WHEREAS, the Commission of. the City of Miami is striving on a continuing basis to provide adequate open spaces in the form of public parks for the use and enjoyment of the citizens of the City of Miami; and WHEREAS, the City of Miami Park Advisory Board was created by Resolution No. 87-687 to make recommendations to the City Commission as to which projects should be included in the $8 million dollar Citywide Neighborhood Park Renovations Project; and WHEREAS, the recommendations of. the Park Advisory Board were accepted by the City Commission via Motion No. 87-1049; and WHEREAS, the Park Advisory Board determined that Roberto Clemente Park, located in the Wynwood neighborhood was inadequate to meet the needs of the Wynwood neighborhood; ,and WHEREAS, acquisition of the herein parcels are also an element of the City's ongoing program to provide adequate open spaces in the form of public parks; and WHEREAS, the City of Miami's 1984 Five -Year Parks and Recreation Action Plan revealed that the Wynwood neighborhood has a below average ratio of parks and open space to residents than other neighborhoods in the City; and F Cj:fY COMMiISSION MEETING OF JUL 141988 RESOLUTION No. yam+A-654 RENIARKS7 4 WHEREAS, the parcels which are to bp acquired for the enlargement and redevelopment of Roberto Clemente Park, under authorization of this Resolution, comur.ise a 112 block area immediately to the North of Roberto Clemente Park, existing; and WHEREAS, Resolution No. 98-148, adopted on February 18, 1988, authorized and directed the City Manager to obtain appraisals of the 12 subject lots: and WHEREAS, the 12 lots have been appraised at a total of $785,500.UU; and WHEREAS, funding for the herein described acquisition is available in the Capital Improvements Program, Roberto Clemente Park Rehabilitation Project No. 331056: and WHEREAS, an additional $100,000.00 was made available to the Project by the Florida Legislature in the FYI 88-89 State Budget for a total in available fundinq of $1,90O,000.00; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The Commission of the City of Miami hereby finds that: a. The City's need to expand Roberto Clemente Park in the Wynwood neighborhood makes the acquisition of the subject property necessary because said property lies directly to the north of said park in the area needed for its expansion. Thus, necessitating the property's acquisition: b. The subject parcels will be used for purposes of enlarging the presently inadequate Roberto Clemente Park in the Wynwood neighborhood, and providing additional open spaces for the use and enjoyment of the citizens of the City of Miami in general and the Wynwood neighborhood in particular. Section 2. The acquisition of Fee Simple title to that certain real property located, generally, between Northwest 1st Avenue and Northwest 2nd Avenue at Northwest 34th Terrace, Miami, -2- 887654 Florida, more particularly described as Lots 13, 14, 15, 16, 11, 18, 19, 20, 21, 22, 23, and 24 of Plock 5 of WYNWOOD PARK SUBDIVISION, inclusively, as recorded in Plat Rook 5 at Page 23 of the Public Records of Dade County, Florida, is herPbv approved. Section 3. The City Attorney is hereby author.izpd to take all steps necessary to acquire Fee Simple title to said property, or parcels thereof, by condemnation proceedings, should purchase proceedings fail. Section 4. Acquisition of the subject parcels utilizing one appraisal is approved. However, any proposed contract for any of the subject parcels which exceeds five percent (5%) of the appraised value shall be submitted to the City Commission for review and approval prior to its signing by the City. Section 5. All recitals and findings contained in the preamble of this resolution are hereby incorporated by reference thereto and are hereby adopted, as if fully set forth in this section. Odio, City Manager ".:' DATE i 1 1 �. �1.J i 9*1LE UL t eo SUBJECT Resolution Authorizing the Acquisition of Property REFERENCES ENCLOSURES Recommendation: It is respectfully recommended that the City Commission adopt the attached Resolution authorizing the City Manaqer to acquire the one-half block immediately to the north of Roberto Clemente Park, to increase the size of that park. Background: The Parks, Recreation and Public Facilities Department has prepared the attached resolution in response to the findings of the Park Advisory Board. Motion No. 87-1049, passed on November 19, 1987, accepted the Park Advisory Board's recommendations for the $8 million Citywide Park Renovations Project. Included in those recommenda;:ions was $1.8 million for the acquisition of twelve (12) lots for the enlargement and redevelopment of Roberto Clemente Park, located in the Wynwood Neighborhood. After four public hearings on the Citywide Neighborhood Park Renovations Project, the Park Advisory Board determined that the existing park was inadequate to meet the needs of the neighborhood. In addition, the City's 1984 Five Year Parks and Recreation fiction Plan reveals that the Wynwood Neighborhood has a below average ratio of parks and open space to residents than other neighborhoods in th,�! City. The Florida State Legislature has also support(d this project by providing an additional $100,000 in the FY'89 State Budget. Resolution No. 88-148, adopted on February 18, 1988, authorized the acquisition of appraisals on the subject properties. Those appraisals have been completed (copy attached) and the total for the twelve (12) properties is $785,500. The estimated budget for acquisition was $750,000 to $800,000. CERRITS, INC.'S PARTICIPATION IN PARK IMPl1OVFJiENTS: Since 1948, Edward J. Cerrits, Inc. has possessed a great belief in Ilynwood Park area and, specifically, the value of the Roberto Clemente Park to the neighborhood's youth. Currently, our organization participates, on a consistent basis, in the following programs: • Provides financial support to the park's boxing program. • Provided required funding to purchase new weight uwm equipment for the Center. 0 Ilan sponsored six Championship Little League Teams in the area. • Ilan placed pn our payroll an off -duty policeman for the park's use. Edward J. Cerrits, Inc. has committed itself to assisting the City of Miami in upgrading these facilities through the following program: The current park facility is inadequate for the existing and potential needs of the community. A complete upgrade of the current facility is required. That upgrade includes a number of significant improvements. • New layout would accommodate three (3) baseball fields of various sizes. • flew layout would provide for a..regulation soccer field. • flew layout would provide for a regulation -play football field. • flew layout would provide for two (2) full-size basketball courts. •, lieu layout would upgrade the facility's tennis courts. • A new Recreation Center. • A new Children's adventure playground. • A new senior citizen's Activity Center. ev�J� ThA estimated costs of such improvements are detAlled below: Design/Plan of Park Facilities $ 60,000 Required Land 750,000 Required Demolition 120,000 Site Preparation 130,000 Building Construction 6000000 F.F.E. 1500000 TOTAL COST $1, 0,000 Stl14MRY The proposed upgrade of the Roberto Clemente Park represents a substantial move on the part of the City of Miami to improve the quality of life for .tbe residents of the tlynuood park area.
