -hour (3 p.m.- 6 p.m.) traffic congestion on South Miami
Avenue/South Bayshore Drive, causing outbound traffic to seek Tigertail
Avenue, a parallel street, as an alternate route. This escaping traffic
gains access to Tigertail by using Halissee Street between S. Bayshore
Drive and Tigertail and then, as S. Bayshore backups lengthen, shifts
successively to Alatka Street and finally to the northeasternmost
Tigertail access by way of Samana Drive and either Bay Heights or South
Shore Drive. While the volume of this traffic is relatively small, its
speed and non -local character is annoying and hazardous to neighborhood
residents. Attempts to control this traffic by means of one-way streets,
stop signs, turn restrictions, and selective enforcement, have not been
successful.

the recommended solution to this problem is the installation of automatic
gates preventing access from S. Bayshore Drive to Halissee and Alatka
Streets, and from S. Miami Avenue to Samana Drive. These gates will
close at the beginning of the afternoon peak -hour and re -open at its
conclusion. An optional magnetic -card reader option would permit access
for neighborhood residents and other authorized users.
The Planning Department study identified a second, less serious traffic
intrusion problem in the neighborhood:
2. Morning post -peak hour traffic (9a.m.-10 a.m.) which uses the Halissee
Street access to northeastbound S. Dixie Highway, immediately downstream
from the signalized intersection of S.W. 17 Avenue and S. Dixie. The
traffic, which is small in volume (about 175 vehicles during the 9-10
a.m. hour), travels on Hilola and Halissee Streets and Alatka
Street/Nethia Drive to use the access point.
This problem can be readily solved, if desired, by closing the Halissee
Street connection to S. Dixie Highway. The access serves no necessary
traffic purpose, and its existence is a traffic hazard; its justification
is solely as a convenience to neighborhood residents. Its closure would
have no significant effect on major traffic movements, and would
eliminate this traffic intrusion problem.
IMPLEMENTATION
The City Commission, at its meeting of May 26, 1988, noted that the City has
no more funds available for neighborhood street closures, and that residents
desiring closures would need to develop and agree to financing methods for
them through voluntary assessments, neighborhood associations, special tax
districts, or similar means. Therefore, it is recommended that a public
hearing be scheduled on the proposed gates closures, at which time
neighborhood residents can be informed as to the cost to carry out the plan.
They can then determine whether the plan should be implemented and, if so, how
it is to be financed.
