HomeMy WebLinkAboutR-88-0655J-88-623 7/01/88 RESOLUTION N0. 1414-4f A RESOLUTION ALLOCATING AN AMOUNT NOT TO EXCEED THIRTY-FIVE THOUSANT) DOLLARS ($35,000) FROM THE CITY OF MIAMI LAW ENFORCEMENT TRUST FUND TO COVER THE NECESSARY COSTS AND EXPENSES TO BE INCURRED FOR THE IMPLEMENTATION OF THE CAREER CRIMINAL. PROGRAM, UPON SUCH COSTS AND EXPENSES RAVING BEEN APPROVED BY THE CHIEF OF POLICE. WHEREAS, Florida State Statute 932.704(3)(a), as amended, authorizes the expenditure of forfeiture proceeds for protracted and/or complex investigations; and WHEREAS, it is in the best interest of the community and the City of Miami for the Miami Police Department to identify, target, and initiate investigations against serious, multiple offenders in order to be able to obtain convictions and the highest penalties/sentences possible by assisting in the prosecution of said offenders; and WHEREAS, in order to better serve the citizens of Miami, the Miami Police Department proposes to implement a Career Criminal Program in conjunction with the Dade County State Attorney's Office and the Metro -Dade Police Department; and WHEREAS, funds to cover the necessary costs and expenditures required for the implementation of the Career Criminal Program have not been included in the Police Department's normal operating budget; and WHEREAS, the Chief of Police has recommended adoption of this resolution and has determined that the expenditures proposed comply with Florida State Statute 932.704, as amended; and WHEREAS, funds to cover the necessary expenditures and costs are available in the City of Miami Law Enforcement Trust Fund; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: CITY COMMISSION MEETING OF JUL 14 1988 RESOLUTION No. 198-G.' 4' Section 1, Total approved funding, in an amount not to exceed thirty - five thousand dollars ($35,000), is hereby allocated from the City of Miami Law Enforcement Trust Fund to cover the necessary costs and expenses required for the implementation of the Career Criminal program, upon such costs and expenses having been approved by the Chief of Police. It is respectfully requested that. the City Commission allocate funding in an amount not to exceed thirty-five thousand dollars (S35,000) from the City of Miami Law Enforcement Trust Fund to cover the necessary costs and expenses to be incurred as a result of the implementation of the Career Criminal Program by the Miami Police Department. BACKGROUND: The City of Miami Police Department, in conjunction with the Dade County State Attorney's Office and the Metro -Dade Police Department, proposes to implement a Career Criminal _Pr -)'grain aimed at identifying and targeting offenders that meet the following career criminal criteria: (1) Three previous convictions for any forcible felony or felony drug offense, or both; (2) Any juvenile convictions as adults for any forcible felony or felony drug offense after attaining the age of sixteen; and (3) At least one state prison incarceration for any felony. Specifically, the Career Criminal Program will identify and target offenders that meet the career criminal criteria reflected above; locate the identified criminals and place them under physical surveillance; record criminal activity; apprehend the offenders in the act of committing felony crime(s); and assist the State Attorney's Office with prosecution in order to obtain conviction and maximum penalty. The funding requested for this program will be utilized to obtain the following necessary investigative aids: rental vehicles, surveillance/investigative equipment, and miscellaneous/office supplies. Funding to be allocated from the Law Enforcement Trust Fund.
