PROGRAM ENTITLED "PROJECT CITY VIEW", UPON
SUCH COSTS AND EXPENSES HAVING BEEN APPROVED
BY THE CHIEF OF POLICE.
WHEREAS, Florida State Statute 932.704(3)(a), as amended,
authorizes the expenditure of forfeiture proceeds f.or crime
prevention purposes; and
WHEREAS, it is in the best interest of the community and the
City of Miami to initiate crime prevention alternatives in the
Downtown Area, through the purchase and installation of
television cameras to monitor activities along Flagler Street
from N.E. First Avenue to North Miami Avenue, in order to
decrease vulnerability to and deter crime; and
WHEREAS, in order to better serve the citizens of Miami and
encourage the continued support of the community in crime
prevention efforts, the Miami Police Department proposes to
implement this crime prevention project in conjunction with the

Section 1. Total approved funding, in an amount not to
exceed fifty thousand dollars ($50jo0O), is hereby allocated from
the City of Miami Law Enforcement Trust Fund to cover the
necessary costs and expenses required for the initial
implementation of "Project City View", upon such costs and
expenses having been approved by the Chief of Police.
Section 2. Continued funding for this pilot project
and/or expansion of this concept will depend upon
private, state and/or federal sources of funding.

It is respectfully requested that the City Commission allocate
initial funding in an amount nOL Lo exceed fifty thousand dollars
($50,000) from the City of Miami Law Enforcement Trust Fund to
cover the costs and expenses to be incurred as a result of the
purchase and installation of television cameras along Flagler
Street between Northeast 1st Avenue to North Miami Avenue for the
purpose of monitoring and deterring street crime.
BACKGROUND:
The City of Miami Police Department, in conjunction with the
Downtown Miami Business Association and Cable Communications
Division of the City Department of Computers, proposes to create
"Project City View". The project will strategically place
television cameras in a selected target area to reduce street
crime through direct police monitoring.
It is anticipated that through this project the perceived fear of
violent crime in the target areas will drastically.diminish. It
is anticipated that with the highly publicized advertising the
project will receive, the criminal element will avoid the target
area, thereby reducing the incidence of crime. Should this
project prove successful, additional funding will have to be
secured through private, state and/or federal sources to continue
and/or expand "Project City View" to the surrounding blocks.
Initial funding to be allocated from the Law Enforcement Trust
Fund for this pilot project.
