WHEREAS, David Plummer and Associates, Inc. satisfactorily performed the services specified under the agreement dated March 4th, 1986, as amended and was paid all fees required thereunder; and WHEREAS, the unanticipated scope and complexity of the Downtown DRI project required additional services from David Plummer and Associates, Inc. which were not included in the scope of services and fees in the agreement dated March 4th, 1986, as amended; and WHEREAS, the Planning Director has reviewed the request for additional fees from David Plummer and Associates and determined that a total of $15,010 in fees are reasonable and justified for additional services rendered beyond the scope of services included within the agreement dated March 4, 1986, as amended; and WHEREAS, funds in the amount of $15,010 for additional services by David Plummer and Associates, Inc. have been included in the calculation of fees for the Downtown Development Supplemental Fee ordinance; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: J-88-685 7/1 /88 RESOLUTION NO. Agenda Item No. 76 has been revised to incorporate the Citv Commission's amendments. The signed new originals are attached, hereto, and should be substituted in your records in lieu of the legislation presently in your possession. Robert Tingley was previously given the revised title, and said title has presumably been published pursuant to law and needs no further action. The oriqinal to Item No. 79 is attached, hereto, and has been executed by this Office after review for compliance with Commission directives. Odio REFERENCES City Manager ENCLOSURES RECOMMENDATION: It is respectfully recommended that the Commission approve the attached resolution authorizing payment of up to 515,010 to David Plummer and Associates, Inc. for professional services rendered in connection with the Downtown Development of Regional Impact (DRI) project; with funds therefore to be allocated from the Downtown Development Special Revenue Fund. BACKGROUND: The firm .of David Plummer and Associates, Inc. was selected to perform professional services for the Downtown DRI, together with sub -consultants including Bermello, Kurki, and Vera, Inc., Williams -Russell and Johnson, Inc., and Environmental Engineering Consultants, Inc. The consultant contract, dated March 4, 1986, was negotiated based upon a fixed fee of S229,000 for a Scope of Services that was projected as accurately as possible at that time. However, the complexity of the Downtown DRI increased beyond the original Scope of Services included in the March 4, 1986 agreement; and the consultant, David Plummer and Associates, Inc., was required to perform extra services in order to complete the project. The Planning Director :ias reviewed the consultant's request for additional fees and recommends that $15,010 in additional fees are reasonable and justified based upon the Scope of Services in the March 4, 1986 Agreement. 8R--GFiri 7CJ _/
