HomeMy WebLinkAboutR-88-0644J-88-650 7/11/88 RESOLUTION NO. t74-f;,l-1 A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO A CONTRACT IN A FORM ACCEPTABLE TO THE CITY ATTORNEY WITH MIAMI CAPITAL DEVELOPMENT CORPORATION, INC. ('14CDI) WH1.CH PROVIDES FOUR HUNDRED THIRTY THOUSAND DOLLARS ($430,000) TO INCREASE THE EXISTING REVOLVING LOAN FUND (RLF) OF WHICH EIGHTY-THREE THOUSAND FIVE HUNDRED DOLLARS (S83,500) WILL BE USED FOR A MINORITY IMPORT/EXPORT REVOLVING LOAN FUND PROGRAM AND PROVIDES ONE HUNDRED NINETY THOUSAND DOLLARS (5190,000) FOR THE ADMINISTRATIVE OPERATIONS OF MIAMI CAPITAL DEVELOPMENT, INC. FOR THE PERIOD OF JULY 1, 1988 TO JUNE 30, 1989 WITH FUNDS THEREFOR BEING ALLOCATED FROM THE FOURTEENTH (14TH) YEAR COMMUNITY DEVELOPMENT BLOCK GRANT FUND. WHEREAS, the City Commission is committed to economic development and the expansion of trade and commerce; and WHEREAS, on April 28, 1988, the City Commission approved Resolution No. 88-384 and Appropriation Ordinance No. 10436 which included an allocation to Miami Capital Development Corporation, Inc. of four hundred thirty thousand dollars ($430,000) in funds to increase the existing Revolving Loan Fund and one hundred ninety thousand dollars ($190,000) in funds for the administration of Miami Capital Development, Inc. from the Fourteenth (14th) Year Community Development Block Grant Program; and WHEREAS, it is in the interest of the City that the Contractor's Revolving Loan Fund activities should continue and be expanded for the purpose of economic development; and WHEREAS, eighty-three thousand five hundred dollars ($83,500) of the monies appropriated for the Revolving Loan Fund will be used to implement a Export/Import Revolving Loan Program; and CITY CONI.gIsS.1014 MEETING OF JUL 14 1988 ESOLUMN NaqR_(;,j-1 A WHEREAS, the Export/Import Loan Program guidelines will adhere to the policies and operating procedures governing the Economic Development Administration Revolving Loan Fund loan progra+e, with minor exceptions; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORtDA: Section 1. The City Manager is hereby authorized to enter into a contract, in a form acceptable to the City Attorney, with Miami Capital Development, Inc. (MCDI) which provides four hundred thirty thousand dollars ($430,000) in funds for its Fourteenth (14th) Year Revolving Loan Fund. Section 2. The City Manager is hereby authorized to allocate one hundred ninety thousand dollars ($190,000) from the Fourteenth (14th) Year Community Development Block Grant Program for said administrative operations. Section 3. The City Manager is hereby authorized to allocate four hundred thirty thousand dollars ($430,000) from the Fourteenth (14th) Year Community Development Block Grant Program for Miami Capital Development, Inc.'s Revolving Loan Fund Program, of which eighty-three thousand five hundred dollars ($83,500) will be used to implement a minority Export/Import Revolving Loan Fund Program.1 PASSED AND ADOPTED this 14th day of July , 1988. City Attorney #50, #53. #60, #62, #63 /=NCLOSURES and #145 The following information and material should be considered by you in your deliberations at today's Meeting: Agenda Item #14 (J-88-633) [Resolution accepting bids for furnishing office supplies] We have added language in the body of the Resolution to reflect that in those instances where a minority vendor and a non -minority vendor submitted bids in the identical amount. the award is being made to the minority vendor: likewise, where identical bids have been submitted by a Dade County vendor and a non -Dade County vendor, the award is being made to the Dade County vendor. Agenda Item #16 (J-88-635) [Resolution accepting bid for furnishing and installation of playground equipment] The allocation of specified amounts from the various project accounts for this contract to purchase and install park equipment in 18 City parks has been modified to reflect that the allocations are maximum amounts. The modification was made because the total proposed contract cost is less than the allocated amount in the Resolution that was distributed in the Packet. Agenda Item #29 (J-88-645) [Resolution declaring a previously awarded bidder in default and accepting next lowest bid] This Item involves a bidder, who after being awarded a contract for the construction of this Virginia Key Lifeguard project, simply did nothing (not even executing the contract documents). As distributed, the Resolution would have rescinded the earlier awarding Resolution (No. 88-197, 3/10/88). However, we have modified the proposed Resolution to expressly declare -the previously successful bidder to be in default. As distributed the allocation. although expressly set forth in Section 2 of the Resolution body, was not reflected in the title. Agenda item 439 (J-88-696) [Resolution rescinding portion of previously adopted Resolution, allocating funds, approving guidelines for pilot program and authorizing contracts] There were unsubstantial changes made in the title as well as the body of this Resolution as distributed which Resolution formalizes action taken by you at the Meeting of June 23, 1988 in regard to the Citywide Business Development Pilot Program. Pending that review, we request that your consideration of this Item be deferred until the nest Commission Meeting of July 21st. Odio City Manager RECOMMENDATION: DATE V U L - J 1bou FILE SUBJECT Resolution Vkpproving Contract with Miami Capital Development, Inc. REFERENCES Commission Agenda - July 14, 1988 ENCLOSURES It is respectfully recommended that the City Commission adopt the attached resolution authorizing the execution of an agreement, in a form acceptable by the City Attorney, between Miami Capital Development, Inc. (MCDI) and the City of -Miami for the purpose of maintaining its Revolving Loan Fund Program and continuation of its administrative procedures in accordance with the terms and conditions set forth therein. BACKGROUND: The Department of Community Development has analyzed the need to execute an agreement with Miami Capital Development_, Inc. The proposed agreement will be for the period of twelve (12) months, commencing on July 1, 1988 and terminating on June 30, 1989. Miami Capital Development, Inc. a quasi -public lending institution, serves as the City's financial arm to provide financial business development loan packaging services and managerial and technical assistance to its loan recipients. In addition to providing the aforementioned administrative support to minority entrepreneurs, Miami Capital Development, Inc. also administers a Revolving Loan Fund Program which is used mainly to fill the gaps in the existing financial markets for those entrepreneurs who have had inadequate access to credit and business opportunities generally required by private lending institutions. Also, during the 1988-1989 fiscal year, Miami Capital Development, Inc. will be implementing an Import/Export Revolving Loan Fund Program. The Import/Export Revolving Loan Fund will be used to participate in loans to minority importers and exporters for a) the purchase of fixed assets and equipment b) labor and material costs for pre -export production and c) purchase goods for foreign and domestic resale. Honorable Mavor and Members of the City Commission Page 2 The Import/Expor.t Revolving Loan Fund will assume, when necessary, a junior security position in order to encourage community bank participation. Responsibility for the administration, monitoring and servicing of the loan portfolio will rest with Miami Capital Development, Inc. The credit analysis and loan packaging will be performed by Barnett Bank's Lending Division. The Citywide Revolving Loan Fund four -hundred thirty thousand administrative funding will be at thousand dollars ($190,000) and hundred dollars ($83,500) for the Fund Program.
