RESOLUTION NO.
A RESOLUTION APPROVING, IN PRINCIPLE, THE
ESTABLISHMENT OF AN ASIAN VILLAGE INITIATIVE
BY THE CITY OF MIAMI CALLING FOR THE CITY'S
RECOGNITION OF THE PRESENCE WITHIN THE CITY
OF A SUBSTANTIAL NUMBER OF RESIDENTS WITH AN
ASIAN ETHNIC BACKGROUND; SAID INITIATIVE
CONSISTING OF A PROGRAM TO BE IMPLEMENTED BY
THE CITY ADMINISTRATION THROUGH MEASURES TO
EFFECTIVELY UTILIZE THE CONTRIBUTION OF THE
ASIAN CULTURE TO MIAMI'S DYNAMIC GROWTH AND
DEVELOPMENT; DIRECTING THE CITY MANAGER TO
HAVE THE PLANNING DEPARTMENT FORTHWITH
UNDERTAKE THE PREPARATION OF STEPS LEADING TO
THE CREATION BY THE CITY COMMISSION OF A
CERTAIN AREA IN THE NORTHEAST SECTION OF THE
CITY AS AN "ASIAN VILLAGE" TO BE PROMOTED BY
THE CITY AS A TOURIST ATTRACTION FEATURING
ASIAN CULTURAL, SOCIAL, ARTISTIC, RELIGIOUS,
LINGUISTIC, ANCESTRAL AND PHYSICAL
CHARACTERISTICS.
BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The Miami City Commission hereby approves, in
principle, the establishment of an Asian Village Initiative by
the City of Miami calling for the City's recognition of the
presence within the City of a substantial number of residents
with an Asian ethnic background; said Initiative consisting of a
program to be implemented by the City administration through
measures to effectively utilize the contribution of the Asian
culture to Miami's dynamic growth and development.
Section 2. The City Manager is hereby directed to have
the Planning Department forthwith undertake the preparation of
steps leading to the creation by the City Commission of a certain
area in the Northeast section of the City as an "Asian Village"
to be promoted by the City as a tourist attraction featuring
Asian cultural, social, artistic, religious, linguistic,
ancestral and physical characteristics.

The following information and material should be considered by
you in your deliberations at today's Meeting:
Agenda Item ski (J-88-600) [Resolution authorizing
execution of amended agreement of professional services
for environmental assessments] The distributed
material did not contain a copy of the proposed
pro ess onal services agreement and, for your
informatfo—n-,--w-e--a—r--e--a-t-taching a copy of 12 pages of
documents which will form the basis of the agreement to
be executed by the City Manager if you adopt this Item.
Agenda Item 47 (J-88-526) [Resolution accepting
proposal for a multi -year agreement for a Citywide
telephone system] You are being asked to approve the
Chief Procurement Officer's rejection of a protest
filed by Southern Bell in connection with this Item.
Attached you will find material which supplements the
information contained in your Packet. A substitute
resolution which includes your above approval is being
forwarded to the City Clerk for her record.
Agenda Item 022 (J-88-605) [Resolution approving, in
principle, the establishment of an Asian Village
Initiative] Mr. Angelton's representative has already
furnished you with a copy of his attached June 16th
letter to our office and a copy has also been sent to
City Staff. Our attached proposed resolution
incorporates the salient portions of his letter in a
form that enables you to express your intent. No
specific language on the exact area was available to be
used in the resolution and no details on the
administrative elements have been included.
Presumably, the City Manager and the Planning
Department will have input on the question of
procedure, support and some administrative concerns
which perhaps would be best addressed in ordinance
form.

Attorney's actions, re: Miamarina Project] In order
to protect the City's interest in connection with the

Re: Office of Asian Affairs/Asian Village Initiative
Dear Mr. Clark:
CITY
Pursuant to our telephone conversation on Wednesday, the
following is a proposed form of resolution to be adopted by the
City Commission at its June 23, 1988 meeting:
RESOLVED, that the City of Miami shall hereby create an
Office of Asian Affairs which shall be responsible for the
promotion of trade between the City of Miami and the Asian
countries of the world. Such countries to include, but are
not limited to, Japan, Taiwan, South Korea, India and
Pakistan. The office of Asian affairs shall act as a liaison
between the City and Asian businesses wishing to establish a
situs within the City of Miami and with investors wishing to
acquire real property or equity ownership of businesses
located in the City of Miami.
FURTHER RESOLVED, that the City Commission shall appoint a
Director of the Office of Asian Affairs, who shall serve at
the pleasure of the City Commission, and under such terms and
conditions as shall be prescribed by the City Commission.
FURTHER RESOLVED, that the City Commission shall, by the
adoption of this resolution, endorse the establishment of an
Asian Village to be located on Biscayne Boulevard, between
N.E. 75th Street to the South and N.E. 85th Street to the

North; and from the intersection of N.E. 79th Street and
Biscayne Boulevard, approximately two blocks West and four
blocks Bast along N. E. 79th Street, Said Asian Village
shall be promoted as the exclusive location within the City's
borders for dining and entertainment of Asian ethnic origin.
The Asian Village shall be promoted by the City as a tourist
attraction featuring Asian cultural, social, artistic,
religious, linguistic, ancestral and physical
characteristics. The City Commission shall direct the
Planning Department to assist the Director of the Office of
Asian Affairs in accomplishing the Asian Village Initiative.
Bob, these are the general terms as I understand them.
However, they are subject to review by Jim Angleton. Please
contact me upon receipt of this letter, so that we can work out
any final details.
