AN EMERGENCY ORDINANCE AMENDING SECTION 1 OF ORDINANCE NO 10347, AS AMENDED, ADOPTED NOVEMBER 19, 1987, THE CAPITAL IMPROVEMENTS APPROPRIATIONS ORDINANCE, BY ESTABLISHING A NEW PROJECT ENTITLED "COCONUT GROVE EXHIBITION CENTER RENOVATION AND EXPANSION PROJECT" - PROJECT NO. 415002, IN THE AMOUNT OF $7,000,000; APPROPRIATING FUNDS IN SAID AMOUNT FOR SAID PROJECT FROM SOURCES AS FOLLOWS: $5,000,000 CONTRIBUTION FROM THE MIAMI SPORTS AND EXHIBITION- AUTHORITY, AND $2,000,000 FROM PROPOSED ISSUANCE OF DEBT INSTRUMENTS; CONTAINING A REPEALER PROVISION AND A SEVERABILITY CLAUSE. WHEREAS, the City Commission adopted Ordinance No. 10347 on November 19, 1987, appropriating funds for Capital Improvements projects; and WHEREAS, in accordance with Section 2.136 of the Miami City Code (1980), the Planning Department has prepared and submitted to the City Commission a Capital Improvements Program (CIP) that identifies the sources of funding of all proposed capital projects valued at $5,000 or more for the program years 1987- 1993; and WHEREAS, this Program was adopted by the City Commission by Resolution No. 87-935 on October 22, 1987; and WHEREAS, the City Commission, upon the recommendation of the City Manager and Departments of Development, Conferences and Conventions and Parks, Recreation and Public Facilities, have identified the emergency need for the renovation and expansion of the Coconut Grove Exhibition Center in order to meet the City's commitment to the American Society of Travel Agents Conference scheduled to take place in October 1989; and WHEREAS, the total project will include the planning, design and construction of a 45,000 square foot addition of flexible flat floor space and code upgrading, renovations and repairs to the existing building at a total estimate cost of $7,000,000 NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: IL0450 Section 1. Section 1 of Ordinance 10347, adopted November 19, 1987, as amended, is hereby further amended in the following particulars: 1 "Section 1. The herein appropriations are hereby made for implementation of all municipal capital improvements of the City of Miami, including new capital improvements projects scheduled to begin during fiscal year 1987-88. The herein appropriations which are hereby designated by reference to descriptive project title and number also include appropriations for previously approved scheduled projects as well as re -appropriations of prior fund appropriations. The source of revenues to support the herein appropriations is hereby identified by fund and project with the project appropriations and revenues therefor being set forth for seven program areas (I-VII) based upon use of functional category within said areas, as follows: Total Appropriations ($ x 000) V. All ordinances or parts of ordinances insofar as they are inconsistent or in conflict with the provisions of this ordinance are hereby repealed. Section 3. If any section, part of section, paragraph, clause, phrase or word of this ordinance is declared invalid, the remaining provisions of this ordinance shall not be affected. Section 4. This Ordinance is hereby declared to be an emergency measure on the grounds of urgent public need for the 1/ Words and/or figures stricken through shall be deleted. Odio City Manager RECOMMENDATION: DATE: ( ) I N 16 191a FILE: SUBJECT: CIP Appropriations Ordinance.Coconut Grove Exhibition Center REFERENCES: ENCLOSURES: It is respectfully recommended that the City Commission adopt the attached Emergency Ordinance to amend the Capital Improvement Program Ordinance (No. 10347) by establishing a new project entitled "Coconut Grove Exhibition Center Renovation and Expansion Project" - Project No. 415002, in the amount of $7,000,000 and appropriating funds in said amount for said project from sources as follows: $5,000,000 contribution from the Miami Sports and Exhibition Authority, and $2,000,000 from proposed issuance of debt instruments; (containing a repealer provision and a seder ability clause). BACKGROUND: The Department of Development along with the Departments of Conferences and Conventions and Parks Recreation and Public Facilities recommend the adoption of the attached Emergency Ordinance amending the Capital Improvement Program Ordinance by establishing the Coconut Grove Exhibition Center Renovation and Expansion Project as a new Project, No. 415002 and appropriating the $5,000,000 contribution from the Miami Sports and Exhibition Authority and an additional $2,000,000 from proposed issuance of debt instruments, for a total project cost of $7,000,000. On September 11, 1986, by Resolution 86-748 the City Commission initiated the planning, design and construction of the Coconut Grove Exhibition Center Renovation and Expansion project. The project generally consists of a 45,000 square foot expansion to provide flexible flat floor space, and code upgrading, renovation and expansion to the existing facility. Funding For the 45,000 square foot expansion of the Exhibition Center is in the form of a $5,000,000 contribution from the Miami Sports and Exhibition Authority (MSEA) which, on February 17, 1987, by Resolution MSEA 87-3 approved the preliminary design concept and location of the improvements and allocated $5,000,000 of the Miami Sports and Exhibition Authority's $10,000,000 10450 Honorable Mayor and Members of the City Commission Page two Subordinate Obligation Note Series 1985, (see attached). Final plans were presented to and approved by the MSEA Board on May 24, 1988. On October 22, 1987, by Resolution 87-890 the City Commission approved the overall project and instructed the City Manager to identify the additional $2,000,000 required to cover the cost of renovation in the existing facility. The source of the $2,000,000 has been established as proposed issuance of debt instruments. In order to meet the City's proposed commitment to host the American Society of Travel Agents Conference in October 1989, the construction contract for the Renovation and Expansion of the Exhibition facility must be awarded on July 14, 1988. This amendment to the appropriations ordinance is presented as an emergency measure because it provides funding" to cover the estimated cost of the planning, design and construction of the facility, and construction of the project cannot proceed without its approval.
