RESOLUTION NO.
A RESOLUTION AUTHORIZING THE CITY MANAGER TO
ACCEPT A GRANT FROM THE ORGANIZATION OF
AMERICAN STATES (OAS) GIVING THE CITY
EXCLUSIVE PERFORMING RIGHTS OF THE OAS
INTERNATIONAL ARTIST SERIES AND GRANTING AN
AMOUNT NOT TO EXCEED $25,000.00 TO COVER
DIRECTLY THE COSTS OF TRAVEL PER DIEM AND
PARTIAL FEES OF THE ARTISTS FROM SAID
WASHINGTON, D.C., PANAMERICAN HALL CONCERT
SERIES THAT WILL TRAVEL TO MIAMI AND PERFORM
IN THE CITY OF MIAMI-ORGANIZATION OF AMERICAN
STATES INTERNATIONAL ARTISTS SERIES; FURTHER
ALLOCATING AN AMOUNT OF $15,000.00 FROM FISCAL
YEAR 1989 CASH MATCH FUND, SPECIAL PROGRAMS
AND ACCOUNTS, AUTHORIZING THE EXPENDITURE OF
AN AMOUNT NOT TO EXCEED $10,000.00 IN IN -KIND
SERVICES, FROM THE DEPARTMENT OF COMMUNITY
DEVELOPMENT BUDGETED FUNDS AS THE CITY'S MATCH
PORTION AND AUTHORIZING THE CITY MANAGER TO
ENTER INTO THE NECESSARY AGREEMENTS TO ACCEPT
AND IMPLEMENT SAID GRANT, SUBJECT TO
APPLICABLE CITY CODE PROVISIONS.
WHEREAS, the Organization of American States has offered a
grant to the City of Miami whereby it bestows the City exclusive
performing rights of its International Artist Series; and
WHEREAS, OAS further bestows an amount not to exceed
$25,000.00 to cover a portion of the expenses for this series;
and
WHEREAS, acceptance of this grant will obligate the City to
an equal amount of $25,000.00 match requirement from the City's
Cash Match Fund, Special Programs and Accounts,and the Department
of Community Development in kind services as the City portion;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The City Manager is authorized to accept a grant
from the Organization of American States giving the City of Miami
exclusive performing rights of the International Artists Series,
further granting the City an amount not to exceed $25,000.00 to

cover directly the payment of costs for travel, per diem and
partial fees of the artists from said 1983-89 OAS Washington,
D.C., Panamerican Hall International Concert Series, that will
travel to Miami and perform in the City of Miami/Organization of
American States International Artists Series.
Section 2. An amount not to exceed $15,000.00 is hereby
allocated from the City's Cash Match Fund, Special Programs and
Accounts, and the expenditure of an amount not to exceed
$10,000.00 in in -kind services is hereby authorized from the
budgeted funds of the Department of Community Development.
Section 3. The City Manager is hereby authorized to enter
into the necessary agreements to accept the grant and to
implement this project subject to applicable City Code
provisions.

We would like to request renewal of our joint venture Miami/OAS
International Concert Series to present here in Miami in 1988-89
season a series of ten (10) events. This series will feature
talent from your Washington series as well as Greater Miami
talent.
Therefore, we would like to request a grant in aid for an amount
not to exceed $25,000. This grant to defer travel expenses, per
diem, and partial artists fees. We request as well exclusive
presentation rights of these international artists here in Miami.
Estimated budget as well as other pertinent data will be mailed
under separate cover. The City of Miami is also requesting
grants from Dade County Council and the International Cultural
Exchange program in Tallahassee. The City will again offer a
match in an amount not exceed $25,000 as its contribution to this
program.

RECOMMENDATION:
It is respectfully recommended that the City Commission adopt the
attached resolution authorizing the City P9anager to accept a
grant from the organization of American State giving the City
exclusive performing rights of its International Artists Series
and bestowing an amount not to exceed $25,000.00 to cover
directly the costs of travel per diem and partial fees of the
artists from said Washington, D.C., Panamerican Mall Concert
Series that will travel to Miami and perform in the City of
Miami -Organization of American State International. Artists
Series; further allocating an amount of $15,000.00 from the City
Fiscal Year 1989 Cash Match Fund, Special Programs and Accounts
and $10,000.00 from the Department of Community Development in
kind services as the City's portion and authorizing the City
Manager to enter into the necessary agreements in a form
acceptable to the City Attorney.
BACKGROUND:
The Department of Community Development has prepared the
appropriate legislation autho -izing the City Manager to accept a
grant from the Organization of American State in an amount not to
exceed $25,000.00 in connection with the Fifth-Miami/O.A.S.
International Concert Series September 88 through June 1989.
The City has also requested a $25,000.00 grant in aid from the
Florida Arts Council and a $10,000 grant from Dade County
Cultural Affairs Council to support this series. Cosponsorship
for an estimate, $5,000.00 is also expected from FIU, University
of !Iiami and the Lunchtime Lively Arts. Acceptance of this OAS
grant will obligate the City to an equal amount of $15,000.00
cash match requirement from the City's Cash Match Fund, Special
Programs and Accounts and $10,000.00 from the Department of
Community Development in kin,] services. In the event that these
grants materialize, the City's cash match will be returned to the
Special Programs and Accounts.
