ENCLOSURES
RECOMMENDATION:
It is respectfully recommended that the Commission approve the attached
resolution authorizing payment of up to 515,010 to David Plummer and
Associates, Inc. for professional services rendered in connection with the
Downtown Development of Regional Impact (DRI) project; with funds therefore to
be allocated from the Downtown Development Special Revenue Fund.
BACKGROUND:
The firm .of David Plummer and Associates, Inc. was selected to perform
professional services for the Downtown DRI, together with sub -consultants
including Bermello, Kurki, and Vera, Inc., Williams -Russell and Johnson, Inc.,
and Environmental Engineering Consultants, Inc. The consultant contract,
dated March 4, 1986, was negotiated based upon a fixed fee of S229,000 for a
Scope of Services that was projected as accurately as possible at that time.
However, the complexity of the Downtown DRI increased beyond the original
Scope of Services included in the March 4, 1986 agreement; and the consultant,
David Plummer and Associates, Inc., was required to perform extra services in
order to complete the project.
The Planning Director :ias reviewed the consultant's request for additional
fees and recommends that $15,010 in additional fees are reasonable and
justified based upon the Scope of Services in the March 4, 1986 Agreement.
