The City Manager is hereby authr.)rized to request bids from private contractors for the construction of two (2) single family owner -occupied housing units to be developed on City -owned lots 34 and 35 at 49 Northwest 35th Street in the Wynwood neighborhood. Section 2. The City Commission hereby designates the Wynwood Housing Project as a set aside for small Hispanic contracting firms in accordance with the provisions of Ordinance No. 10062. Section 3. Special Obligation Bonds-1986 Series A proceeds in the amount of $90,000 is hereby allocated to fund the cost of constructing the above mentioned single family homes. Section 4. SET -ASIDE JUSTIFICATION Ordinance 010062, Minority/Women Business Affairs and Procurement Proaram Ordinance, reliuires that two conditions exist to justify a set -aside recomnenaation. The first, that the cl:rnt I of procurement with the City of Miami be below seventeen percent (17%), has been met. As of February 29, 1988 Hispanic construction awards totalled S4,452,800. Justification for makina this request for small Hispanic owned general contracting firms is that this total reoresents thr-ee contracts to lar ae 'iispanic firms who wool(' not be bidding on this project, estimated at approximately S30,000. if approved, bidders would be pre -qualified and only firms with cross annual incomes of $lmil annually or 'Less would be eligible to bid. Female Hispanic firms, registered as female, but meeting the criteria of less than $lmil in gross annual sales will be pre - qualified and allowed to bid. The second rea_uirement is that there be a sufficient number of firms available to provide combetitive biddino. The %1inority/;,;oin, en Business Affairs Coordinator has verified that this condition has been satisfied and, should you approve this set -aside, will invite small Hispanic firms registered with the City of Miami to become pre -qualified prior to bidding and will certify the successful low bidder. Resolution No. 86-983 provides for the Minority/Women Procurement Coordinator to provide Bid Bond Vouchers for qualified minority/women owned firms and authorizes you to waive performance bonding for projects under $200,000.
