BACKGROUND: The Commission adopted Resolution No. 87-504 on May 28, 1987, approving a consultant contract with Joyce A. Meyers to provide professional planning services in connection with the Development of Regional Impact and Plaster Plan project. Ms. Meyers had previously worked for over 11 years as s full time City employee in the Planning Department. The consultant contract was recommended by the Planning Director due to the Planning Department's need to retain Ms. Meyer's considerable experience and expertise as Project Manager for the Downtown Development of Regional impact and Master Plan project and Ms. Meyer's desire to work on a part-time basis due to family considerations. Implementation and enforcement of the Downtown and the Southeast Overtowr/Park .Jest Development of Regional Impact Development Orders and the finalization and implementation of the Downtown Master Plan will require the on -going services of Ms. Mef rs. Therefore it is recormended that the term of the existing contract be extended by one year, and additional funding be authorized. The existing contract budget for an average of 17 hours of work per week has proven to be insufficient to carry out the project responsibilities; thus, the existing contract funding will be totally expended approximately 7 weeks prior to the expiration of the existing contract on September 30, 1988. The contract amendment includes a budget for up to 25 hours of work per week, for the 7 weeks remaining prior to September 30, 1988, plus at least 25 hours per week for 52 weeks during the one year contract extension fron September 30, 1988 to September 30, 1989. Please recall that the original contract, now to be extended, excludes all fringes such as sick leave and vacation.
